About this file

This document contains questions and answers related to a solicitation for a 47-foot Motor Lifeboat Service Life Extension Program. The U.S. Coast Guard seeks to extend the service life of 47 MLBs through modifications and upgrades. Key details include:

  • There are 14 MLBs not currently in service located on the East Coast, Great Lakes, and West Coast as specified in GFI #008. Transportation of the boats will be priced in CLIN 0007AA with the exception of one boat used for mockups, which will be priced in CLIN 0001AA.

  • The solicitation requires weighing and measuring centers of gravity on each hull before and after modifications using one weight and center of gravity measurement cradle. If a second cradle is needed, it should be priced in CLIN 0006.

  • Hatch coamings and mounting studs identified for renewal during the program will be captured in discovered item CLINs 0009AA for labor and 0009AB for materials, which is a locked cell that will be filled by the Coast Guard.

  • The document provides clarification on technical requirements and locations for inactive boats to support contractor questions on pricing requirements. Pricing is to be provided in whole dollar amounts on Attachment J-2.

Text in Question Question Answer

1 SOW 063-6 & Spec Section 332-1.6

Specification (Spec) Section 332-1.6: Lighting for each compartment shall be provided with a single dimmer switch that is located as specified in Statement of Work (SOW) Section 063-6.

We would like to request clarification on the dimming requirements. Spec Section 332-1.6 States Lighting for each compartment shall be provided with a single dimmer switch that is located as specified in SOW Section 063-6. SOW Section 063-6 states that currently dimming is only on the bridge. Please clarify

Specification Section 332-1.6 revised. Every switch removed under section SOW 063-6.1 shall be replaced with a dimmer switch. The dimmer switch shall be in accordance with the requirements of specification section 332-1.6

2 SOW Section 087-2.1, 091-1.3, 091- 1.4, Section L Table L.9.2.

The location of the induction inspection for boats not in service will be at their USCG designated storage site. The induction inspection shall be completed prior shipment to the production facility as noted in SOW Section 091-1.3 and 091-1.4.

Referenced SOW Sections: Section C 087-2.1 [Orig] The Contractor shall select one East Coast and one West Coast location for the induction of Motor Lifeboats (MLBs) into the SLEP and the return of the MLBs to service after the modifications are complete. These locations hereafter shall be referred to as the induction/delivery location {IDL East and IDL West).

Section C 091-1.3 [Orig] The Contractor shall assume responsibility for the MLB upon completion of the induction inspection and acceptance of the completed Standardized Induction Checklist (to include attachments, if any) and DD Form 1149. The Contractor shall submit these documents to the Contracting Officer in accordance with CDRL 091-001. Section C 091-1.4 [Orig] Following the induction inspection, the Contractor is responsible for all labor, materials, and equipment required to disassemble an MLB for shipment to the production facility per SOW Section 084-4.2. The Contractor is also responsible for all labor, materials, and equipment required to reassemble an MLB at the production facility for determining the weight and centers of gravity per SOW Section 096-3.1 before and after SLEP production.

Referenced Section L: Table L.9.2 Objective -Threshold and Objective Requirements

Please provide clarification to your response to Question 21 dated 5 February 2019. Section C 087-2.1 states that, "The Contractor shall select one East Coast and one West Coast location for the induction of MLBs into the SLEP and the return of the MLBs to service after the modifications are complete." Therefore, the two IDLs are clearly defined as locations for induction of MLB into the Service Life Extension Program (SLEP). However, your response to Question 21 indicates that not-in service boats are inducted at the USCG designated storage site. This runs counter to Section C 087-2.1. Further, in your response to Question 21, you pointed to Section C 091-1.3 and 091-1.4. Neither of these sections mention induction and/or inspection location. Section C 091-1.3 states that the Contractor is liable for the MLB after induction inspection and acceptance but does not say where this takes place. Section C 091-1.4 further defines Contractor responsibility after induction inspection but does not say where this takes place. Section C 087-2.1 appears to be the only clause defining the location of induction.

