D. BioBased Product Selections
1. The Contractor is encouraged to comply with Section 9002 of the Farm Security and Rural Investment Act of 2002
(FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation
Management,” and the Federal Acquisition Regulation to provide biobased products.
2. The Contractor may utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable CSI specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
3. The following is an example list of products that may be used in this contract for which biobased products are available.
The list is not all inclusive. It is desirable that vendors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications.
a. Graffiti and grease removers insulating foam.
b. Concrete and asphalt release fluids Fluid-filled transformers.
c. Wood and concrete sealers Composite panels.
d. Roof coatings Hydraulic fluid.
e. Water tank coatings.
f. Adhesive and mastic removers.
g. Carpets.
4. The contractor should provide data through the electronic submittal process for their biobased products such as biobased content and source of biobased material. Biobased information, listed products, sources, and catalogs are available at www.biopreferred.gov .

RFI-003
Concerning the metal building siding paint – Does the PVDF “Kynar” paint system meet the low VOC requirements of the specifications, as well as meet the LEED requirements for the project?
Yes, the PVDF “Kynar” paint meets the criteria outlined in the specifications, as well as the LEED requirements for the project.
RFI-004
Concerning the Access Control System, Sheet A-E221 shows a total of 11 card readers. The system riser on sheet A-E711 indicates those 11 card readers shown on A-E221 as well as 2 more card readers, one on door 107 and one on door 129. Should doors 107 and
129 have card readers?
Door 129 does not exist. Door 107 does not have a card reader or electrified hardware. See electrical revisions 4/ A-E711, delta 4.
Concerning the Engine Bay Bid Option, the system riser on sheet B-E702 indicates 2 motion sensors; however the power plan in sheet B-E221 indicates 3 motion sensors. Which is correct?
Plan on three motion sensors. See electrical revisions on sheet B-E221, delta 4.
Concerning the Engine Bay Bid Option, there is no security keypad shown, should there be one?
CLARIFICATION: See electrical revisions on sheet B-E221, delta 4. See door schedule and note revisions on sheet
B-A801, delta 4; two door position switches required for doors F101A, F102, and F103A.

There are no stop signs, No Parking signs, Red Curb, Walkway Bars or Thermoplastic units scheduled? Should there be?
Stop signs: Not required. DELETE stop sign detail 1/ A107.
“No Parking”signs: This will be addressed in the next Amendment
Red Curb: Fire lanes are indicated in documents – see key notes 34 and 35 /A103.
Walkway Bars: This will be addressed in the next Amendment

The Conference Room window coverings – Are they black out shades only or a double shade with black out and 1% shade or a double shade?
CLARIFICATION: Conference room shades are blackout only.

RFI-006
Concerning Solicitation section G-2, item #3. Will the government furnish all components as specified in Section 333200 pages 1 to 11 including but not limited to electrical components and panels? Will all components as shown on sheet C605 be included as well?
The Government will be providing for reuse, 2 explosion proof power plugs and receptacles from existing pump station.
The Government will also be providing the existing control panel for modification and both temporary and permanent relocation. See REV-014 above. All Components shown on C605 are new and Contractor provided.
RFI-007
Sheet C404, Sanitary Sewer Keynote #4. What does oil-water separator tie-into on the outlet side? This is not shown. Also, no specifications are provided for the oil-water separator. Please provide.
REVISE sanitary sewer key note 4 describing size and type of oil/water separator as indicated by delta 4. See attached.

Sheet C202, General Note #4. Please verify existing location of sidewalk snowmelt system. This is not referenced or shown on the plans.

RFI-009
Specification 061000. The specification manual calls out all beams to be rough sawn. Is this for all beams or exposed members only?
The phrase, “all beams to be rough sawn”, does not appear to be in section 06 10 00. Sub-paragraph 06 10 00.2.05 is titled, “Exposed Timbers” where the surface texture is described as “sawn” (sub-paragraph 06 10 00.2.05.G. Concealed members are not required to be rough sawn.
RFI-010
Specification 061000. It is not clear from the specification section if span rated OSB complying with the specifications can be used in lieu of plywood if all other requirements are met.
OSB would be structurally acceptable as described above through a change or substitution request during construction.
However, OSB has a tendency to expand if exposed to moisture. The awarded bidder would need to propose measures to protect the OSB from moisture until it is properly covered.
RFI-011
Detail 1/A702 on sheet A702. The 18” fascia in the architectural plans does not match the scope of work shown in the structural plans. Please verify how the fascia will attach to the truss tails and any specific structural requirements.
ADD note to details 1/ A702, 2/ A702, and 6/ A702 to read, “Secure fascia trim board with (2) 3 1/2” long x 1/4” diameter wood screws at each truss.
RFI-012
Sheet A102. Please verify the extent of the new 8’ chain link fence at the north and south property lines. It is not clear from the demo plan and new plan the full extent of the new chain link fence as it relates to the existing wood fence to remain. Please provide a drawing clarifying the extent of this location.
The existing wood fence remains on the north and south property lines. The new 8’ chain link fence will be installed immediately adjacent to the existing wood fence along the entire length of the north and south property lines.
RFI-013
Specification 122400. Please verify if window shades are required at all windows. Please clarify the intent of section 2.02, it is not clear which windows do and do not receive blinds.

