Rating Definition Justification Exceptional Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective
To justify an Exceptional rating, identify multiple significant events and state how they were of benefit to the Government. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
Very Good Performance meets contractual requirements and exceeds some to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the contractor was effective.
To justify a Very Good rating, identify a significant event and state how it was a benefit to the Government. There should have been no significant weaknesses identified.
Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
To justify a Satisfactory rating, there should have been only minor problems, or major problems the contractor recovered from without impact to the contract/order. There should have been NO significant weaknesses identified. A fundamental principle of assigning ratings is that contractors will not be evaluated with a rating lower than Satisfactory solely for not performing beyond the requirements of the contract/order.
Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
To justify Marginal performance, identify a significant event in each category that the contractor had trouble overcoming and state how it impacted the Government. A Marginal rating should be supported by referencing the management tool that notified the contractor of the contractual deficiency (e.g., management, quality, safety, or environmental deficiency report or letter).
Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
To justify an Unsatisfactory rating, identify multiple significant events in each category that the contractor had trouble overcoming and state how it impacted the Government. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating. An Unsatisfactory rating should be supported by referencing the management tools used to notify the contractor of the contractual deficiencies (e.g., management, quality, safety, or environmental deficiency reports, or letters).
Category and Description Rating (drop down) Justification Quality of Product or Service Contractor’s conformance to contract/order requirements, specifications and standards of good workmanship.
Choose a Rating
Schedule. Assess the timeliness of the contractor against the completion of the contract, task orders, milestones, delivery schedules, and administrative requirements.
Management. Assess the integration and coordination of all activity needed to execute the contract/order, specifically the timeliness, completeness and quality of problem identification, corrective action plans, proposal submittals, the contractor’s history of reasonable and cooperative behavior (to include timely identification of issues in controversy), customer satisfaction, timely award and management of subcontracts.
Regulatory Compliance Consider failure to report in accordance with contract terms and conditions, late or nonpayment to subcontractors, trafficking violations, tax delinquency, defective cost or pricing data, terminations, suspension and debarments.
Assess compliance with all terms and conditions in the contract/order relating to applicable regulations and codes, Consider aspects of performance such as compliance with financial, environmental, safety, and labor regulations as well as any other reporting requirements in the contract terms and conditions.
Given what I know today I Choose a Recommendation recommend them for similar requirements.

NOTICE FOR FILING AGENCY PROTESTS
United States Coast Guard Ombudsman Program
It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).
Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.
Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).
Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester’s concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program.
Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.
Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.
The Ombudsman Hotline telephone number is 202.372.3695.

SECTION C 1 STATEMENT OF WORK
039 [Orig] SERVICE LIFE EXTENSION PROGRAM (SLEP) OVERVIEW
039-1 [Orig] Background
039-1.1 [Orig] This Statement of Work (SOW) is for a Service-Life Extension Program (SLEP) on the 47-foot Motor Lifeboats (MLBs) that are owned and operated by the United States
Coast Guard (USCG).
039-1.2 [Orig] The USCG is responsible for a wide range of missions. Where surf and heavy weather sea conditions are prevalent, the USCG uses the MLB to perform these missions.
Additional information on how the MLB is used is provided in the Concept of Operations
(SOW Section 044). At USCG Stations these missions include:
Search and Rescue (SAR)
Marine Safety
Ports Waterway and Coastal Security (PWCS)
Drug Interdiction
Migrant Interdiction
Defense Readiness
Aids to Navigation (ATON) and Waterways Management
Marine Environmental Protection
Living Marine Resources (LMR)
Other Law Enforcement
039-1.3 [Orig] The production MLBs were designed by the USCG and built from 1997 to 2003.
These boats were designated 47B MLB. The 47B MLBs are now approaching the end of their original 25-year service life and have had decreasing operational availability (Ao) due to parts-supply issues with respect to the propulsion systems and other obsolete components. The goal of the SLEP is to extend the 47B MLBs’ service life for an additional 20 years and retain their original operational capabilities and characteristics.
Post-SLEP MLBs will be designated 47C MLB.
039-1.4 [Orig] In total, 117 production boats were delivered to the USCG. Of those, there are 104 currently in service, and there is a need to maintain 107 boats in future service. The number and distribution of boats may change slightly depending on the operational needs of the USCG. The current distribution of 47B MLBs is as follows:
039-1.4.1 [Orig] East Coast: There are 54 operational boats located at stations ranging from
Oak Island, NC, to Jonesport, ME.
