697DCK-22-R-00001, Amendment 0004

1. Question: If there is abatement, a potable water source will be required, preferably with a 3/4" garden hose connection. Where would this be in relation to the work area?

Response: Abatement is not necessary since the asbestos results are negligible. A full asbestos report will be provided via amendment. A water bib is located on all 4 sides of the Base Building.

2. Question: If there is abatement required a minimum of 2 - 50A 240V circuits will be required.

Is this available at the site? If so, do we need to provide the electrical panel connections and where is a suitable panel located in relation to the work area?

Response: Abatement is not required.

3. Question: For the refrigerant lines and associated piping/conduit, are you looking for a remove and replace or suspension of the lines for roof access and replacement? Is this part of the design to find best solution?

Response: The Contractor is responsible for ensuring the refrigerant lines and associated piping/conduit are supported during the removal and replacement of the roof (EPDM, insulation board, etc.). The intent it NOT to replace refrigerant lines and associated piping/conduit.

4. Question: Will the roofing work require electrical work for the MAU’s and RTU’s

Response: If the Contractor, can remove and replace the roof under the existing lines, then electrical work will not be required.

5. Question: Is the existing insulated light-weight pour, that is in place over the steel decking, going to remain or are we to remove all roofing , insulation “and” the light-weight concrete down to the metal roof deck? One area says the existing pour is to be repaired and another says the roof removal is down to the deck …(see 02 03 00 – General requirements: Page 6, B-1 Architectural).

Response: Yes, the existing insulated concrete will remain. It is anticipated after the recent inspection for asbestos the insulated concrete will not be removed nor the insulated underlayment between the steel deck and bottom of the insulated concrete layer.

Only the EPDM roofing and poliso board will have to be replaced. Any damage to the insulated concrete below this will have to be repaired with a suitable and approved material.

6. Question: Is the existing insulated light- weight pour tapered or level?

Response: It is assumed the concrete is level and is from the original drawings, otherwise the weight would not be distributed equally on the roof.

7. Question: If the light- weight pour is to remain, what are the suggested products for repairing it? ( Scope of Work item: 1.1, A-b references repairing same )

Response: Offerors should use their expertise to make a recommendation. FAA approval is required.

8. Question: Is the Polyisocyanurate insulation, that is existing, over the light-weight tapered or flat-stock?

Response: The insulated concrete is level and Polyisocyanurate board is tapered. According the existing drawings, the roof had a BUR above the insulated concrete and then an EPDM roof replaced it with a tapered roof.

9. Question: Has there been any confirmation that the “Presumed Asbestos Containing Material (PACM) is “indeed” in place and where, or was it all removed at the last re-roof ?

Response: An asbestos inspection was recently conducted and the final report summary dated 30-OCT-21 states the following "After point count analysis, <0.25% tremolite asbestos was found in the concrete-like layer (above loose Styrofoam pellets at roof deck. This is below the CDPHE and EPA regulated quantity of >1% asbestos; however, OSHA worker protection still applies." Therefore, caution is required to remove the existing roof down to the insulated (concrete-like layer) concrete, so as not to disturb and to prevent repairs.

12. Question: Will the roofing sub-contractors be required to provide bonding for this project or just the prime contractor ?

Response: The FAA will issue a contract with the prime contractor, not the subcontractor. The prime contractor is responsible for bonding.

13. Question: Will the contractors be able to provide interior protection, or will there be a lot of “activity” on the interior of the facility preventing same?

Response: The interior of the Base Building is not expected to be affected, unless there is an inordinate amount of particulates that are stirred up, that the HVAC systems have to be temporarily shutdown.

14. Question: Are there any roof penetration items that are extinct and no longer needed?

Response: No.

15. Question: Can roofing asphalt be used for adhering the insulations, after the initial layer ?

Response: Use of the manufacturer's required and approved adhesive only.

16. Question: Can the metal flashings be limited to Pre-finished 24 gauge steel? (or Pre-Finished 22 gauge steel ?)

Response: 22 gauge steel is preferred.

17. Question: Is the existing lightning protection up to code or does it need to be brought “up to code” ?

Response: The existing lightning protection system will remain in place and is up to FAA code.

The various approved clips and adhesives for reattaching the system to the new EPDM and parapet caps will be replaced. The lightning protection system will remain in operation and may require temporary disconnection from time to time and reconnected by COB. There is no welding of the system, only mechanical connections.

18. Question: The pedestal pavers and walk pads, are they to be replaced or reused?

Response: The pedestal pavers are to be removed and new walk pads are to be replaced.

19. Question: Is the parapet cap to be replaced?

Response: It is anticipated that the parapet cap will be replaced.

20. Question: Are there blueprints or drawings for how the taper is supposed to be installed?

Response: Review drawing RME-601(BB)-40376-A7 Reflected Ceiling Plan with Roof Plan.

21. Question: Is the Government aware that there is a nationwide shortage on roofing materials, due to supply chain issues? Specifically, the Polyiso thermal board and roof membrane. Our suppliers are stating that the polyiso can be delayed up to 10 months and that the roof membrane could be delayed until March.

Response: Yes

22. Question: Attachment J-1 SOW, section 1.1 A.f. Includes gritted epoxy coating, which is not typically part of a roofing or waterproofing system, can additional clarification for this product/installation be provided.

Response: Please review this section, the gritted coating is on the floating walkway.

23. Question: Attachment J-1 SOW, section 1.1 A.g. Includes protection against hail damage for the roofing system and the Specification 07 53 23 1.3 D.2. includes Severe Hail (SH) hail resistance rating. Is hail protection coverage required to be included in the warranty and if so, what size hail?

