1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP
Q54: In the purchase description definition of LU90, what is meant by “a terminal block with two (2) 20 amp spare circuits ignition only for radio, and mounting provisions for warning and flood light controls shall be provided”?
A54: Section l. specifies the configuration for the center console. The warning and flood light controls shall be mounted in the center console. Two (2) electrical circuits shall be provided so the end user may install their radios after delivery. The two electrical circuits may be terminated at a "terminal block" or a connector, intent is for customer to connect radio power circuits.
Q55: In the purchase description definition of LU90, is this the already known Black Rac Retention System?
A55: Yes, Blac Rac solution is acceptable or an actual locker- vault depending space available on the offered vehicle.
Q56: Intermittent low beam/Fog light is deleted on LU90. Is that right?
A56: Correct
Q57: Protection foils on B-/C-Columns are deleted on LU90. Is that right?
A57: Correct
Q58: In the purchase description definition of LU91, the known Black Rac Retention System is described. Is that equal to LU90, position (m.)?
A58: The Blac Rac installed in the trunk on the sedan is an acceptable solution, same as LU90 on a sedan.
Q59: In the purchase description definition of LU92, is this the already known Black Rac Retention System?
A59: No, a locker or vault is required instead of the Blac Rac. The intent is to conceal the weapon from public view in the rear cargo on SUVs or van wagons.
Q60: In the purchase description definition of LU92, we assume that the platform (dog cage) is for one dog. Is that right? Shall the cage take advantage of the entire vehicle width? Do GSA have some more details regarding door sill requirements for easy cleaning? Maybe some examples (pictures) are available?
A60: Requirement is for one (1) dog. Provisions shall be full width so the dog can exit either side of the vehicle in addition to through the front doors.
Q61: In the purchase description definition of LU92, does it mean a full partition grid behind the front seats? Or is a plastic guard on the front side of the dog cage sufficient? Is the rubber mat for the whole cargo trunk or for the base of the dog cage?
A61: The intent of the guards is to prevent the dog from chewing on the driver and front passenger headrests. The barrier may be full or partial width. The rubber mat is for the dog cage only.
Q62: In the purchase description definition of LU92, what is the remote pager requirement?
A62: A remote pager is a wireless device carried on the police officer, heat sensor activate remote alarm (audio or vibration) when the officer is not in the vehicle. The range is limited by the commercial product offering and not specified by GSA. Typical range from vehicle is approximately 100 meters.
Q63: There has been to date an extensive ongoing internal discussion in so far as to how to structure the 1-day registration. We have come to the conclusion that the only way we can provide with this is by doing the first day registration under the GSA/end user name. Can you please confirm whether we are correct in making this assumption? Furthermore, will we be provided with a VAT and Tax exemption certificate?
A63: The process is a little different for OEMs and Resellers. OEMs can sell the Government vehicles directly and show the relevant authorities that GSA Fleet Europe is on the tax exempt list. OEM’s can sell the Government vehicles without the 19%. For resellers, it's a little different because resellers have to buy the vehicles from the OEMs, and the OEMs in theory have to charge the resellers the 19% because the resellers are NOT on the German or Italian tax exempt list. Even if the resellers are selling the vehicles to the Government eventually, the resellers still should pay the 19% up front to the OEM’s. After the resellers sell the vehicles to the Government, the resellers can take the VAT form that is provided and go to the relevant authorities and get reimbursed the 19%.
Regarding the one day assignment, prospective contractors shouldn't put the Government as the registrant for the one day assignment. Prospective contractors need to find a way either through a dealership or the OEM to get the one day assignment done without listing GSA Fleet Europe. All of the one day assignments from the OEMs had their own OEM names on the one day registration. Current resellers have figured out a way through their OEM partners to do the same.
