Question 4: Heading/title
If providing engineering services, please describe your company’s ability and experience. Provide in detail: experience in the Telecommunications industry, the jobs that your company has completed in the last 1-3 years that are similar to the Scope items listed in 3.3, the size of your company, current capacity and ability to perform concurrent multiple jobs. (Scope 3.3)
ADW comm’s engineering design team will prepare construction drawings to meet all current international building code, electrical code, mechanical code, and fire code per the local governing / jurisdiction codes and employs licensed professionals for Civil/Structural, Mechanical and Electrical. Licensed professionals carry multiple states and will include
CA, CO, NV, NM and UT as adjoining states to account for DPS facilities that reside outside of AZ. ADW prepares the drawings set and a single Professional Engineer of Record owns the project from start to finish. We use AutoCAD drafting and design software for all drawings prepared. This software is significant in our successful management of our projects due to the vast library of details we have drafted from designing hundreds of communications sites across the country.
This library allows our designers to concentrate on the integrated design details and code compliance rather that drafting sites by scratch. Additionally, the ability of this tool to dimension, scale, and design options allows ADW comm. to provide the customer with the best possible design solutions for any site application not only for exterior layouts by detailed interior layouts of the radio racks and ancillary equipment.
ADW comm. is an expert in R-56 grounding standards including staff that is R-56 certified. These minimum standards are required to provide expected system performance, reliability, and equipment longevity. The R-56 guidelines have since become one of the recognized standards in the industry and serve as the most complete specifications for the protection of communications system equipment installed at public safety communications sites. Our team has the expertise to provide resistivity testing as well as grounding system design and implementation to assure 10 ohm grounding compliance, the recommended R-56 standard.
ADW comm. personnel past experience from the design and construction of literally hundreds of towers in every imaginable climate with foundation and civil work, tower erection, line and antenna installation, and solar and wind applications for federal, state and local public safety agencies more than meets the technical requirements of this project.
ADW comm. can also support and perform all required compliance due diligence including FAA fillings, Form 7460-1, for construction of a new structure to ensure compliance with FAA, FCC National Environmental Policy Act (NEPA) compliance, Phase I Environmental Site Assessments, zoning and construction permitting. The FAA compliance will also determine if the site is located within any known flight paths and if tower lighting or painting is required.
Experience with ANSI-TIA-222G/H Standard
ADW comm. has supplied and installed towers to the current widely adopted structural code ANSI-TIA-222-G to insure all technical specifications are met. All new or existing structures / towers will be designed for the required code (as adopted or required by DPS) based basic wind speed and ice loading. Additionally, the tower will be designed for all twist/sway limits required to the microwave system reliability.
Structural analysis of existing towers with a large number of towers failing particularly for high sites with the code change from 222F to 222G, with more anticipated for the transition to H. Our structural engineering staff has extensive knowledge

Page 30 of 52 1
2102 W. Encanto Blvd., Phoenix, Arizona 85009 and experience in tower analysis and legacy reuse and refurbishing to allow compliance with code.
Additionally, we recommend building in an additional growth capacity for all new towers, above and beyond the current specified loading data. The tower will also be designed to support the required climbing ladder, waveguide ladder, all antennas, subsequent mounting devices, and tower payloads.
The ADW Environmental Team submits a Project Management Plan (PMP) which documents the schedule, technical approach, and the communication process required to prepare the ESA, EA and supporting documentation. The work will be conducted in accordance with obligations and their implementing regulations including, but not limited to, those applicable statutes under National Historic Preservation Act of 1966, as amended (PL-96-515), the Archaeological and
Historical Preservation Act of 1974, as amended (PL-93-291), the National Environmental Policy Act of 1969 (PL-90-
190), Executive Order #11593, “Protection and Enhancement of the Cultural Environment”, and the Endangered Species
Act of 1973, as amended and Environmental Site Assessments (ESAs) using ASTM International E 1527-05/1528 standard.
Our approach will be to recommend to have the Environmental team provide as GFI all relevant previously-produced
ASTM 1527 Phase I ESAs, National Environmental Policy Act (NEPA), 42 USC 4321 Environmental Assessments (EAs) and/or other government-directed NEPA documentation, and results of DOI/US Fish & Wildlife Service (USFWS)
Endangered Species Act - Section 7 consultations (including production of any necessary Biological Assessments), and
36 CFR Part 800 National Historic Preservation Act (NHPA) Section 106 requirements and other reports that will allow for a comprehensive review of the prior investigations.

