About this file
This is Addendum 2 to Request for Bid (RFB) DOS 2025-03 issued by the State of New Hampshire Department of Safety for the IPOC Building UPS Replacement project. The addendum addresses eight questions and answers submitted by potential bidders regarding the procurement. Key clarifications include confirmation that no engineering design or specifications have been prepared; the State expects vendors to gather necessary information during the optional on-site walkthrough scheduled for December 9, 2024, at 10:00 AM. The State expects vendors to propose the best solution for electrical distribution options (single output, panelboard, or subfeeds) based on their assessment during the site visit. The project requires a 200 kVA UPS system with 480 VAC capacity and 95% or higher efficiency. The contract term runs from April 1, 2025, through April 1, 2030, with final bid submissions due January 10, 2025, at 2:00 PM Eastern Time.
The addendum confirms that out-of-state corporations may submit bids after registering as Foreign Corporations in New Hampshire, and contractors must meet New Hampshire electrical licensing requirements as specified by the Electricians Board. The State has not designated a specific budget range but requires vendors to provide firm pricing for the entire contract period. Vendors must maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation coverage, and provide proof of registration with the New Hampshire Secretary of State prior to contract award. Payment processing will occur via ACH or Procurement Card with net 30-day terms. The procurement is open to all qualified vendors with no set-asides identified.

# Page No. Section No. QUESTION ANSWER 1 General Question I am curious to know if these are the only docs that have been prepared so far? For instance, if an engineer was engaged for project design typically, they would provide a full spec which lays out all the needs in detail. Additionally, there is typically a one line diagram of the building power so we can start to understand the current electrical infrastructure of the facility and determine what may be needed to accommodate a 200kVA UPS system.
No engineer was engaged. The state believes this information can be determined during the on-site walkthrough.
2 General Question I understand that there is an optional open site visit scheduled for 12/9 at 10am. Is the expectation that all potential bidders will obtain any necessary information on that day?
Yes
3 General Question How many breakers are required, and what size should they be?
We are expecting 208/120V from the distribution cabinet.
This can be determined during the on-site walkthrough.
4 General Question Regarding the distribution cabinets, we have three available options. Could you please confirm which of the following options would the customer prefer?
Option 1: Single output, single block wired to terminal in building (no panels, no subfeeds).
Option 2: Panelboard that can be populated (a panel with breakers; an electrician will run the circuits from breakers to rack level).
Option 3: Subfeeds only, adjustable from 100A to 250A (up to 4 subfeeds available).
The state expects the vendor to propose what they believe is the best solution. The state believes vendors can determine what option is best during the on-site