As a result, for not in-service boats, would the USCG consider an inspection at their storage site, a handoff and transfer of liability to the Contractor for transportation, and a second inspection and induction at the IDL after transportation?

This approach is compliant to 087-2.1, 091-1.3, and 091-1.4. If not, would the USCG consider adjusting the requirements in Table L.9.2 to account for the difference in induction location for not in-service boats versus in service boats for FA, LRIP, and FRP?

The Coast Guard has revised the SOW to incorporate a joint transportation inspection that supports transferring the not in service boats to the Offeror without starting the production clock. For these boats an induction inspection will be completed after the boats have been transported to start the SLEP performance clock.

Sections 040-9.3.3, 087-2.1, 091-1.3, revised, Section 091-2 added, and CDRL 091-002 added.

Section B 2(a) (0003) 000lAA, Section C 039-1.4.4 [0003], Section C 098-1.2 [0003], Attachment J-2 (0003) CUN

0007AA

Section B 2(a) (0003) 0001AA Detailed Design Deliverables includes:

systems integration and engineering, general requirements for design and construction, RAM overview, human systems integration, and mockups. Included in the mockups is transportation of the designated MLB, as noted in Statement of Work in Section C Section 098-1.2, to the Contractor's Facility to be used to construct the mockups. The MLB used for the mockups shall remain available through the completion of OT&E.

Section C 039-1.4.4 [(0003) Boats not in service: There are currently 14 boats not in service in different locations: 1 on the East Coast, 11 in the Great Lakes, and 2 on the West Coast.

Section C 098-1.2 [(0003) All mockups shall be constructed on a 47B MLB provided to the Contractor for design and engineering under Detailed Design Deliverable, CUN 0001AA. The Contractor shall transport the 47B MLB for the mockup from designated USCG storage in Buffalo, New York to the Contractor's facility.

In Amendment 0003, the USCG indicated that transportation costs for the mockup should be included in CUN 0001AA (Section B 2[a]) and that the mockup boat is transported from USCG storage in Buffalo, New York (Section C 098- 1.2). The USCG further clarified that there is a total of 14 boats not in service (Section C 039-1.4.4). Attachment J-2, CLIN 0007AA calls for transport of 14 total boats between OYl and OY4. If the mock up transportation costs are captured in CUN 0001AA and the mock up boat is 1 of the 4 not in service boats stored in Buffalo as defined in GFI 08 (of 14 total not in service boats), are there only 13 remaining FA/LRIP boats left to transport in CLIN 0007AA?

Yes, Section F.6 and Attachment J-2 updated to 13. Section B updated to outline the induction of an MLB as part of production and not part of transportation.

4 Section C 039-1.4.4 [0003], GFI 08 47 MLB Locations

Section C 039-1.4.4 [0003] Boats not in service: There are currently 14 boats not in service in different locations: 1 on the East Coast, 11 in the Great Lakes, and 2 on the West Coast.

In Amendment 0003, the USCG changed the location of not in service boats from 1 on the East Coast, 10 in the Great Lakes, and 4 on the West Coast to 1 on the East Coast, 11 in the Great Lakes, and 2 on the West Coast. Based on GFI 08, the 14 boats are distributed 1 on the East Coast, 10 in the Great Lakes, and 3 on the West Coast.

What are the proper locations of all not in service 47" MLBs? If there are 1 on the East Coast, 11 in the Great Lakes, and 2 on the West Coast, what changes have been made to GFI 08? Where is the additional boat in the Great Lakes located? Was the West Coast boat taken from Ilwaco or Seattle?

There is potential that the location of not in service boats may fluctuate over time. GFI #008 was created to establish locations that can be used to solicit, evaluate, and award a contract. GFI #008 should be used for proposal submission.

GFI #008 lists 14 boats not in service, 1 on the East Coast, 10 in the Great Lakes, and 3 on the West Coast.

Response to Questions, Posted on FBO February 5th, 2019, Question

The SLEP effort is being awarded to industry who will be responsible for sourcing the required components to complete the SLEP work. The USCG is not directing Offeror(s) to any particular source of supply(s).

