PREVIOUS EDITION UNUSABLE

1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP

Q1: The options are incorrectly listed for the 13Z. Can we quote the new LU90, 91, 92 Packages if GSA lists them accurately?

A1: No, The legacy options (DHU1, DHU3, LE1E, LE2E, LE3E,LE4E) are set to "Not Available" in ROADS for SIN 13Z. The LU 90, LU91, and LU92 law enforcement options are limited to SINS 17Z, 105Z, and 30Z."

Q2: What is the deadline for proposal submission?

A2: Pre-Proposal Conference - October 3, 2019 at 0800-1000

AutoBid due date/time – November 06, 2019 at 3:00 PM

Proposal due date/time – November 07, 2019 at 12:00 noon

Q3: Will the solicitation open up again after the Deadline of the Oct. 24th to adjust pricing and body related details?

A3: No, at this time, the Government intends to make awards without discussions. This means when AutoBid closes on November 06, 2019, all pricing must be submitted by the given deadline. All other data, to include body related details, has already been submitted during the AutoStandards phase. If this data needs to be revised, this should be indicated on your proposal submission for the engineers to review.

If your firm needs to take technical exceptions to the Federal Standards, these must be submitted with your proposal submission on the appropriate attachment by the proposal submission deadline, November 07, 2019.

Q4: Can we make a “ADD MODEL” REQUEST for Europe 2020 in first week of solicitation?

A4: No, at this time, the Government IS NOT accepting alternate models at this time. The Schedule of Items listed in Attachment F1 are the only models GSA is seeking at the moment. If a model was not included this year, it was determined by the program office and engineering the line item is no longer necessary.

Q5: Do you have the LU Options for Mobile Office and Law Enforcement broken down on separate sheets or excels?

A5: Yes, the requirements for the Law Enforcement options and the Mobile Office conversion packages are located in the European Light Vehicle Purchase Description, attachment E1.

The Law Enforcement Options have separate attachments for submission. Please use attachments M, N, O, and P as required by the solicitation requirements.

The Mobile Office conversion packages should be priced and submitted with all other options during your proposal submission. There are no special submission requirements for the mobile office option.

Q6: FUEL: There seems to be an issue since the fuel economy data is in “imperial” (except for grams}) and EU standards are liters/100km , is this correct?

OPTIONS. Also, how can there be a column “FY2020 Previous Year Price”?

A6: 1) The European program does not require fuel economy data. This data set is not applicable to Outside the Continental United States (OCONUS) contracts.

2) The FY2020 Previous Price column is for the previous contract price. This column would indicated the previous price awarded for a FY2020 vehicle model.

Q7: Will these vehicles require a 1-day registration?

A7: Yes, they will require 1-day registrations. All GSA vehicles will be registered through various Military Motor Vehicle Registration (MVR) offices throughout Europe. At this point GSA does not use the "Zulassungsbescheinigung Teil 1+2". In other words, GSA is not shown as the owner on the European Certificate Of Ownership (Teil 2) due to the fact that GSA uses a different registration method. It becomes problematic as soon as GSA sells these vehicles to the open public in Europe. Without the "one day assignment", GSA would sell the vehicles with a blank (no previous owner) Teil 2. Therefore the vehicle (even though it's been used for several years) counts as new. That could create a high risk for potential buyers if they want to register the vehicle.

Q8: Can you please expand on what is required with respect to the Abwicklungsschein & Zulassung in Section C.20 of the solicitation?

A8: The "Abwicklungsschein" is basically a tax form. GSA Fleet Europe is covered under the SOFA (Status Of Forces Agreement) and therefore exempted from paying local taxes. The "tax free" option only applies to direct business between GSA Fleet Europe and a contractor.

Q9: Will the FedBizOpps transition to the new SAM system affect this solicitation?

A9: Yes; the FBO transition to the new beta.sam.gov website will become effective November 8, 2019. GSA will keep all interested parties updated as information becomes available. Interested parties should go ahead and request an account on beta.sam.gov in anticipation of the transition.

For additional information, please use the link provided below:

https://www.gsa.gov/cdnstatic/FBO_Is_Transitioning_to_Beta_Factsheet_%281%29.pdf

Q10: There is a fuel and emissions standard tab. Do we ignore this now if Europe is not required to submit fuel and emissions?

A10: Yes, please do not submit fuel and emissions requirements.

