About this file
This document is Addendum No. 1 for the Haven on Vine Restoration Project (Bid No. RFP2025-010) issued by the City of Kissimmee, Florida. The addendum provides clarifications and responses to 12 key questions from potential bidders regarding the renovation project. The addendum confirms the project will be completed in phases, with construction starting on the currently unoccupied Annex building (phase 2) first, followed by phase 1, which involves moving residents to the renovated Annex building. The project involves converting a former Super 8 hotel built in the early 1970s, with CMU block walls, into affordable housing units.
The project is estimated to cost approximately $4.0 million and will be funded through multiple sources, including American Rescue Funds, County and City funds, HOME Investment Partnerships American Rescue Plan, and Community Development Block Grant. The addendum indicates that environmental evaluations have been completed, including mold assessment, lead-containing paint survey, sewer line inspection, and structural inspection reports. No remaining remediation is needed, and the existing structural materials will remain, with only drywall being replaced. The project will include converting a gym into office space and creating ADA/FHA compliant studio units, with the entire project subject to federal, state, and local requirements.
