About this file
Summary
This is Addendum #1 to Request for Proposal (RFP) 16-X-23994 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, Procurement Bureau. The addendum addresses a statewide solid waste collection solicitation and provides clarifications to bidders regarding proposal submission requirements, pricing structure, and service delivery expectations. The document was issued on July 30, 2015, with a revised proposal submission deadline of August 26, 2015, at 2:00 p.m.
The contract covers solid waste collection services across New Jersey's twenty-one counties, with the state intending to award multiple contractors per county. The pricing structure has been revised through Attachment #2 (Revised Price Sheet) to provide greater flexibility for both bidders and using agencies. Price items 1-6 cover front and rear load dumpster containers with all-inclusive pricing for rental, haul, and disposal; items 7-17 cover roll-off containers and compactors with separate pricing for rental/hauling and tipping fees charged per ton. All items include separate pricing lines for "On Call" service and scheduled frequency service (1x-5x per week), as well as differentiated pricing for standard facilities versus inside secured facilities and state-owned equipment. Additional price line items address container locking mechanisms (item 19), waste compactor monitoring systems (item 18), and a cost markup percentage for specialty items not specified in the RFP (item 20). Bidders are not required to submit pricing for all items or all counties to be considered for award, allowing for selective bidding on specific services and geographic regions.

PART 1
SOLID WASTE COLLECTION – STATEWIDE
Proposal Number 16-X-23994
Answers to Questions
Note: Some of the questions have been paraphrased in the interest of readability and clarity. Each question is referenced by the appropriate RFP page number(s) and section where applicable.
# Page # RFP Section Reference Question Answer
1 4 1.1 Will you award to more than one vendor? Yes, the State intends to award multiple Contractors per County as stated in Section 1.1 of the
RFP.
2 14 3.2.2.1 How are we to bill for locking mechanisms if requested?
Please refer to Attachment #2 – Revised Price Sheet, as discussed in Part 2 of this addendum. The revised price sheet has added price line #19, which allows for the bidder to submit a monthly rental fee price for Using Agencies that request a container locking mechanism.
3 17 3.2.6 Are we able to bill if loose material on the ground is the result of the generator (Using Agency) not having enough frequency of service?
No, the Contractor does not have the ability to increase pick-up costs or frequency based upon loose material or other factors without the approval of the Using Agency.
However, if the Contractor feels that the Using Agency does not have frequent enough service to meet their solid waste needs, then they should contact the State Contract Manager and discuss available options to the Using Agency.
4 27 4.4.7 Line items 1 through 6 – Dumpster Box, Front and Rear Load (2-10 Cubic Yards)
The vast majority of these container types are serviced on a scheduled basis, i.e. once, twice, three, etc. times per week. The previous price/bid sheet provided for price entry for these scheduled services (1x, 2x, 3x, etc.).
Many State Departments and Agencies using the present contract have preferred a fixed monthly rate.
Please refer to Attachment #2 – Revised Price Sheet, as discussed in Part 2 of this addendum. The price sheet has been revised to allow for “On Call” pricing, as well as “1x-5x per week” pricing in order to provide Using Agencies and Bidders a more comprehensive pricing format.
# Page # RFP Section Reference Question Answer
QUESTION: Would it be possible to revise the price sheet to allow submission of pricing for these container types in the following or similar format?
Dumpster Box, Front and Rear Load 2 yard 1/week monthly charge: $30 2 yard 2/week monthly charge: $55 2 yard On Call per pick up Charge: $30
Prices above are examples only. Prices for Standard and Secure facilities and additional container sizes and weekly pick-ups would be required.
An attempt was made to upload an example pricing spreadsheet, however the Q&A area would not accept.
5 27 4.4.7 Line items 12 through 17 – Compactors
There are two roll off compactor types employed throughout the using State Departments and Agencies, Self- Contained (one piece) and Stationary (two piece).
There are up to four cost components for Compactor service: Cost Per Pick Up, Monthly Compactor Rental Fee, Monthly Receiver Box Rental Fee, and Waste Disposal Fee.
Allowing vendors to separately capture equipment rental fees monthly eliminates the inclination towards “loading” the per pick-up cost to compensate for low use vendor supplied compactors. Monthly Equipment Rental Fees would not apply to State owned compactor equipment.
QUESTION: Would it be possible to revise the price sheet to allow submission of pricing for these container types in the following or similar format?
Self-Contained 30 yard Compactor per pick up: $ 375
Self Contained 30 yard Compactor monthly equipment rental: $ 425
Stationary Compactor per pick up: $ 375
For “Self-Contained Compactors” and “Stationary Compactors” the State does not wish to separate the pricing for the rental and hauling (pick-up) aspects of the pricing.
However, please refer to Attachment #2 – Revised Price Sheet, as discussed in Part 2 of this addendum. The price sheet has been revised to allow for “On Call” pricing, as well as “1x- 5x per week" pricing, which will allow for the Bidder to provide more accurate price submissions for compactor containers.
Reference Question Answer
Stationary Compactor monthly rental: $
Stationary Compactor 30 yard receiver box monthly rental: $ 192
Prices above are examples only. Prices for Standard and Secure facilities and additional receiver box sizes would be required.
An attempt was made to upload an example pricing spreadsheet, however the Q&A area would not accept.
6 27 4.4.7 Will you accept a bidder that will offer services for the Roll-off container work only?
Yes, the State will accept a Bidder that only bids on select services such as Roll-off container work. Per Section
4.4.7 of the RFP, Bidders are not required to bid on each item of a respective County region in order to be eligible for award in that County.
7 27 4.4.7 Pricing submittal is too vague and ambiguous to hauler. Locations, frequencies and material types need to be identified prior to pricing services.
Additionally, compactor rental should be isolated from service costs as frequencies are unknown.
Regarding pick-up frequency, please refer to Attachment #2 – Revised Price Sheet as discussed in Part 2 of this addendum. The price sheet has been revised to allow for “On Call” pricing, as well as “1x-5x per week” pricing in order to provide Using Agencies and Bidders a more comprehensive pricing format.
This contract does not award based on individual locations.
However, for the purpose of this contract the State has been divided by the twenty-one (21) counties in order to allow for appropriate servicing and pricing.
The material types covered under this contract are identified on page 12 of the RFP in Section 2.2 under the definition of “Solid Waste.”

