SCOPE OF WORK

1.1 PROJECT SCOPE AND DESCRIPTION:

This document defines the requirements for design and replacement of approximately 14,980 Sq. Ft. of the EPDM roofing with a minimum twenty (20) year roof warranty on the Federal Aviation Administration’s Colorado Springs Airport Traffic Control Tower (COS ATCT) Base Building located on Peterson AFB at 460 Kincheloe Loop, Bldg. # 205, Colorado Springs, CO 80914.

The current Base Building roofing system has reached the end of its useful life. The roof has experienced numerous leaks over the last 40+ years and has had numerous sections replaced due to new equipment placed on the roof and leak repairs. See Appendix A for additional preview of the existing roof. The work described herein will be procured and delivered in accordance with the current FAA standards, meet the minimum uplift requirements per ASCE 7, International Building Code (IBC), FM 1- 90, and ASTM D7877 testing. If there are any conflicts between applicable codes, the most stringent will apply. Any drawings and documentation provided by the FAA regarding the current system are for reference only and will be field verified by the Contractor.

A. The Contractor will verify the existing conditions prior to creating the design drawings and specifications, see Appendix A-E Drawings. The Contractor will thoroughly examine the existing roof system, parapet walls and caps both on the Base Building, the Link between the ATCT and Base Building, and adjacent Vestibule roof in order to confirm the existing roofs’ composition, prior to replacement roof design. A recent inspection of the roof and core samples determined the existing roof is a steel pan deck with insulated concrete base covered by tapered Polyiso insulation board, and EPDM roof. The Contractor FAA will confirm if the existing roof contains asbestos material and will advise the Contractor. act accordingly, see Appendix D.

a. Removal and replacement of the roofing system will include at a minimum, the parapet cap, interior wall lining, and associated appurtenances, i.e., vents. The interior parapet walls will be examined for any damage, mold, etc., remediated, repaired, and replaced as necessary. Should repair within the parapet wall be required, the FAA and Contractor will then enter into an equitable and approved change order to the contract;

b. The underlying roof insulating concrete will be examined for moisture infiltration, damage, and repaired. The existing tapered Polyiso board will be replaced, providing a minimum of ¼ inch per 1 foot slope for drainage or positive drainage to the corner roof drains. See Appendix E (1) Drawing.

c. Maintain integrity and functionality of the existing electrical lightning protection system overlaying existing roof. Replace all adhesive and mechanical mounting cable clamps of the lightning protection system located on the Base and Link roof and parapet walls. Replace and repair if required all mechanical lightning protection system roof clips, mechanical connections and fasteners such as those on the ends of bonding jumpers connected to exterior metallic louvers, vents, HVAC/RTU units, roof drains, etc.;

d. Remove and replace as necessary, the same two existing roof access ladders on the Base Building Roof in order to access replacement of the roof;

e. Remove and replace any portion of the safety rail in order to access replacement of the roof;

f. Remove and replace the ballast pavers on the Link roof with a fiberglass floating walkway. The walkway will have coarse, gritted epoxy coating enhancing traction.

Approximate dimension of the walkway is 6’W by 12’L. See Appendix E(3) Drawing;

g. The Link roof walkway will be elevated above the new EPDM roof on approved pedestal stands or equivalent to the existing Bison support pedestals;

i. Replace the roof with Carlisle FleeceBACK EPDM (Black) 115 mil minimum or equivalent for protection against hail damage; and

ii. Provide manufacture’s recommendation for both mechanically or chemically Appendix. attachment.

B. The Contractor will replace and relocate the exterior gas lines supplying the four rooftop RTU/HVAC units. To reduce the trip hazard, the gas lines will be relocated along the base perimeter of the parapet walls to minimize the numerous step-overs/trip hazards they currently pose. See Appendix E (4) Drawing.

Match dimensions and replace all existing gas lines (Main gas line is 1-½-inch O.D.).

The two split system RTU/HVAC Units 1 & 2 will share a 1 1/4-inch line branched off the 1 ½-inch main ensuring there are shutoff valves located at each Unit and configured to allow the redundant unit to remain operational in the event one requires maintenance or replacement. The remaining two packaged RTU/HVAC Units 3 & 4, will be branched off from 1-1/2-inch line with 1-inch lines.

The gas lines will be elevated and supported by rubber pipe ramps every 20-feet to avoid any trip hazards, and placed avoid any standing water.

All new gas lines are to be painted yellow to indicate natural gas using a metal etching primer followed by a high quality, UV stable enamel paint. All RTU/HVAC’s will receive new shutoff gas valves and regulators. MegaPress-Viega press fittings or their equivalents are not authorized for use.

C. The Contractor will evaluate the removal and replacement of the roof in the immediate vicinity of RTU/HVAC Units 1 & 2 Refrigerant lines, power & control system and conduits, and protective hail shields. If the Contractor determines, after consultation with the FAA, that the above mention utilities interfere with the removal and replacement of the roof, then the Contractor will determine an approved means and method with collaboration of the local FAA site representatives. The Contractor may find it necessary to provide a new overhead support framework, associated power & control system conduits, and additional protective hail shield (as necessary) for allowing unencumbered replacement of the EPDM roof and access to RTU/HVAC units.

D. At all times, in relation to work in the vicinity of RTU/HVAC Units 1 & 2 Refrigerant lines and conduits, ensure that one Unit remains operational during the shutdown and support/relocation of systems to the other Unit. Upon completion of support/relocation of each of the Unit’s system, a complete and satisfactory test will be completed with FAA approval.

E. The Contractor will furnish all labor, equipment, materials, transportation, insurance, notification, licenses, permits, fees and supervision necessary to provide a complete design to replace the existing roof to include installation of the final approved design. Design will include the development of drawings, specifications, sequence of events, and Construction plans. Any activities that may have the potential to affect FAA systems will go through Operational Risk Management (ORM) meetings and reviews. The Contractor will incorporate ORM concepts into their Construction plans. Refer to ORM Concepts document in Appendix C for more information.

F. Upon FAA approval of the design documents, the Contractor will furnish all material, labor, equipment, tools, layout, and supervision to remove the old roof system and install the new roof. The Contractor is responsible for providing a complete and functioning operating system.
