The purpose of this amendment to IFB 80MSFC18B0003, Central Steam Distribution Replacement Phase 2, is to make revisions to the solicitation.

The following changes are made to IFB 80MSFC18B0003:

1. Bid Instructions. There are two revisions to the Bid Instructions:

A. The EMR Instructions at Item 3. are deleted and replaced with the following: “All prime contractors submitting a bid must have an Experience Modification Rating (EMR) of 1.0 or less. The EMR rating shall be submitted with the bid and must be provided by the insurance provider on company letterhead.”

B. The following information about retainage is added under Item 6.: “A 10% retainage is required on contractor invoices as permitted by FAR 52.232-5, Payments under Fixed-Price Construction Contracts. FAR 52.232-5 is located in Section I of this solicitation and is incorporated by reference.” This notice about retainage on contractor invoices is not a change to the solicitation, only a clarification.

2. Revise Plans for FAC-5071. “Plans, FAC-5071, 80MSFC18B0003” are now out of date and should be disregarded; they are replaced with “Revised Plans, FAC-5071, 80MSFC18B0003.” This document is now included as part of the solicitation package and has been uploaded to FedBizOpps (https://www.fbo.gov/).

3. Answers to Contractor Questions. Answers are provided to the questions received by the Government. Attached is a file entitled “Answers to Contractor Questions.”

4. Army and NASA Site Access Control Boundaries Map.

The “Army and NASA Site Access Control Boundaries Map” is now included as part of the solicitation package and has been uploaded to FedBizOpps (https://www.fbo.gov/).

As a result of this amendment, the hour and date for bids are not extended. Bids are still due on Tuesday, August 14, 2018, at 2:00 P.M. CST at NASA, Marshall Space Flight Center, Building 4260, Room 157.

4 As per direction in the Special Conditions, Section 01-05-90, I am requesting the Army and NASA site access control boundaries map. Building 4464 is very explicit regarding the possible presence of Chemical Weapons Materials (CWM) residuals. An extensive amount of trenching and/ or boring is required in this area. We are curious as to how concise the aforesaid map is, and if it will be beneficial in identifying this and other areas of concern.

The Army and NASA Site Access Control Boundaries Map is now included as part of the solicitation package and has been uploaded to FedBizOpps (https://www.fbo.gov/).

5 Does the owner want these items below in all the buildings?

Manufacture recommended equipment & chemicals in a wall mounting cabinet for pH test; TSS, Inhibitor; Chloride, alkalinity, and hardness; sulfite and testable polymer tests for high pressure boilers and oxidizing biocide test for open cooling tower systems.

The equipment and chemicals/ wall mounted cabinet are not required for installation on this project in relation to equipment that requires chemical treatment.

6 Building 4312: Does this building need a chemical feeder and treatment for the chill loop?

Not required.

7 Building 4485: Does this building need a chemical feeder and treatment for the chill loop?

Not required.

8 Building 4491: Does this building need a chemical feeder and treatment for the chill loop?

Not required.

9 Building 4493: Does this building need a chemical feeder and treatment for the chill loop?

Not required

10 Building 4705: Will this building have 1 or 2 hot loops? 2 hot loops.

11 Building 4735: Will this building have 1 or 2 hot loops? 2 hot loops. 4735-BLR0001 and 4735-BLR0002 feed the hydronic heating system at 4732. 4735-BLR0003 feeds the wind tunnel hot water system. See FAC-G-4735-M1-M4 for details.

12 Is there a reason each hot loop needs two chemical feeders? Yes. Bid per plans and specs.

13 FAC-NU-CF-GU2 - Referencing SK: BTU4 - The SK is not referenced on the U drawing and some building drawings do not have details for the BTU meter, is this SK to be referenced for all BTU meters? Since these BTU meters are 24VAC is a dedicated power supply prefered for BTU meter or are the BTU meters prefered to be 120VAC?

Yes, this SK is to be referenced for all BTU meters. BTU meters are shown U sheet floor plans and called out in notes for all buildings to receive a meter. 24VAC shall be supplied from the UCS panel 24V power supply.

14 FAC-NU-CF-GUx - SK: TRTD3 is not shown, please provide.

15 Specifications and contract drawings are missing for Additive Alternate I, please provide.

16 Requesting an extension to the date in which the bid and submittal of pre-bid questions are due because of the complexity of this project, amount of questions/concerns/errors in the design package, amount of missing contact drawings, and all of the specifications/contract drawings for Additive Alternate I that are missing.

