About this file

This is an Addendum document containing vendor questions and agency answers for a contract opportunity involving Tony's Exxon, managed by the West Virginia Department of Environmental Protection (WVDEP). The project involves the removal of underground storage tanks and associated infrastructure at a fuel station site. A pre-bid conference was conducted on July 12, 2019, at WVDEP headquarters in Kanawha City, where vendors raised questions regarding project scope and specifications. The primary work includes asbestos sampling and removal of a canopy structure, demolition and removal of three fiberglass reinforced plastic tanks (two 6,000-gallon tanks and one 8,000-gallon tank) installed in 1988, and removal of fiberglass reinforced plastic piping. The vendor is responsible for coordinating with the local power company to disconnect and restore electrical service to the canopy area, with required notification to the LCPSD General Manager 72 hours prior to and following these activities.

Bidders are instructed to assume asbestos is present during tank removal and canopy demolition, regardless of sampling results, and no change order will be required if testing reveals asbestos absence. Site backfill specifications indicate that soil backfill is preferred, though clean gravel is acceptable as an alternative. The project references the Corrective Action Guidance Document available on the WVDEP website for tier two closure procedures. No additional pricing, funding, or award information is provided in this addendum document.

Vendor Questions and Agency Answers

The following questions were identified at the Pre-Bid Conference (PBC) conducted at WVDEP headquarters in Kanawha City on July 12, 2019.

Q1.) Is the asbestos sampling for the canopy?

A1.) Yes.

Q2.) Will the canopy stay in place because of a power line?

A2.) No, the canopy is being removed by the vendor. The vendor will need to contact the power company to disconnect the power during the contract activities and then have the power restored once contract is completed. Vendor will notify LCPSD General Manager, William

Baisden at wb@lcpsd.com 72 hours prior to disconnect and then again once power has been restored.

Q3.) How do we bid on removal of the canopy without knowing whether asbestos is present?

A3.) Assume that asbestos is present, and that you will have to do the demolition in association with asbestos removal.

Q4.) Would we have to do a change order to if the sampling comes back as no asbestos?

A4.) No.

Q5.) Do we know how old these tanks are?

A5.) 1988 was when these tanks were installed.

Q6.) Are the tanks fiberglass?

A6.) Yes, fiberglass reinforced plastic; two 6000-gallon and one 8000-gallon. The piping is also fiberglass reinforced plastic.

Q7.) The specifications say soil backfill is preferred but is clean gravel acceptable?

A7.) Clean gravel is acceptable, but soil backfill is preferred. For possible tier two closure, see guidance in the Corrective Action Guidance Document available on the WVDEP website.
