About this file
This is a Certificate Regarding Lobbying document issued by the United States Department of Agriculture (USDA) for contracts, grants, and cooperative agreements involving the Hillsborough County Public Schools (HCPS) in Florida. The certificate establishes compliance requirements for an Invitation to Bid (ITB 26056) for comprehensive auction services covering surplus, obsolete, and district tangible property including vehicles, heavy equipment, trailers, small engine machinery, kitchen equipment, cafeteria equipment, construction equipment, and technology assets. The selected contractor must possess a valid State of Florida Independent Motor Vehicle Dealer License (VI) and provide website listings with proxy bidding capability, internet-based auction functionality, secure storage for approximately 100+ vehicles at no additional cost, electronic DMV database access, vehicle title and registration transfer services within 30 days, and detailed post-auction accounting in Excel format within 12 business days. Technical questions are due by Wednesday, April 1, 2026, at 5:00 PM ET, with sealed bids due by Wednesday, April 15, 2026, at 5:00 PM ET, submitted exclusively through www.myvendorlink.com. The initial contract term begins upon School Board approval and automatically renews for up to four additional one-year periods contingent on appropriations, contractor performance, continued need, and mutual agreement, with optional temporary extensions not exceeding 180 days.
The certification confirms that no Federal appropriated funds have been or will be paid to influence officers or employees of Congress in connection with this Federal contract, and requires submission of Standard Form-LLL if any non-Federal funds are used for lobbying purposes. All sub-awards at all tiers must include identical certification language, and sub-recipients must certify and disclose accordingly. The compensation structure is based on percentage-based commission fees determined by vendor pricing submissions across three tiers based on sale prices under $5,000, $5,001 to $15,000, and over $15,000, with the contractor charging no markup on transportation costs or pass-through expenses. The contractor must bear responsibility for property lost, stolen, damaged, or destroyed by third parties and is subject to civil penalties of not less than $10,000 and not more than $100,000 for each failure to file required certifications. No specific award value or budget is provided, and no incumbent contractor is identified.
