About this file
Attachment E is a cost/fee proposal document from the City of Santa Clara, California, for Underground Locating & Field Marking Services for Silicon Valley Power, the city's electric utility. The solicitation seeks a comprehensive proposal for end-to-end management of underground locating and field marking services, with an anticipated 5-year agreement. The contractor will be expected to process approximately 1,000 tickets per month, with services covering various complexity levels including simple locates, field markings, emergency locates, and scenarios involving complex substructures or multiple site visits.
The cost proposal must be structured on a per-ticket pricing model with differentiated rates based on service complexity and installation type (electric versus fiber subsurface). All proposed fees must remain fixed for the initial two-year period, with potential annual price adjustments thereafter subject to City approval. The City requires a transparent cost structure that includes all labor, equipment, travel, and associated fees within the ticket pricing. No deposits or pre-payments will be accepted, and sales tax should not be included in the initial proposal. The successful proposer will need to submit detailed pricing that clearly defines criteria for each ticket level and provide standard labor, equipment, and other rates for reference.