In the government's response to Question 47 dated 5 February 2019, the USCG stated, "The SLEP effort is being awarded to industry who will be responsible for sourcing the required components to complete the SLEP work. The USCG is not directing Offeror(s) to any particular source of supply(s)."

It is our understanding based on the SOW's, Specification, and Justifications for Other than Full and Open Competition, that you are directing sources for the following items: fenders, doors and navigation systems. Please clarify this is the case and confirm that these specified direct sources must bid fair, reasonable, and identical pricing and pricing structure to all MLB SLEP offerors.

Yes, the USCG is directing the sources of fenders, doors, and navigation systems through the SOW, Specification, and Justifications for Other than Full and Open Competition (please see solicitation attachments: "47 MLB SINS-2 JOTFOC_Redacted" & "47 MLB JOTFOC_Fender_Doors_Redacted"). The USCG is not directing pricing or negotiating pricing for any directed sources for this procurement.

Question 47 and the response dated 5 February 2019 was directed at the sourcing for the shaft seal.

6 Section C 096-3.1, Attachment J-2

Section C 096-3.1 [Orig] The Contractor shall determine the weight and Centers-of-Gravity (CGs), (LCG, VCG, and TCG) on all boats modified under this contract. The Contractor shall use the WCMC to weigh and calculate CGs on each hull before and after SLEP production.

In order to meet Section C, 096-3, Contractors are required to have a weight and centers of gravity measurement cradle (WCMC) at both the East Coast and West Coast IDLs. CUN 0002 only allows pricing for one cradle in (OY) 1.

Additionally, the second cradle may not be necessary in (OY) 1. Please clarify under which CLIN Contractors are to include the price of the second WCMC once needed.

The USCG only requires one weight and centers of gravity measurement cradle (WCMC) to be delivered to the USCG. If the Offeror believes that a second WCMC is needed, the cost of the second WCMC should be included in the pricing for CLIN 0006.

Section C-2

CDRL 085-003

BLK16 - REMARKS:

BLK04: DID tailored per TDP Options Worksheet attached to this

CDRL.

BLK12: 90 days prior to PCA.

Allow 30 days Government review.

BLK14: Hard Copy drawings shall be two full size for the PCA.

Attachment J-2

Block 16 of CDRL 085-003 states that the first submittal for 2D drawings is 90 days prior to PCA. Section C, 041-4.3 states that, "the MLB for the PCA will be designated by the Contracting Officer that has all the changes identified during OT&E and any approved Engineering Changes incorporated in its production." PCA must therefore happen after OT&E. At the same time, CLIN 000lAB covers only Order Year (OY) 1. Please clarify under which CLIN Contractors are to bid systems engineering beyond OYl to support submittal of CDRL 085-003.

All effort to complete CDRL 085-003 shall be priced in CLIN 0001AB. The performance of this CLIN may extend beyond OY1.

9 Section C, 061-7.1.2.1 Section C, 061-7.1.2.1 [Orig] If unserviceable, the hatch shall be removed and coaming shall be cutout. Cutting shall be as close to the existing edge of the plate opening as possible.

Can the government indicate the quantity of coamings expected to be renewed on each MLB so that contractors can prepare an accurate bid? Does the government expect coaming replacement to be priced under discovered items?

No, the USCG will not indicate the quantity of coamings that are expected to be renewed. For proposal purposes, the Offeror shall assume that all coamings can be reused. If coaming are identified for renewal, the labor to renew them will be captured in discovered item CLIN 0009AA. The material cost for these will be covered in discovered item CLIN 0009AB. CLIN 0009AB is a locked cell on the pricing worksheet and shall not be filled in by the Offeror. The USCG will fill in this cell with a NTE amount at contract award.

10 Section C, 061-9.2.2.1

Section C, 061-9.2.2.1 [Orig] The Contractor shall renew damaged mounting studs, if any, consisting of a stud and bonded disk, in accordance with USCG Drawing 47B-MLB-611-020, Rev. M, and Spec Section 074.