RFI-014
Sheet C101. Please verify the TBM elevation of 4455.95’ as shown at the power box on the center of the plan is correct. This does not correspond with the adjacent grades and existing topographic lines on the plans.
The TBM elevation of 4455.95’ shown on Sheet C101 is Incorrect. The correct TBM elevation is 4458.94’. Sheet C101 will be revised to show the correct TBM elevation.
RFI-015
Sheet C603. Can hydronic snowmelt tubing be installed directly against rigid foam board as noted/shown in 11/C602? This can be achieved and meet all Uponor specifications.
No, Detail 11/ C603 indicated the snowmelt tubing centered in the slab. Detail 6/ A-H701 notes that the snowmelt tubing be placed centerline of toping slab.
RFI-016
RFP, Section H-17. Please verify if there are specific materials, equipment and or existing pieces of property that will be salvaged and removed by the government prior to the turnover of facilities to the General Contractor. Will all remaining improvements become the property of the contractor with respect to salvage value?
The Government will be removing all electrical equipment, office furnishings and other items not permanently attached to structures prior to facility turnover to the General Contractor. All remaining improvements will become property of
Contractor at the time of facility turnover by the Government. With regards to salvage value, the LEED specifications state that the Contractor employ alternative disposal methods for Construction waste to meet LEED requirements. It is expected that salvaging material will be considered by the Contractor as an alternative disposal method.
With respect to Trees that are scheduled to be removed, the Contractor will be responsible for disposing of all tops, limbs, stumps and other non-merchantable timber. Merchantable timber will remain property of the Government and is to be stockpiled by the Contractor at a location on site approved by the COR. Merchantable timber is defined as anything above
3 inches in diameter and above 6 feet in length.
RFI-017
Lehman Building #2006. There is an existing data/phone server located in Building #2006. Will this be salvaged and relocated by the Government? The plans do not address this piece of equipment. Please advise.
The existing data/phone server located in Lehman Building #2006 will be salvaged by the Government prior to Contractor demolition.
RFI-018
PBS Asbestos Survey. Based on the Asbestos survey provided in Amendment #2, it is our understanding that any Asbestos
Containing Materials that are discovered during the demolition process that are not identified or disclosed in the survey and report will be handled as an unforeseen condition. Please clarify.
It is the Contractor’s responsibility to abate all Hazardous materials following proper rules and regulations. Hazardous materials that are encountered during construction that have not been identified in the survey provided in Amendment #2, i.e. underground Asbestos pipe, may be covered by the Differing Site Conditions Clause if the information about unforeseen hazardous materials is not reasonably ascertainable.
Update to Hazardous Material Abatement Requirement – The Contractor shall follow all EPA rules and regulations in accordance with Oregon OSHA standards which outline worker exposure limits, personal protection requirements, and employer responsibility for exposure assessment, training, housekeeping and record keeping. Contractor to also comply
Oregon Administrative Rules-340, Divisions 32 and 22 which cover asbestos abatement requirements, removal notifications, disposal requirements, and licensing and certifications of contractors.
Contractor will be responsible to hire 3rd party to provide air clearances and approval for commencing demo operations after abatement is completed. Contractor shall provide Government all documentation from 3rd party.
Contractor will be required to submit a Hazardous Material Workplan for Government approval prior to commencing
Hazardous Material Abatement. Workplan to include at a minimum: coordination with 3rd party oversight, work methods, disposal plan, schedule and proof of proper licensing where required. Work plan to be submitted for
Government approval within 10 days after issuance of Notice to Proceed.
RFI-019
PBS Asbestos Survey. Please supply a site plan/map that corresponds with survey locations on the PBS survey. The report provides for a summary for each building but is not clear what all of these locations are i.e. Dwelling #1012, Radio Relay 2815 etc.
See attached survey plan/map that corresponds to survey locations. Note that 3 buildings identified on the survey are outside the work boundary (west of Hwy 97) for this project and are NOT included in the scope of work this contract. The buildings NOT included in the scope of work for this project are Crescent Dwellings #1005 and #1012 and Radio Relay
Facility #2815.
RFI-020
Can the Government provide CAD files for drawing sheets C101, C102, C303 and C304 so that the sitework bidders can complete a digital takeoff for cut/fill requirements?

RFI-021
Sheet A-E711, detail 4. Please clarify what “Access Control Panel for Credential Authentication with Software for ID
Management” is.
In regards to Sheet A-E711 detail 4 Access Control Panels, the original detail is incorrect. See revised Sheet A-E711. There is only ONE Access Control Panel. This panel houses all circuit boards required to connect to all door and gate devices.
This also includes the card reader controller board which includes all of the card authentication hardware.

Specification 28 13 00, Question about battery backup requirements of Access Control System.
Specification 28 13 00 – Access Control, section 2.24 A. Battery Backup and Power Supply. Change 24 hour battery backup requirement to 8 hour battery backup requirement. This will be changed on the “issued for Construction Set”.

Specification 28 23 00, Are the exterior video cameras all fixed view?
The cameras are specified as PTZ with the part # included – See section 28 23 00.

No, all camera network power switches (PoE) will be supplied by the Contractor.

Can the existing water stand pipe on the main admin site be used by the Contractor during phase I demo and for portions of Phase II demo?
Yes, the Contractor may use the existing water stand pipe on the main admin site for a water source during phase I demo and portions of phase II demo