Q11: How does the 1-day registration work?

A11: New European vehicles (from the OEM) will be issued with a Certificate Of Ownership (see attached "Zulassungsbescheinigung Teil 2"), which shows the owner of the vehicle. If no "One Day Assignment" was done prior to providing the new vehicles to GSA Fleet Europe, the Certificate of Ownership stays blank. This will create a problem selling these vehicles after they have reached their life expectancy (i.e. changes on emission standards, etc.).

Q12: We would like to apply for an extension of the deadlines (submission of bids until November 8, 2019; deadline for questions until October 18, 2019), is this possible?

A12: Yes, the Government WILL EXTEND the open period for QUESTIONS until October 18, 2019. The Government WILL EXTEND the open period for AUTOBID until November 06, 2019. The Government WILL EXTEND the open period for PROPOSALS until November 07, 2019.

Q13: 52.215-6 “Place of Performance” in SAM, does this need to be entered before or after Award?

A13: The place of performance needs to be entered before award.

Q14: If CVPG or CVPI options are not selected where is the final delivery? Do any deliveries go outside the EU?

A14: No, all deliveries either go to Germany or Italy. No other delivery locations apply to the Europe solicitation.

Q15: “Wheels-Off-Ground” from Final Assembly to Destination? Completed units need to be transported vs. driven? Is there a GVW limit to this? Does this include upfitted units?

A15: Yes, Wheels-off-ground delivery is a requirement for light vehicles, but contractors may use standard commercial practice for medium/heavy vehicles and buses.

Q16: Is Form DD250 or GSA 308 used for Final Inspection? Where does Final inspection take place?

A16: No, the DD250 and GSA 308 are domestic forms and not used for the European program. The Final inspection takes place upon delivery at the CVPC.

Q17: Is there a KG weight limit where Fuel economy or Green house score are not applicable?

A17: No. GSA does not require the submission of GHG or fuel economy figures for this solicitation.

Q18: Where do we get the Abwicklungsschein form from?

A18: The form can be downloaded online at http://abwicklungsschein.de/en/

Q19: Who supplies the Zulassong Part I & II? Would this be equivalent to an MSO in the US?

A19: The "Zulassungsbescheinigung Teil 2" will be provided along with the vehicle and is similar to the Certificate of Ownership in the U.S. Whoever is in possession of this document owns the vehicle. The "Zulassungsbescheinigung Teil 1" will be issued by the local European registration authorities as soon as your firm registers the vehicle. This document (or a certified copy) must be maintained in the vehicle while driving. It proofs that the vehicle was officially registered by the owner. GSA does not use this registration method in Europe while these vehicles are in service with U.S. Forces.

Q20: Does the “Certificate of Conformity” just apply to passenger vehicles & motorcycles or would it apply to 4,500 Kg weight class or above?

A20: The CoC applies to all the vehicles under this solicitation. There are no motorcycles.

Q21: Do any Trade Agreements apply if Chassis and body are both produced in the EU & delivered within the EU?

A21: This requirement is covered by FAR 52.225-5 Trade Agreements. It is NOT governed by EU-specific trade agreements. There may be countries which are party to EU-specific trade agreements that are NOT eligible under FAR 52.225-5.

Q22: Clarification: “NMY” if known should be included in original solicitation due on 10/24/19, if unknown at that time, should be submitted to GSA prior to 9/30/20?

A22: All proposed line items must be model year 2020. NMY information, including pricing, must be submitted by September 31st of each subsequent year. See section C.14 and G.3 of the solicitation for additional details.

Q23: What Shipping costs are contractor responsible for?

A23: The contractor is responsible for ALL shipping costs. The shipment terms under the contract are FOB Destination (see FAR 52.247-34).

Q24: Where can we get a copy of the Slide show from the Pre-Proposal call?

A24: A copy of the pre-proposal conference slides will be made available on FBO.gov, under the current solicitation 47QMCA19R0012.

Q25: What’s best plan for handling metallic paint for 2020?

A25: If the metallic color is STANDARD, the base price must included at no-cost. If there is an additional cost associated with the color, this would be fall under the CPT option and NOT be included in the STD paint tab. Option CPT is for colors that require an additional cost (typically those that have metallic included).

