About this file

This is a Request for Proposal (RFP2025-010) issued by the City of Kissimmee, Florida for the Haven on Vine Project, a comprehensive renovation of a former Super 8 hotel located at 1815 W. Vine Street. The project aims to transform the property into affordable housing, creating 40 emergency housing units and 80 apartment units for low- and moderate-income residents. The renovation is divided into four phases: Phase 1A involves renovating 43 efficiency studio apartments in the main building, Phase 1B includes updating ten fourplex apartment buildings, Phase 2A covers 40 additional efficiency studio apartments in an annex building, and Phase 2B involves converting a storage building into an office and administration space. Sealed proposals are due by 2:00 pm on May 20, 2025, with a public opening at 2:30 pm the same day. A non-mandatory pre-bid meeting and site visit is scheduled for April 23, 2025 at 10 AM, and the contract term is expected to be 24 months from the Notice to Proceed.

The project will be funded through multiple sources, including American Rescue Funds, County and City funds, HOME Investment Partnerships American Rescue Plan, and Community Development Block Grant. The total estimated construction cost is approximately $4.0 million. The evaluation process will score proposals across four categories: approach to the project (20 points), experience and expertise (25 points), scheduling and cost control (20 points), and overall project cost (35 points). Contractors must comply with federal regulations including Davis-Bacon Act wage requirements, equal employment opportunity provisions, and drug-free workplace standards. Preliminary inspections have revealed significant infrastructure challenges, including structural issues, electrical and plumbing system deficiencies, and potential mold and lead paint concerns that will require comprehensive remediation. Bidders must demonstrate expertise in multi-family residential renovation, ability to work within tight project constraints, and compliance with complex federal, state, and local building requirements.

Time is of the essence. CONTRACTOR’s failure to work diligently toward timely completing the Project and other incidents of non-performance may result in conditions being placed on the grant funds, suspension of grant funds, or the CITY ceasing to distribute funds pursuant to this Contract so that the CITY may reallocate these funds for other uses or projects.

Any of the funds allocated to CONTRACTOR for this Project which are not expended within the term of this Contract shall be retained by the CITY. CONTRACTOR will not be reimbursed by the CITY for any Project costs or expenses not incurred within the terms of this Contract.

CONTRACTOR acknowledges and agrees that any funds not used in accordance with this Budget and permitted CDBG regulations must be repaid to the CITY.

8. Performance Monitoring. CITY will monitor CONTRACTOR’s performance as necessary and in accordance with 2 CFR §200.327-.332 to ensure compliance with the terms of this Contract, including the timeframes and performance standards as required herein. Further monitoring requirements are set forth in Section 2 herein.

Substandard performance as determined by the CITY will constitute non-compliance with this Contract. If action to cure such substandard performance is not taken by CONTRACTOR within thirty (30) days after written notice of same, CITY may impose additional conditions on CONTRACTOR and its use of funds pursuant to the terms of this Contract, suspend or terminate this Contract, or initiate other remedies for noncompliance as appropriate under 2 CFR §200.338.