039-1.4.2 [Orig] Great Lakes: There are 6 operational boats at stations ranging from Portage, MI, to Rochester, NY.
039-1.4.3 [Orig] West Coast: There are 43 operational boats located at stations ranging from
Morro Bay, CA, to Neah Bay, WA. This includes boats operated by the National
Motor Lifeboat School in Ilwaco, WA.
039-1.4.4 [Orig] Boats not in service: There are 14 boats not in service in different locations: 1 on the East Coast, 10 in the Great Lakes, and 4 on the West Coast.
SECTION C 2 STATEMENT OF WORK
039-1.5 [Orig] Each 47B MLB is powered by twin Detroit Diesel 6V92TA DDEC engines rated for 435 BHP at 2050 rpm. The propulsion system is a V-drive arrangement with Cardan shafts connecting the engines to Reintjes WVS 234 UP 2:1 reverse/reduction gears located forward of the Engine Room in the Survivor's Compartment. The reverse/reduction gears connect to traditional propeller shafts driving fixed pitch propellers.
039-1.6 [Orig] There are currently four control stations: In the enclosed bridge, there are throttles on the centerline of a console extension and helm controls (jog levers) mounted on the outboard armrests of the helm seats. On the open bridge, the primary helm station is to starboard, with a steering wheel and mounted throttle controls. On the port side there are throttles and a jog lever on the console.
039-1.7 [Orig] Additional information on the design, construction and operation of the MLB in its current configuration can be found in the drawings and 47 MLB Operator's Handbook
(COMDTINST M16114.25B) that will be provided as Government Furnished Information
(GFI).
039-2 [Orig] Facilities Overview
039-2.1 [Orig] The Contractor shall provide all facilities, tools, and equipment necessary to conduct the work required, including the production facilities, East Coast and West Coast induction/delivery locations (IDLs), and facilities for the USCG Resident Inspection
Office(s) (RIOs). See SOW Section 087, Facilities.
039-3 [Orig] Program Approach
039-3.1 [Orig] The USCG intends to conduct the SLEP in four phases, which may overlap:
039-3.1.1 [Orig] Detailed Design: the completion of the design effort for the developmental work items as listed in SOW Section 068.
039-3.1.2 [Orig] First Article (FA) production, testing, and evaluation
039-3.1.3 [Orig] Low-rate initial production (LRIP), testing, and evaluation
039-3.1.4 [Orig] Full-rate production (FRP)
039-3.2 [Orig] In order to minimize the impact to the operational fleet, the USCG intends to induct boats that are not in service first before operational MLBs; there may be situations in which the USCG will induct operational boats early as part of LRIP.
039-3.2.1 [Orig] The Contractor shall transport boats not in service from their current locations to the production facility.
039-3.2.2 [Orig] The USCG will transport operational boats to the nearest IDL. The Contractor shall transport the boats from the IDL to production facility.
039-3.3 [Orig] 47C fleet distribution: Unless otherwise specified by the Contracting Officer, the following delivery locations shall be used:
039-3.3.1 [Orig] Boats not in service
039-3.3.1.1 [Orig] From the Great Lakes region will be delivered to IDL West.
039-3.3.1.2 [Orig] From the East Coast will return to service at IDL East.
039-3.3.1.3 [Orig] From the West Coast will return to service at IDL West.
039-3.3.2 [Orig] Operational boats
SECTION C 3 STATEMENT OF WORK
039-3.3.2.1 [Orig] From the Great Lakes and East will be inducted and returned at IDL East.
039-3.3.2.2 [Orig] Operational boats on the West Coast will be inducted and returned at IDL
West.
039-3.4 [Orig] Work Items: The work items to be completed on each boat have been categorized in the following manner:
039-3.4.1 [Orig] Base Work Items: These are the basic work items that are required to extend the service life of the MLB and will be required on every MLB.
039-3.4.2 [Orig] Discovered Items: These are unusual or unforeseen items that are discovered during inspections or are a result of damage or equipment malfunction and need to be corrected.
039-3.4.3 [Orig] Induction Inspection: At induction of each MLB, the USCG and the
Contractor will document the boat's material status in a joint induction inspection before the Contractor takes possession. See SOW Section 091.
