About this file
This document is an Addendum No. 11 Q&A related to RFP BPM050921/65222 for the Virginia Works Technology Hub project. The Commonwealth of Virginia is seeking a technology solution to provide workforce services to individuals and businesses, as well as project management for the implementation process and ongoing maintenance and support. The addendum addresses questions regarding the evaluation of non-incumbent vendors' cost proposals, the allowable timeframe for meeting requirements, and the need to submit a redlined version of the Virginia Works Solution Contract. The anticipated award date for this project is not currently known, but the Commonwealth indicates it is on an aggressive timeline.
The evaluation process will focus on how well vendors address the solicitation's stipulated requirements and preferences, rather than solely on past performance or price. Vendors are required to meet these criteria, and the weighted score will generate a value cost/ratio. Regarding the response timeframe, the Commonwealth clarifies that the "Yes, Future" answer is appropriate if the vendor can fully meet a requirement within six months of the award date.

RFP BPM050921/65222 ADDENDUM No 11
Q & A
1. BPM050921_Virginia_Works_Technology_Hub_RFP_Final.pdf, Section 2.O and 2.P, pages 8-9.
How does the Commonwealth intend to conduct evaluations for non-incumbent vendors’ cost proposals since the incumbent would not be subject to such items as implementation and cutover costs (migration, training, etc.). Therefore, the incumbent’s costs, in all likelihood, would be substantially lower than that of a new vendor? So how will the Commonwealth account for this to ensure a fair and balanced bid evaluation?
Suppliers are still required to meet the stipulated requirements and preferences/wants of the solicitation. Evaluations will be focused and scored on how well these criteria are addressed, rather than solely on past performance or price. The weighted score will then generate a value cost/ratio.
2. In its publication of Addenda 9.
The Commonwealth instructs vendors that the "Yes, Future" answer is appropriate if the vendor will be able to fully meet a requirement "not longer than six months from the date of the award." To clarify the allowable time window, would the Commonwealth please share the anticipated date of award?
Virginia Works is on an aggressive timeline to award this project, however, we currently do not have an estimated date for when the award will be announced.
3. BPM050921_Virginia_Works_Technology_Hub_RFP_Final.pdf, Section 9, page 36.
The Commonwealth has requested a redlined version of the Virginia Works Solution Contract. If there are no redlines to the Master Contract, do vendors need to return the contract with their proposal, File 6?
Yes