For the purpose of pricing for this contract, the State of New Jersey has been divided by the twenty-one (21) State counties; with each County being awarded separately. Bidders must be willing to service the entire County geographical region that they bid, but are not required to bid on each price sheet item to be eligible for award. Bidders may submit proposals for each County or any combination thereof.
Each of the twenty-one (21) counties will have its own price sheet. All twenty-one (21) price sheets are located in the same Excel file (Attachment #2 – Revised Price Sheet), separated by tabs which are located at the bottom of the Excel file. Bidders only need to submit with their proposal the price sheets for the Counties which they are bidding on.

Price sheet item numbers 7-17, consisting of roll-off containers and compactors, shall include the price for rental and hauling of the container/compactor. This price shall exclude the disposal fee, which shall be represented by the tipping fees that the awarded Contractor will invoice to the Using Agency on a per ton charge according to the disposal site’s weight slip and landfill tonnage fee.
Price sheet item numbers 1-17 include separate price lines for each pick up frequency available to the Using Agency. Pricing instructions for each frequency are as follows:

Price sheet item numbers 1-17 contain separate price lines for “Standard Facility” cost and “Inside Secured Facility” cost. Secured gate facilities are defined in Section 2.2 of this contract; the prices for “Inside Secure Facility” shall only be applied to services performed inside the perimeter of a secured facility. All other services shall be considered “Standard Facility” by the Bidder. A Bidder is not required to submit proposals for both Standard Facilities and Secured Facilities in order to be considered for award in a respective County.
Price sheet item numbers 1-17 contain separate price lines for “State Owned Equipment” for both standard facility and secured facility pick-ups. State owned equipment, detailed in Section 3.2.2.4 of the RFP, is not being rented to the Using Agency by the awarded Contractor and should be priced accordingly by the Bidder.
Price sheet item number 18 consists of the all-inclusive monthly rental fee for the complete waste compactor monitoring system detailed in Section 3.2.2.2 of the RFP. This item and its cost are only to be provided at the request of the Using Agency.
Price sheet item number 19 consists of the monthly rental cost for the container locking mechanism referenced in Section 3.2.2.1 of the RFP and Question #2 of Addendum #1. This item and its cost are only to be provided at the request of the Using Agency.
Price sheet item number 20 consists of the cost markup percentage that the Bidder will add to its own cost for specialty items relating to the RFP that are requested by the Using Agency, but are not specified in the RFP. These items and their cost are only to be provided at the request of the Using Agency.
Attachment #2 - Revised Price Sheet must be submitted in the place of Bid Specific Item #1-Price Sheet in the Bidder’s proposal.

This additional cost does not extend to any pieces of equipment, materials, services, or other cost covered by this contract. The additional item(s) and their cost are only to be made
Reference Additions, Deletions, Clarifications and Modifications available by the Contractor at the request of the Using Agency.