039-3.5 [Orig] Upon taking possession, the Contractor shall transport the MLB to the production facility and perform the structural inspections in accordance with SOW Section 061-1.
Additional discoveries may be identified, particularly in the removal phase.
039-3.6 [Orig] First Article: The first MLB to undergo SLEP modifications described herein will be designated the FA.
039-3.6.1 [Orig] Upon induction of the FA and its delivery to the Contractor’s production facility, the Contractor shall scale weigh and determine the center-of-gravity of the emptyship weight condition boat. Removing the components identified in the SOW
Sections 061 to 066 shall start and completion of the structural inspections (see SOW
Section 061-1) with acceptance of the Structural Inspection-based Repair Plan (CDRL
061-001) will enable the Contractor to proceed with construction on those work items.
During this period, the Contractor will use the FA to assist in the detailed design of systems and their arrangements within the boat in accordance with the SOW.
039-3.6.2 [Orig] The USCG will review the design in accordance with this SOW. The most significant work items are: propulsion system, open bridge arrangements, and survivor’s compartment. The USCG will not authorize construction to begin on developmental work items (defined in SOW Section 068) until the work items specific developmental design review and weight estimate (see SOW Section 096-6.1) has been accepted by the USCG.
039-3.6.3 [Orig] The USCG will have a team stationed at a Resident Inspection Office (RIO) at the Contractor's production facilities to monitor design, production, and, testing; and assist the Contracting Officer and COR with contract administration throughout the contract performance period.
039-3.6.4 [Orig] When modifications to the FA have been completed, inspections and trials in accordance with SOW Section 092 shall be conducted at the production facility to verify contract requirements have been met. In addition to the standard testing requirements to be completed on each boat, the FA shall require completion of additional one-time tests performed per SOW Section 097.
039-3.6.5 [Orig] Upon successful completion of inspections, testing, and trials; and with approval from the Contracting Officer; the Contractor shall transport the FA to the
National Motor Lifeboat School (NMLBS) in Ilwaco, Washington, for acceptance trials (SOW Section 092) and training (SOW Section 089).
SECTION C 4 STATEMENT OF WORK
039-3.6.6 [Orig] Following USCG acceptance and training, the USCG will conduct an operational assessment (OA). The OA provides initial validation that the FA can perform the required missions under the required operating conditions before a 47C
MLB is placed at an operational unit. (Note: OA is currently planned for the surf season starting in January 2020, ending in April 2020) It is envisioned that the FA will be operated daily over a four-month period to complete this assessment. During this period, the Contractor shall be available to perform required maintenance and corrective actions on the new components on the MLB to keep the boat operational for testing (refer to SOW Section 080-4).
039-3.7 [Orig] LRIP: After the OA has commenced, the USCG may proceed with LRIP.
039-3.7.1 [Orig] Based on the emerging OA results, the USCG will address operational issues through design changes, where appropriate (see SOW Section 041-6) to correct them.
Any changes made as a result of OA are anticipated to be retrofitted on the FA through a contract modification. The FA will not be used for Operational test and evaluation (OT&E).
039-3.7.2 [Orig] The USCG anticipates ordering up to 12 LRIP boats, in addition to the FA.
039-3.7.3 [Orig] OT&E will be performed on the first and second LRIP MLBs. After these
MLBs have undergone post-production inspections (PPIs) (see SOW Section 092-6.2), the Contractor shall transport the 47C MLBs to the IDLs for acceptance. The intent is to send one to IDL East and one to IDL West. Once acceptance trials are complete, along with training as applicable, USCG crews will transit each 47C MLB from the
IDL to the operational units. The USCG intends that OT&E shall take place on these two boats, testing all aspects of the operational, maintenance, training, and supply systems. During OT&E, LRIP will continue at the Contractor's production facility.
Any changes resulting from OT&E are anticipated to be retrofitted on the FA and all
LRIP boats via a contract modification.
039-3.8 [Orig] Full-rate production: After OT&E has been successfully completed and the design changes (where appropriate) has been incorporated (see SOW Section 41-6), the USCG will proceed with full-rate production (FRP).
039-3.8.1 [Orig] The USCG estimates 20 MLB inductions/deliveries per year.
039-3.8.2 [Orig] Training requirements are detailed in SOW Section 089.
039-3.8.3 [Orig] All 47C MLBs shall have a warranty as per SOW Section 042-2. The RIO will monitor warranty claims processing and track Contractor follow-up.