17 Specification section 23 36 00 2.3 H 1 - "Damper actuator:

24V, powered closed, spring return open." this is descriptive of a two position floating actuator, normally a modulating fail-in-place actuator is used for this application. Please update specification to reflect a modulating failin-place actuator.

Bid per plans and specs.

18 Specification section 23 36 00 - Did not see any mention of a local disconnect or low voltage transformer. Should these items be provided and installed by the VAV manufacture?

Yes.

19 Referencing the boiler isolation valves throughout the project will have a line voltage of 120VAC but there is no electrical circuit shown on the "E" drawings. Will the power source for the isolation valve be from the same circuit as the associated boiler? Does it need to be before or after the "BPO" buttons?

The schedule calls for the boilers to be provided with isolation valve kits. The kits will be provided with the boilers, the circuit will be on the same circuit as the boiler. The wiring is after the BPO buttons.

20 During the site visit it was noticed some of the components assossiated with the steam stations have a source voltage greater than 24V but is not shown on the "ED" drawings for demolition throughout the project.

Demolish regardless of voltage.

21 FAC-AB-4312-M2 - Bypass valve for the chilled water system is not scheduled and does not have a Sequence of operations. Please provide a control valve schedule for the CHWS bypass valve and sequence of operations. Also this is shown on M2 detail 2 as a 3-way valve, U2 as a modulating valve and the specifications (230900 2.1 C) specifies that all modulating control valves are to be pressure independent and by the same manufacture, Flow Control Industries (Scheduled throughout this project) do not provide 3-way pressure independent valves.

3 way valve to be two position valve with first position open to chilled water pump, second position open to bypass. Select two position valve based on line size and appropriate spec requirements.

22 FAC-AB-4312-xx - No sequence of operation is provided for the chilled water system, please provided sequence of operations.

Drawings revised to include chilled water bypass sequence of operations.

23 FAC-AB-4312-Mx - CHWS pipe sizes are not shown for the location in which the BTU meter is supposed to be installed, please provide pipe sizes.

4 inch. Verify prior to ordering material for construction.

24 FAC-N-4464 -xx - Bypass valve is shown on M5 and U3 but is not scheduled, please provide valve schedule.

26 FAC-X-4483-xx - Drawing page M1 - Unit Heater Schedule shows UH-0023 (No other reference the UH-0023 in FAC-X- 4483-xx drawings) UH-0024 is reference in the M & U drawings. Is there supposed to be a UH-0023 and UH-0024 or is this incorrect naming.

The Unit heater labelled as UH-0023 is incorrectly labelled. It should be labelled as UH-0024. The schedule has been updated on the drawing.

27 FAC-X-4483-xx - Bypass valve is shown on M6 in the sequence of operations and U4 on the card layout but is not scheduled and is not shown on M3, M5 or M7. Please provide valve schedule.

A 45 GPM bypass valve has been added to the control valve schedule on drawings.

28 FAC-X-4483-xx - M2 piping diagram is different than M5 piping diagram, comparing the two drawings the air seperator and HW pump are shown reverse order.

The M5 piping is correct, the separator and expansion will be on the suction side of the pumps. The drawings have been udpated and corrected on M2.

29 FAC-x-4483-xx - Referenceing SK: RELY10 on U5 & FAC- NU-CF-GU3 no part number is provided, please provide part number.

RELY10 is a wiring diagram only and has no associated part number. See FAC-X-4483-E1 electrical keynote 7 for starter/disconnect part number.

30 FAC-x-4483-xx - Hot water sequence of operations on makeup water system flow meter and alarm if the flow rate exceeds alarm setpoint", but the specifications (230900 2.1 G

2) specifies a makeup water meter that is a totalizer only type and U4 shows the input point to be a digital input referencing SK: RELY9. 33 FAC-AO-4491-xx - Cooling Coil Valve schedule on M1 is missing (AH0003 & AH0004)

Air handling coil chilled water valve schedule added to the drawings.

34 FAC-AO-4491-xx - Item 1 - Referencing M6 Detail 1 - appears to be for AH0003 and AH0004 but the controls schematic and sequence of operations do not match the rest of the M and U drawings.

Item 2 - Referencing M6 Detail 5 - the sequence of operations appears to be for AH-3 & AH-4 zone re-heats but the sequence only allows for for the lowest discharge temperature to be 90 DEGF (ADJ).

Item 3 - On U3, 4491-UCS0001, Card-2, no points are shown for AH4 Zone-1, and/or Zone-2 space temperature sensors.

