About this file
This document is a justification for other than full and open competition for a federal construction project. The project involves infrastructure upgrades at the Iowa City VA Medical Center, including construction of a new data center. One of the required construction materials is an HVAC control system from Johnson Controls, as the facility's existing automation system must remain compatible. The project value is between $5 million and $10 million. The justification cites FAR 6.302-1 for using other than full and open competition, as Johnson Controls is the only responsible source due to compatibility needs. The solicitation number is 36C77622R0094 and seeks bids for design-bid-build of the Iowa City EHRM Infrastructure Upgrades project, to be awarded by the Department of Veterans Affairs Technology Acquisition Center in Austin, Texas as a service-disabled veteran-owned small business set-aside. Market research was conducted by the project designer.
