6. 08/13/2019 09/18/2019 The quantity of automatic operators required is not clear.

Door 108.1. HW set A700R. The HW set calls out for (1) operator. Does this mean that the operator is only activating 1 leaf or both leaves. Additionally, the door does not need closers on the door leaves that have an operator.

Omit automatic opener for 108.1. Please provide closers and crash bars for these doors.

7. 08/13/2019 09/18/2019 Door 100.2. HW set AC714. The HW set calls out for (1) operator. Does this mean that the operator is only activating 1 leaf or both leaves. Additionally, the door does not need closers on the door leaves that have an operator.

Provide automatic opener for both leaves and omit closers for these doors.

8. 08/13/2019 09/18/2019 Door 100.1. HW set A800V. The HW set calls out for (1) operator. Does this mean that the operator is only activating 1 leaf or both leaves. Additionally, the door does not need closers on the door leaves that have an operator.

Provide automatic opener for both leaves and omit closers for these doors.

9. 08/13/2019 09/12/2019 The automatic operator spec mentions Wall mounted

Push Plates for door activation, and also another section mentions Motion Detectors for door activation. Please clarify.

Remove reference to motion detectors; push-button operation only for all automatic openers.

10. 08/13/2019 09/12/2019 The automatic operator spec mentions safety sensors, including safety sensors for sliding doors. This should not be contained in the operator spec, as there should be a separate spec for sliding doors, because sliding doors have different equipment.

All sliding doors in project to be manual operation.

Omit reference to sliding door sensors in automatic operator spec.

11. 08/13/2019 09/12/2019 Spec section 08 17 10 Integrated Door Assemblies references HW sets 6D and 8. Neither of these HW sets are noted on the door schedule or in the other section of

12. 08/19/2019 09/12/2019 Sheet 107-G1-101 is indicating a 1-hour floor and 2-hour roof. Is this correct?

Yes. The 2-hour roof assembly is in advance of a future 2nd floor to be constructed in the future.

13. 08/19/2019 09/12/2019 Sheet 107-G1-002, detail top of the page indicates 1-hour assembly. Notes indicate 2 hours. Which is correct?

Roof assembly notes are correct; 2-hour assembly fireproofing required. Floor-ceiling assembly notes to read as follows:

“MIN. 1-HR SPRAY APPLIED FIRE RESISTIVE

MATERIAL PER SPECS.; CREST AREAS OF METAL

DECKING TO BE FILLED W/SPRAY APPLIED FIRE

RESISTIVE MATERIAL”

14. 08/20/2019 09/12/2019 Specification 01 35 26: Will the VA clarify whether the

Site Superintendent, if duly qualified, may also serve in the roles of the Site Safety & Health Officer and as the Contractor Quality Control manager, or will a separate individual be required for either of those two roles?

Assuming one person is qualified to perform the roles of Superintendent, Quality Control Manager and Site safety Officer, does the VA expect the roles of Superintendent, Quality Control Manger and Site Safety Officer to be filled by one person, two people or three different people.

The role of Site Safety & health officer and the Contractor Quality Control manager can be combined if the individual is qualified to perform both roles. The Superintendent must be a separate person.

QUESTION GOVERNMENT RESPONSE

17. 08/22/2019 09/12/2019 Can the VA please clarify what type of door and what hardware they expect for door 110.1, 143.2, 146A.1 & 146B.1? The door hardware specification 08 71 00schedule says the hardware is per the manufacture, but the basis of design manufacture is unknown, so we don’t know what to base our proposal on. In addition there are no elevations or jam/header/sill details for these doors.

Door # 110.1 looks to be an ICU Slider in plan but there are no Interior Elevations to confirm this, nor is there an ICU sliding door specification or sliding door specification. Please either provide a basis of design to match, a performance specification, elevations & details or a specification that describes this door system.

Doors #143.2, 146A.1, 146B.1 Are these opening supposed to follow specification section 08 41 13 Aluminum Framed Entrance and store front? If that is the case, spec 08 41 13 does not have any information regarding door hardware, are these to be lockable or are they just to be left so that they can slide open at any time? In reviewing specification 08 80 00 Glazing, I am unable to find any performance speciation for the “ONE WAY GLASS” Is this supposed to simply be a field applied film, or is it supposed to be a switchable file, or is it supposed to be done at the glazing manufacture? Please provide specifications and construction details and elevations for these doors. (See chart on pg. 22 for reference.)

These doors are to be unitized sliding-glass aluminum, manual operation. Basis of design is Stanley 3800. Paragraph 2.2B gives Guidance on one way vision glass.

18. 08/22/2019 09/12/2019 In reviewing specification section 13 49 00 and in speaking with several radio frequency manufactures it appears as if with the exception of removing the manufacturers name and the substitution statement from paragraph 2.1. A & B the specification used in this RFP was taken directly from the Nelco Worldwide web site http://www.nelcoworldwide.com/wp-content/uploads/2015/01/Section-134900-Soldered- Copper-RF.pdf (see attached as well). Nelco is one of many Radiation and Radio Frequency manufactures, and each one has their own unique manufacturing process and specification (means and methods) of achieving the equipment manufactures requirements. The issue is that by inserting their specification it makes it impossible for any other manufacture to meet every single detail that is specified. Basically this is a proprietary specification that would eliminate all competition if enforced. Is it the VA’s intent to make the RF shielding scope of work proprietary to this manufacture?

Our experience has been that the RF Shielding is a “follow on design build” scope of work similar to fire sprinklers and the most important salient characteristic for RF Shielding is that the final assembly meet the manufactures requirements and is tested.

Will the VA review and revise specification section 13 49 00 so as to make it a non-proprietary specification, or specify what the salient characteristics/performance requirements are that will be used to compare another manufactures product to, in order to meet the “Brand Name or equal” clause, or will the VA issue a brand name justification so that all bidders are bidding the same product.

Refer to attached revised specification section 13 49 00, provided in addendum 001

19. 08/23/2019 08/26/2019 Out of curiosity, in amendment 2 how does removing far clause 52.219-27 from the contract

This clause is removed as VAAR 852.219-10 is the applicable SDVOSB set aside. 52.219-27 is not http://www.nelcoworldwide.com/wp-content/uploads/2015/01/Section-134900-Soldered-Copper-RF.pdf http://www.nelcoworldwide.com/wp-content/uploads/2015/01/Section-134900-Soldered-Copper-RF.pdf http://www.nelcoworldwide.com/wp-content/uploads/2015/01/Section-134900-Soldered-Copper-RF.pdf