Question 6: Heading/title
Please describe the process your company has in place for responding to emergency requests for on call and onsite maintenance support within the timeframes specified. (Scope 3.5)
Offeror Response:
ADW Comm has a dedicated on-call person and number for our maintenance program. This phone and number are solely used for emergency contacts as part of the Maintenance program and is always with the on-call person. ADW is currently performing maintenance as part of an SLA with Maricopa County that requires tiered response times based on severity of the emergency. In instances of power loss, we have a 24-hour response time as an example. As part of the site preventative maintenance efforts, individual site data is collected as well as each corrective maintenance action documented. This is to aide in building a database of common failures and will allow ADW to build stock of the common repair items. For example, ADW will have common connectors, grounding materials and cabling that is utilized on the AZDPS sites. It is anticipated that items such as antenna, MW dish, and TTA’s would be provided by
AZDPS.
ADW is currently performing correcting and emergency work that requires the creation of not to exceed repair costs along with the creation of work tickets. Completion of work ad invoicing requires itemized billing to include materials costs, travel costs, and labor hours used to complete the work. This paperwork is submitted only after the repair work has been inspected and accepted by the customer.
Question 7: Heading/title
Please describe your company’s ability to respond and adhere to the requirements of a Task Order.
Provide several detail/examples of: final invoices vs estimates. (Scope 4.0)
Offeror Response:
ADW Comm has recently performed work for AZDPS as part of the 5-year maintenance contract. As such, ADW has experience in responding to the TOSOW requests with itemized breakdown of materials, labor, and travel costs necessary to complete the work. Attached are examples of completed TOSOW’s with final invoices to show performance against estimates.

ADW relies on experience in developing accurate TOSOW responses across Engineering, Construction and
Maintenance tasks. This includes accurate material takeoffs, labor estimates and developing an accurate and realistic schedule for completion. In instances where subcontractors are utilized for services that ADW does not retain in-house, ADW ensures that the vendor has the correct information and scope, as well as schedule expectations, to develop and valid cost estimate with low risk of change orders.
Question 8: Heading/title
Please describe your company’s ability to provide materials/service to “all” state owned telecommunications sites. Provide details for rugged terrain site access and large equipment transportation. (Scope 5.0)
ADW Comm predominantly performs work in difficult access, remote sites as part of the work we perform for USGS, Motorola, BLM and AZDPS. Specifically, to AZDPS, ADW Comm completed a new site build at the Schnebly hill location, as well as a new tower build on White Tanks. The White tanks site was built concurrently with two additional
Maricopa County sites on the East and West peaks. In that effort, ADW Comm built tower foundations and completed tower erections on three sites concurrently on White Tanks. In addition to the civil construction efforts, ADW has performed site inspections and preventative/corrective maintenance on AZDPS Norther Loop sites and has firsthand knowledge of the site access requirements for these remote sites. ADW has had to helicopter in concrete, materials, towers, shelters and gravel due to access limitations, as well as utilize cralwers for shelter deliveries. ADW will work with crane vendors to make sure the proper rig is utilized, matching the site access, including rough terrain and all-terrain cranes. ADW has extensive experience in remote and rugged access site logistics throughout the Western US.
This experience translates into all three categories of this response. In the area of design and engineering, remote and rugged access sites need to be constructable. ADW construction managers work along with the design team to ensure a best value design that can be built. In the area of civil construction, ADW understands the logistics of remote and rugged sites, including materials delivery, site staging for confined build areas, road repairs necessary to build the site, weather limitations and construction in adverse conditions as well as the costs of building in these environments.
Question 9: Heading/title
Please describe your company’s warranty process for both labor and materials/equipment. (Scope 6.0)
ADW Comm provides a 1-year warranty as a standard offering. This includes workmanship and parts. ADW will pass through the manufacturer’s warranty for any materials or equipment that ADW provides as part of the TOSOW execution. ADW will manage the RMA process for returning defective parts to receive replacements. If the

2102 W. Encanto Blvd., Phoenix, Arizona 85009 manufacturer does not have a formal RMA process, ADW comm will obtain replacement parts and document returns either to the manufacturer direct, or the point of sale in a manner that prioritizes AZDPS’s timeline for repairs. ADW will keep the AZDPS team informed of the RMA progress, as well as any documentation the manufacturer will provide on the cause of failure.