Item 4 - Referencing M6 Detail 1 - control schematic shows an IAQ sensor but is not shown in U drawings for AH-3 or

AH-4.

Item 5 - Referencing M6 Detail 1 - control schematic shows an SPT and RH% this is shown in U drawings for AH-4 but not for AH-3.

Please provide updated control schematic, sequence of operations, and UCS card layout.

Item 1 - The sequence of operations is incorrect and will be replaced with a correct detailing.

Item 2 - The discharge temperature is adjustable.

Item 3 - AH4 is a single zone with 2 reheat coils. Bid per drawings and specs.

4 - IAQ Sensor is not required.

5 - We will coordinate with UCS for AH3 SPT and RH% requirement.

35 FAC-AO-4491-xx - Hot water sequence of operations on makeup water system flow meter and alarm if the flow rate exceeds alarm setpoint", but the specifications (230900 2.1 G

A chilled water control valve schedule has been added to the drawings on M1 for 4493-AH0010.

37 FAC-BQ-4493-xx - cooling coil supply temperature sensor is shown on M7 for AH-10 (Tag for AHU appears to be a typo) but is not shown on U4, please add CCSAT to card layout on U4.

Air handler control diagram on M7 updated on the drawings.

38 FAC-BQ-4493-xx - A HWS bypass valves has been shown for several of the other buildings but is not shown for this building. Is a bypass valve needed? If yes, please provide updated flow diagram, sequence of operation, valve schedule, & UCS card layout.

A bypass valve has been added to the drawing for 4493.

39 FAC-G-4602-xx - Bypass valve is shown on M3 & U3 but is not scheduled and no sequence of operations provided, please provide valve schedule and sequence of operataions.

The sequnce of operations for this bypass valve can be found on sheet FAC-L-4607-M1. This bypass valve supports the 4607A Boiler House operation.

40 FAC-Q-4702-xx - Byass valve is shown on U5 & M4 but is not scheduled, please provide valve schedule.

The bypass valve has been added to the control valve schedule.

41 FAC-Q-4702-xx - Is the pipe from the first tee of BLR0001 to the air seperator a 3"? M2 shows 3", air seperator schedule shows 2" and M4 shows 2.5". Ask due to BTU meter flow meter sizing.

The 3" size should be used for all sizes.

42 FAC-Q-4702-xx - Hot Water sequence of operations on drawing page M4 (Alarms) states "The UCS shall monitor the makeup water system flow meter and alarm if the flow rate exceeds alarm setpoint", but the specifications (230900 2.1 G

44 FAC-S-4704-xx - Is the pipe from the first tee of BLR0001 to the air seperator a 3"? M2 shows 3", air seperator schedule shows 2" and M4 does not really show. Ask due to BTU meter sizing.

The 3" size should be used for all sizes.

45 FAC-S-4704-xx - The boiler is scheduled at 80 GPM and the exsiting hot water pumps are scheduled for 155 GPM but design drawings do not add VFDs to the exsiting hot water pumps. If VFD are needed please update for electrical information, sequence of operation, and UCS termination details.

The pump schedule has been revised to replace the existing pumps with new pumps. See 4704-M1.

46 FAC-S-4704-xx - Control diagram on M4 shows a Differential pressure sensor but is not shown U drawings, please update UCS termination on card layout. (Please see note regarding hot water pump VFDs).

System is constant volume, DPT not required.

A36 structural shapes are very difficult to source because most structural shapes are rolled from A992 (Fy = 50 ksi) material. Please confirm the material requirement of A36 structural shapes is actually A992.

130 It appears item 2.2.A.10 is referring to use of SoCool heat transfer fluid for future use. This design requirement should be deleted as this criteria is applicable to chilled water tanks, not hot water tanks.

132 2.3.A - - 10 degrees Fahrenheit temperature delta is low for hot TES. Section 2.3.C indicates a return temperature of 125 degrees Fahrenheit, which is a reasonable 35 degrees Fahrenheit temperature delta. Please review and confirm recharge and discharge temperatures to be used in the thermal design. Please note current tank dimensions are not adequate for a 10 degrees Fahrenheit temperature delta.

133 2.4.A.15 - - With 160 degree Fahrenheit design temperature, is the enclosed area anticipated to be a platform on top of the roof for personnel protection (so operators do not walk on the roof), or simply an enclosed area with handrail so operators can walk on insulation for access to nozzles?
