About this file

This Addendum #1, issued April 2, 2026, modifies Competitive Solicitation No. 26056-ITB-DST for Auction Services Surplus Vehicles by Hillsborough County Public Schools (HCPS) Property Control Department. The solicitation seeks comprehensive auction services for surplus and obsolete district property including vehicles, buses, heavy equipment, kitchen equipment, cafeteria equipment, technology assets, and other inventory. HCPS seeks to work with multiple auction service providers to increase revenue generation for the district, with a 50/50 anticipated split between vehicles/buses and kitchen/cafeteria/technology equipment. The current vendor, GovDeals, provides pickup services from various HCPS locations including the Hanna Warehouse (5715 East Hanna Road, Tampa, FL 33601), the Plant City Location, and the 40th Street garage. Technical questions were due April 1, 2026, at 5:00 PM ET, and sealed bids are due April 15, 2026, at 5:00 PM ET via www.myvendorlink.com. The contract begins upon School Board approval and automatically renews for up to four additional one-year periods contingent on appropriations, performance, and mutual agreement.

Regarding pricing structure, HCPS clarified that it typically pays a percentage fee with all commissions added to the buyer's cost and will not pay premiums beyond standard fee structures. HCPS prefers buyer's premium charging but will accept seller's commission capped at 5% maximum, with any fees beyond that limit charged to buyers rather than HCPS. Vendors may charge pickup and transportation fees deducted from auction revenue without exceeding approved contract amounts. HCPS accepts both absolute auctions without Minimum Acceptable Prices (MAPs) and "Buy Now" platforms for non-traditional or high-value assets. Historical sales data shows HCPS Gross Sales ranged from $4,900 to $296,950 annually from 2021–2026, with corresponding seller commissions deducted before net payout. All prospective bidders must submit federal compliance forms including USDA debarment certification (Form AD-1048), drug-free workplace certification (Form AD-1049), non-collusion affidavit, lobbying disclosures (Form SF-LLL), and vendor affidavits regarding coercion and foreign country prohibitions per Florida Statutes Section 287.138. The contractor must maintain a valid State of Florida Independent Motor Vehicle Dealer License (VI) and provide detailed post-auction accounting in Excel format within 12 business days.

Questions and Answers

Question

Hello, I have a couple of questions after reviewing this solicitation. 1. In Section 1.6.1. k. it states "HCPS shall not pay any premiums associated with the sale of items at auction." Does this mean that HCPS is issuing the RFP with the stipulation that HCPS will not pay any seller commission and the auction must cover any and all costs with solely a buyer commission? If so, could more context be added to the different sections of the price sheet? We are having trouble figuring out what information is supposed to go in each section. 2. In Section 1.4: Instead of setting MAPs, we run absolute auctions where there are no MAPs and the highest bid wins. This format allows immediate disposal of assets and typically provides higher net returns than auctions with set minimums or MAPs because there is increased bidding activity and buyer participation. Is the ability to allow HCPS to set MAPs a must-have requirement? If this is a must-have requirement, would a “Buy Now” platform where non-traditional equipment, late model, or otherwise high value assets are sold at listed or negotiated pricing satisfy this requirement? Thanks, Answer To clarify, HCPS typically pays a percentage fee, and all commissions are added to the buyer’s cost. The statement in Section 1.6.1.k. simply means that HCPS will not pay any additional premiums beyond the standard fee structure already in place and Yes we will accept the Buy Now.

Question What is the annual sales for the past 3 years for the School board?

Question Who is the current vendor and do they pickup and transport all the items to their facility currently for the School Board?

Hillsborough County Public Schools Page 2 of 3 26065-ITB-DST Auction Services Surplus Vehicles

Answer Gov Deals - they do picks up for different locations but we try to consolidate items to one location for easy transport.

Question Is the pricing to be a commission to the seller or a buyers premium to the buyer? and is transportation to included in the commission or can it be charged separately and deducted from the sales check?

Answer Vendors may charge a pickup/transportation fee, but that fee must be deducted from the auction revenue and cannot exceed the approved amount established in the contract.

Question Is the pricing to be a commission to the seller or is it a buyers premium to the buyer?

Answer We prefer that the buyer’s premium be charged to the buyer, as that is the ideal structure for us.

However, if a seller’s fee is required, HCPS is not willing to pay more than a 5% seller’s commission on any auction. Any fees beyond that limit must be charged to the buyer, not to HCPS.

