About this file
This is a Method of Operation document for Contract T-2665, a statewide solid waste collection contract awarded by the State of New Jersey Department of the Treasury, Division of Purchase and Property on February 1, 2016. The contract covers solid waste container rental, hauling, and disposal services across all twenty-one counties in New Jersey and is available for use by Statewide Agencies and Cooperative Purchasing Participants. Multiple contractors have been awarded by county, including Waste Management of New Jersey, Republic Services of NJ, Carnevale Disposal Company, Gold Medal Environmental of NJ, Woolston Company, Central Jersey Waste & Recycling, Freehold Cartage, and Tri-State Carting, with specific contractors designated for each county based on the award structure.
The contract provides for solid waste container rental and hauling services with pricing that varies by container type, size, pick-up frequency, and facility classification. Using agencies may select from one to five pick-ups per week on either a scheduled or on-call basis, with all equipment maintenance and repairs provided by the contractor at no additional cost. Pricing for rental containers is all-inclusive except for tipping fees on roll-off containers and compactors, which are billed separately based on tonnage at the disposal facility. The contract distinguishes between standard facilities and secured facilities (such as correctional institutions), with separate pricing for each. Contractors must provide signed pick-up receipts and submit invoices with detailed spreadsheets in Microsoft Excel format. Contractors are responsible for all costs associated with service delivery, and using agencies must verify the accuracy of tipping fee charges before payment.

3.0 Directions for Use of Contract
It is recommended that all Using Agencies download and review a copy of the RFP and subsequent addenda in order to obtain a thorough understanding of the contractual terms pertaining to both the awarded Contractors and the Using Agencies.
All awarded price lines represented on the price list are eligible for use under this contract. The Contractor selected to perform the services of this contract at a facility is at the discretion of the Using Agency. The Using Agency should select the Contractor(s), solid waste containers and frequencies of pick-up which best meet the needs of their facility(ies), price and other factors considered. The Using Agency will have the final determination on the type, size, number and location of containers provided by the Contractor(s). If deemed necessary, the Using Agency may request a consultation with the Contractor(s) to determine the most efficient and economically beneficial method of solid waste collection for the Using Agency. Once determined, the Contractor(s) shall supply the number of containers requested by the Using Agency within two (2) working days of the Using Agency’s request.
3.1 Frequency of Pick-up
Frequency of pick-up shall be determined at the discretion of the Using Agency. The Using Agency may request scheduled pre-set container pick-ups, pick-ups on an on-call basis, or a combination of both. Using Agencies have the option of scheduling pick-ups ranging from one
(1) to five (5) times per week for each container type and size.
3.2 Equipment Maintenance and Repairs
The Contractor shall provide preventative maintenance and all necessary repairs to maintain the rental equipment in a fully operational condition. All costs due to maintenance or repairs shall be the responsibility of the Contractor; this includes, but is not limited to, parts, labor, shipping, and travel. The maintenance and repair of State owned equipment falls outside the scope of this contract.
3.3 Price List
The price list contains the awarded Contractors, containers and pick-up frequencies for each county. The counties are separated by tab on the bottom of the excel file. Using Agencies may select the type of container, size and pick-up frequencies that best meet the needs of the agency and location. Contractors have only been awarded the container types, sizes and pick-up frequencies that are shown in the price list. Using Agencies may only use Contractors for those lines which are represented with a price on the price list. Price lines containing no price or “N/A” were not awarded and are not eligible for use as a part of this contract.
Each price line represents the weekly cost for that frequency of pick-up per week. “On Call” pricing allows the Using Agency the option of calling in pick-ups on an as needed basis if pre-determined scheduling of pick-ups is not necessary.
The price list contains pricing for both Contractor owned rental containers and State owned containers. Pick-up pricing for rental containers includes rental fees/cost and are all-inclusive with the exception of tipping fees for roll-offs and compactors.
3.4 Tipping Fees
Tipping fees are the charges levied upon the tonnage of solid waste received at a waste disposal facility that is able to be weighed, such as roll-off containers. The tipping fees invoiced to the Using Agency shall be based upon the fee charged by the waste disposal facility for the type and tonnage of solid waste hauled by the Contractor from the Using Agency. Tipping fees shall be clearly labeled when invoiced to the Using Agency, including the tonnage received and the price per ton for the type of solid waste. It is the responsibility of the Using Agency to check and confirm the invoiced pricing of landfill tipping fees is correct.
3.5 Standard & Secured Facilities
This contract provides separate pricing for both standard facilities and secured facilities. A secured facility is any facility that has a locked perimeter, such as correctional facilities. Secured facility pricing shall only be applied to services performed inside the perimeter of a secured facility. All other services shall be considered standard facilities by the Using Agency and the Contractor.
3.6 Billing & Payment
The Contractor shall provide the Using Agency with a signed receipt of the pick-up ticket for each container. The Contractor shall provide the Using Agency with emailed receipt of pick-up tickets if requested by the Using Agency.
All invoices for collection shall be accompanied by a spreadsheet in Microsoft Excel format to include the following: Date of invoice, facility serviced, county, weight, weight slip number, the period of time for which service was rendered, container size, number of containers, haul fee, waste type, name and address of disposal facility, tipping fee base rate, taxes, host benefits and host community, miscellaneous charges and total charge.
All costs associated with the performance of this contract (pick-up costs, tipping fees, etc.) are to be paid by the Using Agency under the corresponding county net price line as located on the Notice of Award page.
