QUESTIONS & RESPONES

October 6, 2021

Amendment 0001 is issued for the following reasons:

• Respond to questions

• Section J in 697DCK-22-R-00001 has been revised to reflect the changes in Attachment J-2

Specifications

• The appendix references in Attachment J-2 Specifications have been revised to align with the appendix references in Attachment J-1 SOW.

1. Question: solicitation, para 3.2.2.3-41 references self-performed work equivalent to 25% of the total amount of work (unless waived by the CO) is to be performed by the prime contractor. As this is primarily a roofing project, is it likely that the FAA will grant a waiver to this requirement to general contractors?

Response: The prime contractor must perform at least 25% of the total amount of work.

2. Question: solicitation, para 3.2.2.3-71 (a) indicates work is to begin within 5 calendar days after NTP while the solicitation (sf 1442?) indicates work is to begin no later than 14 days after receipt of NTP.

Please clarify.

Response: 3.2.2.3-71 (a) has been revised from 5 calendar days to 14 calendar days.

3. Question: solicitation, para 3.4.1-5(b) indicates bonds are to be provided on the forms attached to the SIR. We are unable to find these forms. Please clarify.

Response: SF 25 and SF 25A has been added as attachments to the SIR

4. Question: solicitation, para 3.10.2-1 (a-g) references requirements for subcontracts on fixed-price contracts. Will the prime contractor be held to these?

Response: Yes, prime contractors are held to the requirements of 3.10.2-1.

5. Question: Are there costs associated with securing access to FAA facilities, information and / or systems or resources?

Response:

6. Question: Specification section 01 00 00, para 1.23, D states ‘that the Denver ACTC and adjoining FAA facilities are asbestos free.’ Is that a typo and it is the COS ACTC that is asbestos free? Please clarify.

Response: Specification section 01 00 00, para 1.23 has been revised to remove the reference to Denver

ATCT.

7. Question: given current market conditions we have found that PVC membrane roofing materials are easier procured than EPDM. Is PVC an acceptable substitution?

Response: PVC is not an acceptable substitution for EPDM.

8. Question: Does the FAA have a tentative start date for this project? The Christmas / New Year Moratorium will certainly interfere if the FAA anticipates a late 2021 start date.

Response: There is not a tentative start date for this project.

9. Question: The summary of work directs the contractor to remediate, repair, and / or replace potentially damaged conditions that will not be apparent until demolition has taken place. How are these conditions to be addressed?

Response: In regards to potential change orders after award, refer to the following clauses included in the

SIR: 3.2.2.3-42 DIFFERING SITE CONDITIONS, 3.10.1-15 CHANGES-CONSTRUCTION,

DISMANTLING, DEMOLITION, OR REMOVAL OF IMPROVEMENTS (JUL 1996), 3.10.1-16

CHANGES AND CHANGED CONDITIONS (APR 1996) and 3.10.1-19 MODIFICATION COST

PROPOSAL - PRICE BREAKDOWN (CONSTRUCTION) (JUL 1996)

10. Question: Is there a price schedule form that is to be utilized when submitting our proposal?

Response: Please submit your proposal in accordance with Section L and M in 697DCK-21-R-00001.

11. Question: The summary of work (01 10 00), para 1.3, C, references an Appendix 2. We are unable to find this appendix.

Response: In Attachment J-2 Specification the Asbestos O&M Plan is referenced as Appendix 2 and In Attachment J-1 Scope of Work the Asbestos O&M Plan is referenced as Appendix D. Attachment J-2 is revised to reference the Asbestos and O&M Plan as Appendix D.

12. Question: Is the site visit mandatory? Specification section 01 10 00, para 1.3, B seems to imply that it is.

Response: Specification section 01 10 00, para 1.3 B is revised to read, “Perspective bidders are encouraged to attend a site visit to assess the actual roof conditions before submitting a bid. See section 00 20 10.”

13. Question: Is it safe to assume the metal fabrications referenced in specification section 05 50 00 are limited to Unistrut type supports for existing equipment and roof top hail guard covers for refrigerant lines?

Response: Yes

14. Question: Please confirm that both temporary Hydroxyl Generators and positive-air blower units are to be furnished and installed by the contractor during roofing operations.

Response: Neither the Hydroxyl Generators or positive air blower units are required for this project.

15. Question: It may be a mis-interpretation on our part but specification section 02 03 00, para 3.5, C seems to imply that non combustible materials are to be transported to designated spoil areas on Government property. Please clarify.