Can the government indicate the quantity of mounting studs expected to be renewed on each MLB so that contractors can prepare an accurate bid? Does the government expect mounting stud replacement to be priced under discovered items?

No, the USCG will not indicate the quantity of mounting studs that are expected to be renewed. For proposal purposes, the Offeror shall assume that all mounting studs can be reused. If mounting studs are identified for renewal, the labor to renew them will be captured in discovered item CLIN 0009AA. The material cost for these will be covered in discovered item CLIN 0009AB. CLIN 0009AB is a locked cell on the pricing worksheet and shall not be filled in by the Offeror. The USCG will fill in this cell with a NTE amount at contract award.

11 Section L.10 (a) 4 The Offeror shall not modify Attachment J-2 other than to insert pricing in cells highlighted for data entry; formulas on Attachment J-2 are locked.

Attachment J-2 prevents the adjustment of the cell column width resulting in the contents of some cells to be shown as:

J-2 has been revised to increase the cell column width. In the event of ###### being displayed, the USCG will review J-2 by the value inputted in the cell, and not what is being displayed.

12 Section L.10 (a) 4 Enter pricing data to the whole dollar, no cents. Except for cell C5, the cell formatting in J-2 does not allow pricing without cents. J-2 has been revised so only whole dollar amounts are displayed. All entries shall be made in whole dollar amounts.

13 Section L.10 (a) 4 Enter pricing data to the whole dollar, no cents. Is this requirement applicable to pricing of CLINS which require a composite labor rate, i.e. 0009AA and 0011AA? Yes, composite labor rates shall be in whole dollar amounts.

14 Section B.2 (a) Included in the mockups is transportation of the designated MLB, as noted in Statement of Work in Section C Section 098-1.2, to the Contractor’s Facility to be used to construct the mockups.

Is the cost for transportation of the boat required by 098-1.2 to be included in Ordering Year 1 of CLIN 0007AA or CLIN 0001AA? If CLIN 0001AA, will Attachment J-2 be revised to reflect the same? The cost for transportation of the boat required by 098-1.2 shall be included in CLIN 0001AA

15 SOW Appendix C, GFI #08

Appendix C of the SOW notes nine locations for the inactive boats. In the 5 February Q&A document (#32, 33, and 42) and SOW, the USCG noted that there were eleven inactive boats on the Great Lakes, but only six locations listed are on the Great Lakes. The industry visit to Buffalo revealed four boats there; this leaves two boats at an unknown locations on the Great Lakes. To mitigate ambiguity and support detailed transportation planning, we request the USCG provide the specific location of each inactive boat.

16 Payment Terms

Reference Q&A #16, please clarify the milestone payments by each CLIN/subCLIN. Further, request the USCG allow for interim payments for production CLINs and not solely upon acceptance of MLBs. Therefore, we request monthly progress payments be permitted for all production and insurance stock CLINs, based on a milestone schedule to be mutually agreed by the USCG and the contractor or percentage physical progress, subject to reasonable hold back.

The USCG will not issue interim payments or monthly progress payments for production and system insurance stock CLINs.

Long Lead Time Material (LLTM) can be invoiced by the Offeror once the material is received and inspected at the production site(s) and witnessed by the USCG.

System Insurance Stock can be invoiced by the Offeror once material is received and inspected at the FOB destination and accepted by the

USCG.

17 SOW Section 061-8.2.1

Reference SOW 061-8.2.1 (“The Contractor shall modify, fit, install and weld the existing mounting pedestal for the motorized spotlight to eliminate the adapter plate.”) Is the Marinco Spotlight SPL-12W.OEM mounting bracket what the Coast Guard is calling “the adapter plate” and is it the Coast Guard’s intention that the contractor alter the pedestal of the OEM spotlight and design an alternate mounting solution? If so, what is the Coast Guard’s expectations for warranty on the spotlight.

The adapter plate is not the Marinco Spotlight SPL-12W OEM mounting bracket. The USCG intent is to mount the spotlight without an adaptor plate. The OEM spotlight should not be modified, and the mast should be modified to support mounting of the spotlight without an adaptor plate.
