Section # (In RFP)
Text in Question Question Answer
1 L.6 PROPOSAL DUE DATE Proposal is due by Friday 22 FEB 2019
This Offeror is diligently pursuing the MLB SLEP program, and recognizes that a four-week extension is required due to multiple vendor technical and price quotation delays despite Aluma’s early requests.
Therefore, this Offeror requests USCG to provide a four-week extension on the due date for submitting the proposal.
The due date has been extended and proposals are due on 15 Mar 2019.
2 L.4 PRE-PROPOSAL SITE
VISIT
The USCG intends to host a two-day Pre- Proposal Site Visit at USCG Sector
Buffalo in New York on Wednesday, December 12, 2018 and Thursday, December 13, 2018. Friday, December 14, 2018 is reserved in the event of weather-related delays.
Ms Spruill, I was unable to attend the industry day for subject solicitation in Dec 2018. Is there any chance I can get a copy of the briefings presented and a list of attendees?
The briefing material will be posted on FBO. The USCG will not provide a list of attendees.
3 Solicitation (FBO Posting)
Would you please confirm if your team has been impacted by the government shutdown? We were waiting for the official responses to the questions verbally addressed at the site visit in Buffalo last month to be posted on FBO.
Some of the responses may impact certain paths forward for us on this program.
Responses to the Pre-Proposal Conference questions were posted on 16 Jan 2019.
4 Section J Attachment J-5 Would you please provide the DHS Subcontracting Form (Attachment J-5) referenced in Section L.12?
Section L has been revised to remove the requirement to submit a subcontracting plan using the DHS Subcontracting Form (Attachment J-5). Subcontracting plan shall be submitted in accordance with FAR 19.
5 SOW Section 092 Testing, Trials and Verification
If both the West Coast Primary Production Facility and East Coast Secondary Production Facility locations are the same facility as the respective IDL locations, can the
Acceptance Trials ( AT 092-1.2.3 ) the Delivery inspection ( 092-1.2.3.1 ) and the Acceptance Underway
Trials ( 092-1.2.3.2) be eliminated or streamlined and incorporated with the Preliminary Acceptance Inspections and Trials (092-1.2.2 ).
If the IDL is located at the Production facility and the vessels are at the IDL Acceptance Point dock, no subsequent disassembly, shipping, reassembly and testing should be required.
The Acceptance Trials, Delivery Inspection, and Acceptance Underway Trials cannot be eliminated. They can be streamlined and incorporated with Preliminary Acceptance inspections and trials. This would be addressed in the Inspection, testing, and trials Program Plan (CDRL 092-002) (SOW Section 092-4). Disassembly, shipping, and reassembly will not be required if it isn't needed.
6 Specification Section 233-2 Engine Rating

Text in Question Question Answer
SOW Section 084-5 Transportation of Boats Not in Service to Production Facility
(For non-First Article, complete only if CLIN x007 is ordered)
084-5.4 [Orig] The Contactor is responsible for all services, equipment, and labor required to transfer the MLB from the stored location to the means of transportation, and for off-loading the
MLB at the production facility.
During the site visit in Buffalo, it was noticed that the MLB stored at the boat yard off base would require additional services for transporting, such as having the main power lines raised so the MLB could pass below on a trailer to be shipped over the road.
Would the USCG consider a separate CLIN for unknown conditions found regarding shipping of the not in service vessels?
No, the Offeror should factor this into the pricing of the applicable transportation CLIN.
8 Buy American Act:
As FAR Clause 52.225-1 Buy American Act and FAR Clause 52.225-2 Buy American Certificate are included, will the Buy American content be calculated on the complete SOW (completed vessel) or at the individual sub
CLIN level?
For purposes of the Buy American Act provision (52.225-1), the boat is the end product and any items incorporated into the boat are considered components.
9 Payment Terms Will payments be made after the completion of each individual CLIN at the sub CLIN level? Yes
Specification Section 251
ENGINE ROOM
COMBUSTION AIR AND
VENTILATION
Does the USCG have a maximum engine room temperature? The USCG does not have a maximum engine room temperature.
11 Proposal Timeline
With regards to the questions timeline, we would like to request an additional time for the questions period after the USCG officially responds to the BHP statement made during the Buffalo visit. This may generate more questions and we would like the opportunity to respond accordingly.
With regards to the RFP timeline, we would like to request an additional 3 weeks be added to the RFP response timeline to allow us enough time to work through the BHP response and transportation requirements.
Regarding the BHP statement, the USCG has responded to this question on January 16, 2019 FBO amendment.
The due date has been extended and proposals are due on 15 Mar 2019.
12 Drawings/GFI
Can the government distribute a list of the reference drawings provided that includes descriptions? Currently the drawings were provided and titled using drawing numbers only. I cannot find a document that was provided that included the drawing descriptions. I appreciate your help in advance.
A spreadsheet, "Government Furnished Information (GFI) Drawing Reference Guide," with drawing titles and numbers been posted on FBO.
13 Specification Section 243-2

If submitted, videos will not be viewed or considered during the source selection process. Still photos with appropriate captions are allowable, within the page limitations of the proposal.
50 SOW Section 061-5.2 [Orig] Removals (Complete only if CLIN x0006AB is ordered)
Statement of Work section 061-5.2 states that removals are to be completed, "only if CLIN x0006AB is ordered."
Per Attachment J-2, did the USCG mean CLIN 0006AC, Web Frame Modification, instead of CLIN 0006AB, Long Lead Time Material?
Yes, this is a clerical error. Section C 061-5.2 revised to reflect CLIN x0006AC instead of AB.
Question

Text in Question Question Answer
51 Specification Section 410-2.12
[Orig] Exposed edges and corners throughout the open bridge; including the console, handrails, stanchions, and supports; shall be rounded to a radius not less than 2 inches. The outside corner of the handrail behind the coxswain seat on the open bridge shall be modified to meet this requirement.
Section C-1 Specification 410-2.12 states that, "exposed edges and corners throughout the open bridge; including the console, handrails, stanchions, and supports; shall be rounded to a radius not less than 2 inches." At the same time, Section C-1 Specification 424-1.1.1 requires the use of USCG standard Raymarine eS127 multi-function display with sonar, which is 14.1-inches x 8.8-inches. This larger size makes achieving the 2-inch radius on the console problematic. Can the USCG explain the rationale that would allow for both requirements be met? Did the
USCG intend for the requirement to be 2-inch diameter (1-inch radius) on the console? Would the USCG consider a
1-inch radius on the console in order to better accommodate the display?
The Offeror is required to remove the current console and redesign the console layout. This replacement of the console should allow the Offeror to implement a design that meets the requirements of Specification Section 410.2.12.
52 Specification Section 556-1.6 The steering system shall provide a minimum 23,750 in-lbs of combined torque to both rudder stocks.
Pre-Proposal Site Visit Question #16
Specification C-1 556-1.6 states: “The steering system shall provide a minimum 23,750 in-lbs of combined torque to both rudder stocks.” The resultant torque 11,875 in-lbs per rudder seems quite high. We believe it exceeds the capacity of the existing rudder stock torque capacity.
The specification requires reuse of the existing rudders and stocks. We believe the rudder torque should be closer to half the value stated for the 25 knot speed listed in the specification. Would the USCG please confirm the torque requirements for the steering system?
Specification C-1 556-1.6 is accurate as written and “The steering system shall provide a minimum 23,750 in-lbs. of combined torque to both rudder stocks.”
