About this file

This document is Addendum No. 6 to Request for Bid (RFB) #24-25-31 issued by the City of Santa Clara for Underground Locating and Field Marking Services on January 15, 2025. The addendum modifies the original Request for Proposal (RFP) documents and becomes part of the resultant contract with the successful proposer. The primary modification is to Section 2.1 Minimum Qualifications, which now requires proposers to have five years of experience performing locating and field marking services with public agencies. The scope of work is primarily focused on electrical power locating, with 95% of the work involving main and secondary distribution lines and service lines across various voltage ranges including 12 kV, 480kV, 120kV, 208kV, 240kV, and 230kV.

The addendum addresses two specific questions from potential bidders, clarifying the minimum qualifications and providing detailed information about the electrical power infrastructure to be located. The City emphasizes that all communications during the procurement phase must be directed to the Contracts Manager to ensure equitable information exchange and prevent bias. The contract is anticipated to be a 5-year agreement with Silicon Valley Power, the city's electric utility, and will be awarded to the proposer that best meets the revised qualifications and requirements outlined in the RFP documents.

Addendum No. 6 to RFB #24-25-31 Underground Locating and Field Marking Services

The purpose of this addendum is to notify proposers of revisions to the posted Request for Proposal (RFP) documents. This addendum becomes part of the original RFP package and, as such, shall become part of the resultant contract with the successful proposer.

Please note that all communications must be directed to the Contracts Manager during the procurement phase of the RFP unless an alternate contact is specifically authorized by the Contracts Manager. This ensures equitable information exchange and prevents bias between the City and all potential bidders.

1. Section 2.1 Minimum Qualifications of the RFP main document has been revised as follows:

2.1 Proposer must have five years’ experience performing locating and field marking services with other public agencies.

2. Clarifications in response to written questions submitted in accordance with Section 16 of the

RFB:

2.1 Question No.1: Section 2 Minimum Qualification (MQ), 2.1 states that the proposer must have 5 years of experience locating on behalf of electric utilities. Can the agency broaden its locating experience to other municipalities, not just electric utilities? In other words, we view this qualification as having to perform locating services for PG&E, Edison, or Silicon Valley power only. We have provided locating services for various public agencies and would like to be qualified to bid on this opportunity.

Response: Refer to this Addendum for the revised MQ Section 2.1.

2.2 Question No.2: Understanding that 95% of the scope of work is for electrical power -- can the agency describe the makeup of the electrical power? Are these main distribution lines?

What are the operating voltages of these power lines that are to be located?

Response: The electrical power includes the main and secondary distributions and the service lines. The operating voltages for these power lines are 12 kV, 480kV, 120kV, 208kV, 240kV, and 230kV.

All other terms, conditions and specifications of this RFP not specifically addressed by this or other addenda issued by the City of Santa Clara are unchanged.