Q26: Regarding “D.6 Time of Shipment”- Required is a shipment within 120 calendar days after receipt of an order for light vehicles. Is it possible to extend the number of calendar days to 150?

A26: Any request for After Receipt of Order (ARO) shipment extension must be submitted in the exceptions to the terms and conditions section of the Vendor Response Document, Attachment C, and a decision will be made after proposals are received.

Q27: Regarding “First Registration”- Until now, your vehicles have been registered for the first time before delivery (duration 11 days). Is this still desired? If yes, would a 1-3 day registration be sufficient?

A27: Yes, one-day registrations are required for ALL vehicles delivered under this solicitation. The 1-3 day registration is sufficient to meet the Government’s requirement.

Q28: A data sheet in accordance with Appendix K. must accompany to each vehicle. Is it sufficient for the contractor to provide the required information only in text form? Does a barcode be inserted in the data sheet? If yes, can the appropriate typeset be provided by GSA?

A28: Yes, the data sheets can be in text form. The barcode will not be used initially, due to the fact that there are no suitable scanners available (maybe after the first year of the new contract). The appropriate typeset will be provided after contract award.

Q29: Is it possible in the future to transmit orders in an electronically readable format or as a formatted Word file? Electronically readable formats could be transmitted directly into our systems (-> avoidance of errors during manual data processing).

A29: Yes, this requires Electronic Data Interchange, EDI, and can be set up after contract awards at the contractor’s expense.

Q30: The Certificate of Conformity (COC) must be placed in each vehicle prior to shipment. Please note, that the COC is part of the registration documents (“Zulassung” Part I and II) and has always been sent to EURO-IFMS. Can this also be done in the future?

A30: Yes, the Government prefers receiving the COC prior to shipment with all other documents like in previous years.

Q31: Could you tell us, if there really will be a demand for 17Z Sedans as Police Vehicles in the future? Is it possible for the GSA to add LU packages for the vehicle category 99Z as additional equipment?

A31: GSA will leave the LU options active on SIN 17Z. Options LU90 and LU91 have been activated for SIN 99Z.

Q32: Regarding Volume 1 - Administrative Requirements – Tab C “Financials”, - Whose accounts should we need to provide you with in USD?

A32: The Government requests the financial documents from the firm submitting a proposal. If your firm has a parent company, please do not submit those financials. Submit your firm’s financials.

Q33: Regarding Volume 1 - Administrative Requirements – Tab C “Financials” - These accounts need to be verified by our auditors or can our Chief Financial Officer do that?

A33: According to section: F.1 ADDENDUM TO 52.212-1 - INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS,

4. SUBMISSION CONTENT AND FORMAT OF PROPOSALS,

TAB C – Financial Information

The Offeror must submit information to demonstrate financial resources in accordance with FAR 9.104-1. The Offeror must include a copy of its audited annual report, an audited consolidated financial statement, or such other information which demonstrates the Offeror’s financial stability for 2018, 2017, and 2016. Clearly identify current assets, current accounts receivables, and current liabilities in each supporting document submitted for each of the 3 years submitted. All Financial Information submitted must be presented in whole U.S. Dollars. The Government may utilize other means to determine financial capability that may require additional financial information be submitted.

Q34: Regarding Volume 1 - Administrative Requirements – Tab C “Financials” - In order to convert our accounts from GBP to USD, are we right in assuming that we can use the exchange rate at 12/31?

A34: Yes, your firm may use the exchange rate in effect for the end date covering the period of the specific financial reporting year.

Q35: Regarding clause C.3 (solicitation page 17) and in counter argument with point E.6 “place of performance” - According to clause C.3 shipment needs to be processed from the manufacturer’s plant. In the case of non-OEM participants, can shipment be processed from a consolidated point other than manufacturer’s plant? This will allow us to take control over contract deliverables and ensure that vehicles are received in line with contract requirements. i.e. identification of vehicles as set out in point C.4 and other requirements as set out in points D.7 and D.8 amongst others.

A35: Yes, the shipment of vehicles can come from a consolidated point other than the manufacturer’s plant.

Q36: Regarding D.15 F-FSS-200-B DELIVERY--F.O.B. DESTINATION (MAY 1991) – Is it expected that vehicles are delivered to places other than CVPC Germany and CVPC Italy?

A36: No, all deliveries will be limited to only those locations in section C.5 CNS DELIVERY REQUIREMET.