Response: This would be in the case of temporarily storing demo material, such as concrete, etc. With a roof, the contractor supplied dumpster can occupy a designated area for the duration of the project.

16. Question: The table of contents does not reflect the included specification section 06 74 13 – Fiberglass Reinforced Gratings (though it has been included). Is this the product referenced in specification section 01 10 00, para 1.2, I? Is the FAA also looking for the addition of a handrail / guardrail on the Link Roof?

Response: Yes

17. Question: Is this project considered design-build? We note that gratings are considered a delegated design.

Response: This project is not design-build.

18. Question: The provided asbestos report (appendix D) notes the base building and link roofs are ‘presumed to contain asbestos’ (PACM). Is the contractor to engage a testing agency to survey / confirm the existence of asbestos or should its presence be assumed and costs associated with its disposition included in our proposal?

Response: The contractor is not required to engage a testing agency. The FAA is responsible for contracting with a testing agency to confirm the existence of asbestos. Until the results are known assume the presence of asbestos.

19. Question: Specification section 09 90 00 references field painting of exposed sheet metal flashings, gutters, down spouts, and trim. Can these items be pre-finished and if so, can a color selection be provided?

Response: The FAA will not provide a color selection. The contractor will match the color with = and the FAA will approve the closest color.

20. Question: Please confirm the scope of work includes the painting of new and existing handrail and other railings. Note that para 1.1, items A.2 and C seem to conflict on the requirement to paint galvanized railings.

Response: Removal of some galvanized railings and step-over ladders will be required and may require refinishing if damaged in the process of removal.

21. Question: please confirm a certified installer / designer is required to re-install the lightning protection system.

Response: A certified installer is not required. The FAA will review/approve material submittals for reinstallation.

22. Question: Is there a budget, union labor requirements, and a start/end date for work?

Response: Please refer to the Section B and Section I. The proposed period of performance is 90 days.

23. Question: Is there a prequalification process for participating in this project or for working as a GC with the Colorado Springs Airport Traffic Control Tower?

Response: This solicitation is a competitive small business set-aside.

24: Question: Are you expecting us to use our company letterhead or is there a form for submitting the bid?

Response: The use of company letterhead is not a proposal requirement. Please refer to Section L and M.

25: Question: Are you requesting any type of bond? Which one, what’s the amount and percentage?

Response: Performance and payment bonds are required for this solicitation. Refer to 3.4.1-4 PERFORMANCE BOND REQUIREMENTS (JAN 2017) and 3.4.1-5 PAYMENT BOND REQUIREMENTS (JAN 2018) in Section I along with other bonding clauses in Section I.

26: Question: The table of contents reference a specification section 07 13 53 – Elastomeric Sheet Waterproofing but we cannot find this section. Please clarify.

Response: Attachment J-2 Specifications is revised to read to add 07 13 53 – Elastomeric Sheet Waterproofing .

27. Question: Specification section 01 50 00 – Temporary Facilities references temporary dust proof partitions. Does the FAA anticipate these partitions will be required?

Response: No

28. Question: in general, please clarify if sheet metal is to be pre-finished or painted in the field.

Response: Sheet metal is to be pre-finished.

29. Question: There is a multitude of thicknesses referenced for various sheet metal fabrications (specification section 07 62 00 – Sheet Metal Flashing and Trim). We are advised that 24 gauge (.020” - .024”, depending on the chart you are looking at) is most common for flashings, caps, etc. Would the FAA consider revising the thickness requirements to a common 24 gauge?

Response: Although there is mention of various Flashing dimensions, the Contractor is responsible for verifying the actual dimensions for replacement.

30. Question: Specification section 07 53 23, para 3.1, A, 3 references a specification section 05 31 00 – Steel Decking. We cannot find this specification. Is deck replacement within the scope of this project?

Response: The deck replacement is not within scope. Attachment J-2 Specifications has been revised to remove 05 31 00 – Steel Decking.

31. Question: Please confirm that a qualified independent third party testing agency must be engaged to perform interim inspections.

Response: Yes, this is typically for the roofing system manufacturer’s representative to approve of the roofing system in the presence of the Contractor and FAA.

32. Question: Are attendees required to be vaccinated to attend the site visit?

Response: Attendees are not required to be vaccinated prior to the site visit on October 13, 2021;