Question

Just for further clarification, does your current vendor (Govdeals) pickup items up and bring them to their facility so they can sell them their facility? or do they sell them online while the items are located on school board property? We are just trying to find out where the items are located when they are sold online.

Answer

Our current vendor does provide pickup services when needed, especially when equipment is located at a school site. They also post items and sell directly from their own location, from our Maintenance site, or from the Hanna Warehouse. Vehicles and buses are sold from the Transportation site or from our 40th Street location and are then posted on the online auction platform.

Question What is the address of the stored assets that would be picked up ?

Answer Our Hanna Warehouse , 5715 east Hanna rd. Tampa Fl 33601- Also we will be dropping off item at the Auction location as well.

Question Can you share the sales data including volume and average sales price for 2024-2025 ?

Answer 2025 $296,950.00 $11,677.50 $285,272.50 2024 $96,800.00 $9,680.00 $87,120.00 2025 $172,200.00 $6,168.00 $165,276.00 2024 $17,600.00 $1,760.00 $15,840.00

Question Can the assets be sold in the contractors` weekly sale or will they need to be sold separately ?

Answer Yes.

Question Are there any exceptions to the preview day just being the day before the sale for four hours ?

Answer No.

Question Can the contractor use its regular tiered buy fee schedule ?

Answer Yes.

Question Would you be able to provide an estimated percent of types of items to be sold under this contract with the two categories being vehicles/buses and kitchen/cafeteria/technology equipment?

Answer This will be 50/50 since we are a large district with many different departments there will be a 50/50 split.

Question

Where is the current vendors physical storage facility location for Hillsborough County Public Schools surplus items? We do not need to know the School Boards storage locations, just the current vendors physical storage location for the School Board surplus items that they pick up from the School Board to then sell. This will help us determine the prices to quote in our bid.

Answer Hanna Warehouse , 5715 east Hanna rd. Tampa Fl 33601 or the items our auction off at the Plant City Location for Buses and vehicles are auction off at the 40st garage all online.

Question

Can you please clarify whether the following forms, which are not listed in the ITB checklist (page 11) but posted in the portal`s download section, are required to be included in the vendor submittal?

Certification Regarding Lobbying Contracting with Entities of Foreign Countries of Concern Prohibited Affidavit Debarment Form AD-1048 USDA Disclosure of Lobbying Activities Form SF-LLL_USDA Drug-

Hillsborough County Public Schools Page 3 of 3 26065-ITB-DST Auction Services Surplus Vehicles

Free Workplace Certification AD-1049 form USDA Non-Collusion Affidavit USDA Vendor Affidavit Regarding the use of Coercion for Labor and Services Vendor Registration Form 07.10.25

Answer Yes, please sign and return all forms uploaded with the solicitation.

Question

We do not need to know the School Boards storage locations, just the current vendors physical storage location for the School Board surplus items that they pick up from the School Board to then sell. Answer Hanna Warehouse , 5715 east Hanna rd. Tampa Fl 33601 or the items our auction off at the Plant City Location for Buses and vehicles are auction off at the 40st garage all online .

Question

Can you please clarify what should be completed on the Certificate_Regarding_Lobbying_USDA form, as it appears to be written for and signed by a federal grant recipient? As we would not be applying for a grant, it does not seem applicable to auction services for surplus vehicles. Is Debarment_Form_AD- 1048_USDA required for all bidders, or only for subcontractors, since it refers to lower-tier participants? Can you please clarify what should be completed on the Disclosure_of_Lobbying_Activities_Form_SF-LLL_USDA? It does not seem to be applicable to auction services for surplus vehicles. If Form 6.1.9 Drug-Free Workplace Certification (page 20) is submitted as part of our response, is the Drug-Free_Workplace_Certification_AD-1049_form_USDA also required?

This form appears to apply to grant recipients.

Answer These are federal forms, and they must be completely filled out, signed, and returned along with the bid solicitation.

Question

Different auction companies specialize in consigning different types of items; therefore we believe HCPS would receive greater overall value by partnering with multiple auction companies whose primary market aligns more closely with the types of items being disposed. Would HCPS consider splitting the smaller equipment (kitchen/cafeteria/technology) and vehicles/buses between two or more awarded suppliers?

Answer Yes, this is exactly what Property Control wants to do. Right now, we only work with GovDeals, and we would love to partner with additional companies so we can increase revenue for the district.

This Addendum shall be construed and governed by the laws of the State of Florida.

Sincerely, Rebecca Baez, Procurement Officer