Q37: Regarding D.15 F-FSS-200-B DELIVERY--F.O.B. DESTINATION (MAY 1991) – In the event that vehicles are delivered to any final destination other than the above detailed, would we have any compensation in the event that extra logistical charges arise?

A37: No, the delivery locations are listed in section C.5 of the current solicitation. Delivery locations for new contracts are either for the CVPC in Livorno Italy, or the CVPC in Wakerheim Germany.

Q38: Regarding C.20 “VEHICLE DOCUMENTATION” & B.4 DEFINITIONS (Pricing) & C.1 DELIVERABLES - Who is responsible for “in-country” importation?

A38: The prospective offeror is responsible for all costs associated with vehicle importation.

Q39: Regarding C.20 “VEHICLE DOCUMENTATION” & B.4 DEFINITIONS (Pricing) & C.1 DELIVERABLES - Are vehicles exempt from VAT, import taxes or taxes of any other nature at final destination?

A39: Yes, all GSA Fleet Europe vehicles ordered under this contract shall be exempt from VAT and applicable taxes as spelled out in the SOFA agreement. The offeror that is providing vehicles to the Government is exempted from paying taxes because GSA Fleet is tax exempt IF the prospective contractor sells vehicles directly to GSA Fleet. One caveat is if there is a company that purchases the vehicle from an OEM and then resells them to the Government, the prospective contractor cannot claim tax exemption from the OEM at the initial purchase of the vehicle. The prospective contractor must pay the full price of the vehicle and then once the prospective contractor has proof of sale to the Government (IFMS... a tax exempt organization on Germany's list of tax exempt organizations) the prospective contractor can then apply for reimbursement of the VAT from the Germany government.

Q40: Regarding C.20 “VEHICLE DOCUMENTATION” & B.4 DEFINITIONS (Pricing) & C.1 DELIVERABLES - In the event that vehicles are tax exempted. Would we be able to receive any documentation, which proves that this is the case? Would you be able to provide us with a more expansive explanation on how this process works?

A40: A copy of the SOFA can be requested from the Government Printing Office (GPO).

https://www.defense.gov/ask-us/faq/Article/1777225/where-can-i-find-texts-of-the-various-status-of-forces-agreements-in-effect/

Status of Forces Agreements (SOFA) are published in a Department of State annual report titled: "Treaties in Force: A List of Treaties and Other International Agreements of the United States in Force." The latest report is available for sale from the Superintendent of Documents, Government Printing Office (GPO). To purchase the document, call the Customer Services — Print Procurement, Monday through Friday, at (202) 512-1205 or email procurement@gpo.gov. Their website is http://www.gpo.gov. The order number for the document is ISBN: 9780160807121. You may also be able to view this report at your local library or a large depository library.

Q41: Regarding C.20 “VEHICLE DOCUMENTATION” & B.4 DEFINITIONS (Pricing) & C.1 DELIVERABLES - Who would take care of the “in country registration process”? Can the GSA further explain how this process works?

A41: The prospective offeror is responsible for the 1- day registration.

Q42: Regarding D.10 552.216-72 PLACEMENT OF ORDERS (JAN 2016) (ALTERNATE I – AUG 2010) - Electronic Data Interchange (EDI) refers to an email exchange, or to any other particular system? If so, is this supplied by the GSA or would we have to provide one?

A42: The EDI is one method GSA submits orders to our contractors. There are three methods in which contractors can receive orders. 1) by facsimile (fax) 2) e-mail 3) EDI – This would be set up after contract award and at the cost of the contractor.

Q43: Solicitation C14 – Next Model Year - In our opinion, it is possible to adjust prices in connection with the NMY option in the event of changes in economic conditions. Have we understood this correctly?

A43: As a Firm-Fixed Price contract, the prices upon award will remain in effect until the Next Model Year (NMY), at which point the NMY language in Section G.2 will apply. Prices proposed during the NMY period will be evaluated to determine if the prices are fair and reasonable. There will be no change to the contract price during the same model year. Prospective offerors must factor this Firm-Fixed Price risk into their proposed pricing.

Q44: AutoVendor – 13Z – W500 - Option W500 is required for vehicle category 13Z. In the case of police vehicles, the radio was included in the LU packages. The radio requirements (LU packages) have also been defined precisely. For which purposes should W500 be offered for the 13Z?