Response: Follow the FM rating. The typical Warranty under "Terms, Conditions, Limitations" of the manufacturer states that application and material are warranted and damage by natural disasters are not warranted.

24. Question: Is replacement of the gutters and downspout on the lower section required?

Response: No

25. Question: It was mentioned on the site survey that an updated spec as provided. The version we see on sam.gov is August 2021 (Amendment 001 - October 5, 2021). Is this the most current version or is there another coming?

Response: Yes the August 2021 version provided in Amendment 0001 is the most current version.

26. Question: Is the existing roofing system tapered insulation or is the decking sloped?

Response: Please review the drawings.

27. Question: Please confirm all roof sections are metal decking?

Response: The roof has a metal decking with the built up layers of insulation and EPDM. Please review the drawings.

28. Question: Are there any utilities/conduits installed up inside the decking flutes on the underside of the metal deck that pose a risk of being damaged by roof fasteners?

Response: It is not anticipated that there is a risk of utilities/conduits inside the decking flutets that may be damaged. The Contractor will have the opportunity inspect.

29. Question: Is a state roofing permit required to be pulled by the installer for this project?

Response: A state roofing permit is not required. This is a federal government project, on federal property.

30. Question: The SOW and Amendments 1 & 2 do not appear to provide bidders with sufficient information to determine whether the roof will require taper insulation to be provided in addition to the EPDM roofing material in order to meet current Code requirements (min. R30).

How should bidders address the potential costs associated with the taper insulation and possibly raising the height of the roof, parapets, equipment and piping, etc. by an additional 2-3 inches?

Response: Review the drawings that require 1/4"foot grade. The Contractor is to design the grade based on this requirement. The existing roof is built in this manner and the insulation and insulated concrete will remain in place. See the photo for latest cross section view.

31. Question: We did not see any liquidated damages in the solicitation documents. Please confirm that there are no liquidated damages related to this opportunity.

Response: Liquidated damages are not include this requirement.

32. Question: We understand that the response to question no. 10 implies that no price schedule form will be provided / requested by the FAA. Is there a preferred format / level of detail for the cost breakouts, including unit rates and quantity / hours, materials, and other direct costs, overhead and profit for labor that are requested by the FAA and referenced in Sections B, L & M?

Response: Price proposals must be submitted in accordance with M.3 CONSIDERATION OF PRICE in 697DCK-22-R-00001.

33. Question: does the FAA still intend to issue an amendment 0003 replacing Appendix B ASBESTOS OPERATIONS AND MAINTENANCE (O&M) PLAN and addressing the current potential for ACM?

Response: An asbestos inspection was conducted for FAA after the site visit. The final report summary dated 30-OCT-21 states the following "After point count analysis, <0.25% tremolite asbestos was found in the concrete-like layer (above loose Styrofoam pellets at roof deck. This is below the CDPHE and EPA regulated quantity of >1% asbestos; however, OSHA worker protection still applies." Therefore, caution is required to remove the existing roof down to the insulated (concrete-like layer) concrete, so as not to disturb and to prevent repairs.

34. Question: While not a design-build for a new or replacement building (per amendment 0002), this SIR is a request for design-build relative to the roof system, with the contractor engage a designer to participate in the site survey and produce documents in accordance with the deliverables schedule, correct?

Response: The Contractor will produce shop drawings before confirming product orders or proceeding with work.

35. Question: 01 10 00 Summary of work 1.2‐E‐ I wanted to verify that the insulated concrete is being demolished and replaced?

Response: The insulated concrete is not to be removed or replaced; however, if the insulated concrete is damaged during construction it will have to be repaired.

36. Question: 1.1.A.g.i states the roofing material for the Link Roof to be Carlisle Fleece BACK EPDM (Black) 115 mil minimum or equivalent for protection against hail damage. The specs in section 075323 lists four different roofing manufacturers and the requirement for the membrane to be 115 mil. Carlisle is the only manufacturer that meets this specification requirement;

therefore, the government has sole sourced the material to a single manufacturer. The project documents make no reference or provide any sole source documentation to support this. Please provide clarification. (Note: all manufactures can provide alternatives for protection against hail damage)

Response: The FAA requirement is for 115 mil minimum thickness.

37. Question: Per Q/A question #16 provided in Amendment 01, the FAA is requesting for a handrail/guardrail at the Link Roof; however, no information is provided in the documents addressing this. Appendix A makes no reference to this, as does the drawings make no reference to this. Please clarify and provide clear guidance as to the requirement.

Response: Part 1 - General, Section 1.2 I - "Install an FRP walkway…. handrail/guardrail to meet current OSHA requirements of 42-inch height." SOW was provided to Bidders prior to the walkthrough and referenced the walkway. The opportunity to verify measurements at that time.

38. Question: Per the site walk, it was stated the FAA was having the roof tested for asbestos, and while the testing was being completed the determination of the existing roof was to be investigated. Was the determination made as to the minimum thickness of the lightweight concrete? Is the lightweight concrete sloped/tapered? Is any insulation “sandwiched” between layers of lightweight concrete? Please provide this information as it is required to determine the length of fasteners to be utilized.

Response: The lightweight concrete (insulated concrete) is 2" thick, the Polyisocyanurate board is tapered and varies in thickness to obtain the required grades.

39. Question: Are there costs associated with securing access to FAA facilities, information and / or systems or resources?

Response: There are no badging costs. However, vehicles and drivers have to be insured to gain access to Peterson Air Force Base.
