About this file
Addendum No. 2 to Request for Bid (RFB) #24-25-31 is issued by the City of Santa Clara, California, for Underground Locating and Field Marking Services for Silicon Valley Power. The addendum updates the procurement timeline, with the bid due date set for January 29, 2025, before 2:00 P.M. PST, and provides clarifications to potential bidders through a comprehensive set of questions and responses. The contract is anticipated to be a 5-year agreement, with the City planning to start the contract as soon as possible after award. The scope of services is specifically for electrical (power) and fiber utilities, with 95% of the work focused on power utility locating.
The estimated annual spend for this contract is between $250,000 to $500,000, with the City screening all locates received from CA811 and assigning tickets via email. The City will generally pay not more than a 10% markup for outside services. Proposers are advised that most locates are single utility, with fiber optic utility locates being dual. Insurance requirements include meeting or exceeding the specifications in Attachment C, and a $9M Excess Liability coverage may be acceptable pending the City Risk Manager's approval. The addendum also clarifies that no separate safety manager is required, no permits will be needed for ticket locations, and there is no rate escalation percentage cap for future rate increases.