A44: Option W500 has been DEACTIVATED on SIN 13Z.

Q45: AutoVendor – 99Z – The prospective offeror would like to offer the all-new Kuga for vehicle category 99Z. The technical data differ from the previous vehicle. Is it possible to change the OEM database (currently no changes are possible on the site “Minimum Requirements”)?

A45: KUGAEU is an active model in SIN 99Z, the prospective offeror shall submit updated data via the "exception spreadsheet" in accordance to the instructions in the RFP.

Q46: AutoVendor – 20Z - The prospective offeror would like to offer the new Ford Grand Tourneo Connect for vehicle category 20Z (a vehicle with two rear sliding doors). Can you add this vehicle to AutoVendor and allow us to enter technical data and pricing information?

A46: TOURNEOCU is an active model in SIN 20Z, the prospective offeror shall submit updated data via the "exception spreadsheet" in accordance to the instructions in the RFP.

Q47: AutoVendor – 7Z - The prospective offeror would like to offer the Fiesta for vehicle category 7Z. The actual technical data differ from the past. Is it possible to change the OEM database (currently no changes are possible on the site “Minimum Requirements”)?

A47: FIESTAEU is an active model in SIN 7Z, the prospective offeror shall submit updated data via the "exception spreadsheet" in accordance to the instructions in the RFP, Q48. Solicitation C12 – Invoicing - Besides submitting invoices electronically, is it also accepted to only send physical invoices instead to GSA?

A48: No, electronic invoices are required. The KC Finance mailing address is a PO Box and previous contractors have experienced issues submitting invoices to a PO Box due to lack of signature authority and FedEx and UPS will not deliver to this location. According to section C.12 of the solicitation, Electronic Invoices must be submitted to the following address:

http://fedpay.gsa.gov/

WHEN SUBMITTING AN ELECTRONIC INVOICE, FOLLOW THE INSTRUCTIONS PROVIDED AT THE WEBSITE.

Physical copies of invoices are NOT required to be submitted to the Contracting Officer or GSA Finance.

Q49. Is the electronical way of submitting invoices similar to the process of the recently terminated contract (i.e. registering invoices in fedpay by manually inputting invoice data rather than using an EDI with automized data transfer)?

A49: Yes, please follow the submission instructions located in section C.12 of the solicitation. Electronic Invoices must be submitted to the following address:

http://fedpay.gsa.gov/

WHEN SUBMITTING AN ELECTRONIC INVOICE, FOLLOW THE INSTRUCTIONS PROVIDED AT THE WEBSITE.

Physical copies of invoices are NOT required to be submitted to the Contracting Officer or GSA Finance.

Q50. If not, could you please provide details on process and system requirements (e.g. interface, data required, subscription, etc).

A50: Additional information on FedPay on the website (https://fedpay.gsa.gov/faq.shtml).

Q51: Regarding point E.6 “place of performance” – Can you provide a wider definition of place of performance?

A51: Place of performance for original equipment manufacturers (OEMs) would be the address where the vehicles are manufactured. The place of performance for re-sellers, non-OEMs, would be the addresses for the individual dealer lots the vehicles are sourced from.

Q52: Regarding AutoBid and Section C.14 Next Model Year - We are entitled to input a price in Autobid as “Optional Equipment” for the NMY (Next model year vehicle). Nevertheless, the process for proposing a NMY evaluation seems to be described in point C.14 in a more complex way. Can you please further explain the NMY option concept as it appears in Autobid so that we can input our pricing if applicable at the time of submission?

A52: The NMY options in AutoBid should reflect a price of $0.00. Pricing for the NMY options will be negotiated at the time of execution in accordance with section C.14 of the solicitation.

Q53: When offering a vehicle which includes options as part of the unit price (e.g. All weather tyres are not standard, so we would order them as an option to fulfill GSA’s minimum requirements) - are the prices for those options the ones which we consider as AS&E Unit Price?

If not, would you please have an example for features which make up the AS&E Unit price?

A53: 41 CFR 101-26.501 governs the application of additional systems and equipment (AS&E) in the context of the statutory price limitations:

§ 101-26.501 Purchase of new motor vehicles.

(a) It shall be the policy to procure commercially available motor vehicles, unless other vehicles are specifically required.

