3. Volume I.A. – Detention Modernization Plan

Offerors shall submit a detention modernization plan outlining its efforts to provide unique and innovative solutions for improving conditions of the civil detained population.

The Government reserves the right to incorporate all, some or none of the elements in the offeror’s detention modernization plan into the contract.

4. Volume II – Past Performance:

Offerors shall reach out to no more than four (4) references and ask references to send completed Attachment 26 – Past Performance Questionnaires to ICE- DMProposals@ice.dhs.gov before the proposal submission deadline.

5. Volume III – Price/Cost Proposal:

Offerors shall complete and submit Attachment 25 – (Detention Services Cost Statement [DSCS]) along with the offeror’s pricing assumptions as part of their price proposal. The Contractor is prohibited from altering cells and equations in Attachment 25.

6. Volume IV – Environmental:

The Volume IV Environmental proposal shall be submitted in softcopy format (including via email and CD-ROM). Failure to fully adhere to the prescribed format shall result in the Offeror’s disqualification from the competition.

7. Volume V – Subcontracting Plan/Representations and Certifications (NOT AN

EVALUATION FACTOR):

Offerors shall submit a completed and signed subcontracting plan as well as the Representations and Certifications required by this solicitation see Section L.7.2.

8. Submission Deadline:

Volumes I, II, III, IV and V proposals must be received by ICE-DMProposals@ice.dhs.gov in all required formats before the proposal deadline of 14:00 Eastern July 16, 2021.

Receipt of offers by ICE at the specified email address by the specified closing date and time is the sole responsibility of the Offeror. ICE shall not be responsible for late or non-delivery of Offerors’ proposals due to IT problems, server, or other technical issues. It is strongly recommended that Offerors request confirmation of receipt on any proposal submissions to ensure timely receipt by ICE. To ensure timely receipt of proposals, Offerors should NOT wait until the last moment to electronically submit proposals.

L.5 PROPOSAL SUBMISSION INSTRUCTIONS
1. General
Offerors are requested to demonstrate their expertise through a written proposal. Proposals shall be separated into the following five (5) Volumes:
Volume I – Demonstrated Technical/Management Capability Proposal,
Volume I.A. – Detention Modernization Plan,
Volume II – Past Performance Proposal,
Volume III – Price Proposal,
Volume IV – Environmental Proposal, and
Volume V – Subcontracting Plan/ Representations and Certifications.
Volumes I, I.A., II, III and V shall be submitted in softcopy format only via email to ICE-DMProposals@ice.dhs.gov in MS Word, MS Excel, or PDF format or a combination thereof. Emails sent to the inbox shall not exceed 20 MB (Megabytes) each.
Font size smaller than 12-point may be used for graphics and tables. However, illegible fonts shall not be evaluated.
Failure to fully adhere to the prescribed format shall result in the Offeror’s disqualification from the competition.
There is a 60-page limit to the Volume I proposal submission. There is a 10-page limit to the Volume I.A. proposal submission. There are no page limits to the Volumes II-IV proposal submissions.
