CORE PRINCIPLES CONSIDER THIS

1. Situational Awareness Develop an understanding of the current state and dynamics of the local operation and being able to anticipate future changes and developments.

Considerations include:

G Scheduling during a time of minimal operational impact.

G No maintenance moratoriums in effect.

G How the activity affects the service we provide for Air Traffic operations.

G Weather conditions.

G Other services or activities that could impact, or could be impacted by this activity.

G Other known concurrent activities.

G Knowledge of potential operational consequences and mitigations.

G If the activity involves an identified single point of failure

2. Plan Your Actions A deliberate set of steps to complete the activity.

Be aware of your specific actions on a specific day for each specific activity.

Considerations include:

G Requirements and procedures of the task.

G Applicable publications, procedures, and instructions.

G Equipment and tools required.

G Adequate resources to complete safely.

G Technical Operations mitigation strategies that you may take to reduce the operational consequence of an interruption. The mitigations you choose will vary depending on the situation.

G Compliance with applicable maintenance alerts.

G Integrated Risk Management Checklist (IRMC) if ORM is in support of a project.

3. Identify the Operational Consequences Identify the NAS Services that will, or could potentially be affected during the execution of the plan. When identifying the operational consequences you must consider likelihood and credible worst case scenarios.

Other considerations include:

G Adverse effects to personnel safety.

G Adverse effects to Air Traffic’s ability to provide services.

4. Communicate Prior to coordination, an exchange of information, including an informal dialogue between Technical Operations personnel and Air Traffic personnel that can help identify the potential operational consequences and which mitigation strategies you could use.

Considerations include:

G Communicate the likelihood of potential impacts.

G Communicate the severity of potential impacts.

G Communicate credible worst case scenarios and mitigation strategies.

G Modify your plan as necessary based on feedback received.

5. Coordinate The formalized established process for the request and approval of interruptions, sharing interruption information, or changes to NAS status.

Considerations include:

G Coordinate the activity with the appropriate Control Center(s).

A Share all pertinent information with the Control Center.

A Accomplishment of appropriate coordination.

G Knowledge of additional coordination and notification requirements should there be a change to the date, time, or duration of the approved activity.

6. Implement Mitigations Carry out the planned mitigations for the approved coordinated activity to reduce the risk of an operational consequence.

Considerations include:

G Technical mitigation strategies including using the backup system, alternate channel, support equipment/system, or any test equipment.

G Non-Technical mitigation strategies including scheduling to minimize impact and ensuring availability of proper personnel.

G Testing required mitigations to confirm proper operation of required support equipment, standby equipment and/or backup systems prior to conducting the scheduled activity.

G Technical Operations and Air Traffic are prepared to implement their mitigation strategies prior to conducting the scheduled activity.

7. Accomplish Safely Execute the plan in unison with other applicable considerations.

Considerations include:

G Use of proper Personal Protective Equipment (PPE).

G Coordinate and mitigate environmental impacts.

8. Close Out Upon completion of the plan perform restoration activities.

Considerations include:

G Equipment operational status.

G Proper certification.

G Return to Service (RTS) activities.