(b) New sedans, station wagons, and light trucks (other than those to be used for law enforcement or where other than standard vehicles are required) shall be procured as follows: Sedans, class IB-subcompact or II-compact; station wagons, class I-subcompact or class II compact vehicles, as described in Federal standard No. 122; and light trucks as defined in Federal standard Nos. 292 and 307. (Federal standard Nos. 122, 292, and 307 as used in this section mean the latest editions.)

Requisitions submitted to GSA for motor vehicles shall be in conformance with the requirements of subpart 101-38.1.

(1) Standard passenger vehicles as defined in Federal standard No. 122 are considered to be completely equipped for ordinary operation and are subject to the maximum statutory price limitation.

(2) Items (vehicles) included in Federal standard No. 122 other than those listed as standard (basic units) are considered to be equipped with additional systems and equipment for passenger vehicles.

(c) Requisitions submitted to GSA for the acquisition of new passenger vehicles and light trucks under 8500 GVWR (gross vehicle weight rating) shall be in conformance with Pub. L. 94-163 and Executive Order 12375.

(d) New trucks and buses shall be requisitioned in accordance with the provisions of this § 101-26.501 and the following:

(1) Light trucks shall be in accordance with Federal standard Nos. 292 and 307; and

(2) Medium and heavy trucks and buses, when not procured from standardized buying programs, shall be in accordance with the latest editions of Federal standard No. 794, Federal specification Nos. KKK-T-2107, 2108, 2109, 2110, 2111, and Federal specification No. KKK-B-1579. Standardized buying programs shall be based on these specifications as appropriate.

(e) Selection of additional systems or equipment in new vehicles shall be made by the requiring agency and shall be based on the need to provide for overall safety, efficiency, economy, and suitability of the vehicle for the purposes intended pursuant to § 101-38.104-2.

(1) The essentiality of such systems or equipment shall be weighed against the economic factors involved, the potential benefits to be derived therefrom, and the impact on the fuel consumption characteristics of the vehicle.

(2) Additional systems or equipment requested to be purchased by GSA will be construed to have been determined essential for the effective operation of the vehicle involved by the agency head or a designee. When systems or equipment other than those listed in Federal standards are requested, these systems or equipment shall be considered and treated as deviations under § 101-26.501-4(b).

GSA has interpreted this language to mean any equipment on the base vehicle above what is “completely equipped for ordinary operation” is considered to be additional systems and equipment (AS&E). Optional equipment and destination charges are not factored into this calculation. As an example, equipment necessary for ordinary operation would be the vehicle frame, body, wheels, engine, transmission, doors, electrical systems, etc. Additional systems and equipment (AS&E) could cover such things as power windows, radio equipment, backup camera, spare tire, etc. Such additional systems and equipment (AS&E) may be included in the Government’s minimum requirements, but are not necessary for the “ordinary operation” of a passenger motor vehicle. As such, vendors may assign a dollar value to AS&E for the base vehicle in AutoBid for GSA to consider in determinations of statutory price limitations compliance.

In order to make this compliance determination, GSA uses the following formula:

Offered base vehicle price - (destination charges + AS&E figures) = SPL calculation (The SPL calculation must be at/below the applicable statutory price limitation)

The following chart lists a few examples of fictional SPL calculations:

Line Item 10Z.1 would be considered compliant, factoring in destination charges and AS&E.

Line Item 17Z.1 would be considered compliant, factoring in destination charges, AS&E, and the higher police-type vehicle limitation.

Line Item 7Z.1 would be considered compliant without factoring destination and AS&E charges (offered price already below the stated limitation).

Line Item 9Z.1 would be considered compliant because SPL does not apply to any vehicle that is a commercial item and which operates on alternative fuel, including but not limited to electric, plug-in hybrid electric, and hydrogen fuel cell vehicles.

Line Item 8Z.1 would be compliant on the surface, but the SPL calculation is so low as to require additional clarification from the offeror (it is unlikely that AS&E would be over twice as much as the SPL calculated price).

Line Item 9Z.1 would not be compliant, even when factoring in destination charges and AS&E.

GSA does not require vendors to indicate what equipment is included in its AS&E pricing with offers, but offerors should maintain this information in the event of an audit. If the base vehicle offered price is already below the Statutory Price Limitations, offerors should simply insert “$1” in the AS&E fields. AS&E only applies to sedans and station wagons and is not applicable to vans, SUVs, and trucks.
