INFORMATION NEEDED:
1. There is extensive paint peeling at exterior wall. Does this paint contain lead, and should it also be removed as part of this contract? Cannot locate drawing showing Lead paint removal areas. Is it at all exterior walls and interior walls that remain; even if they will be covered with studs and drywall? Does it include above acoustical ceiling heights to deck as well?

2. It appears all of 4th Floor is vacant. Drawing GC-101 Phasing Narrative note C. calls for a 30-day delay for VA personnel to move. Is this still in effect? Due to the entire floor being unoccupied, can the entire floor be demolished including Abatement, then start the Build-out of Phase 1 and turnover as Phase 2 is still being completed?

3. The Contract Duration of 180 days for this size renovation project, in an occupied medical center, is unachievable. We are doing a VA project similar in construction scope and size for more than double this time frame. We suggest the contract duration be changed to 540 calendar days to improve the best price and value for the VA. Can the Contract Duration be changed? And will the Alternate Bid Items durations be changed as well?

4. Is Bid Item 1 to only include windows designated 2-Alt1 or all windows that included the “Alt1” nomenclature?
ALL WINDOWS THAT INCLUDE THE ALT-1 NOMENCLATURE.
5. Does Bid Item 3 still include the demo of Phase 2 to an empty shell and only delete the Build-out of Phase 2? Or is there to be no work done in Phase 2?
RESPONSE PER THE VA.
6. The demolition of masonry walls will leave a trench at its border which will require a fill of concrete 2” deep by 10” – 12” wide. This trench will exist at any location that a masonry is to be removed including chases, walls and doorframes. Please provide a note or fill material specification for this condition.

7. From the Site Visit, multiple stall restrooms were on this floor which in the past have required the bedding of the tile to be removed producing a 2” depression in the entire restroom area, not just the shower stall. Please confirm the only fill with self leveling mix is only at the shower stalls as indicated on Drawings SS-103 and SS-104 and not the entire restroom tile bed.
EXISTING DRAWINGS INDICATE THERE TO BE 1” FILL MATERIAL OVER THE STRUCTURAL DECK. TO THE BEST OF OUR KNOWLEDGE, THIS CONDITION STILL EXISTS. EXISTING CERAMIC TILE WILL NEED TO BE REMOVED TO ALLOW THE INSTALLATION OF NEW FLOOR TILE, WHICH WILL ALSO REQUIRE A NEW MORTAR BED.
8. From the Site Visit, the existing floor to the deck above appears to be around 14’ but crossing beams will reduce the height to 13’ or so. Please provide a deck height for the 4th Floor not reflected on the Plans.
PER EXISTING DRAWINGS FROM ORGINAL CONSTRUCTION, DISTANCE FROM T.O. FINISHED 4TH FLOOR TO T.O. ROOF SLAB IS 12’-6 ½”.
9. Although the internal debris route is shown on Drawing GI-204 and the use of the Service elevator is allowed per Drawing HA-102 General Note 6, the drawings do not reflect an Exterior Debris Route for Asbestos abatement items or larger fixtures which would not make use of chutes. Please provide a route for the construction, demolition, and/or abatement waste after leaving the building including location for separated dumpsters.

10. During the Site Visit, some ceiling locations that were opened and revealed a suspended ceiling located above the Acoustical ceiling below. In some areas the afore mentioned second ceiling was the old metal pan ceiling where other areas have ACT 12 x12 zippered stapled in place tiles. There is only one area noted on the plans at Keynote “B” on Sheet AD-104.2. Please confirm no other areas that have double ceilings that need to be removed.
WHERE ROOMS ARE NOTED ON DEMO AS HAVING ACT CEILING TILE PLAN FOR THERE TO BE A SECOND PLASTER CEILING ABOVE AND NOTED WITH THE SPECIFIC TAG B.
11. On Page 1,020 of the Specifications PDF PAINTING 09 91 00 – 12, Subsection 3.3 GENERAL WORKMANSHIP REQUIREMENTS states “A. Application may be by brush or roller. Spray application only upon acceptance from the COR in writing.” Will Spraying of Door Frames, Primer, and 1st coat of the general Field color on the walls be permitted for Phase 1 and Phase 2? Spraying will increase the production rate and will decrease cost.

12. It appears the roof has been recently replaced. Please provide the name of the Roofing contractor that performed the work and maintains the warranty. Also, provide a copy of the Roof Warranty (which shows the manufacturer, date of installation, duration of warranty, product used, etc.) This will help in the additional work on the roof not voiding the warranty.

13. Refer to Drawing A-104.1. There are no dimensions given for the Audiometric (“Audio Exam”) Booths. Plans say not to scale the drawings. Please provide dimensions for these (3) pre-fab rooms.

14. For the Audiometric Rooms, Specification Section 13 20 00 calls for a “low profile” floor of 1.25”, which is in conflict with the vibration isolation and sound proofing performance requirements in the rest of the specification. The industry standard height for a floor meeting these criteria is 7” (a 4” is possible, just not standard) which would require a ramp built up to around Audio testing area or a floor pit. Also, the EM Shielding requested would require the floor panel to also be incorporated for a continuous envelope protection from radiation. This is unusual for a VA from past installations, but may be a requirement due to X-ray machines in the dental labs on the floor. Please confirm the low profile floor is desired, versus the isolators built into the floor panel, sound insulation, and EM Shielding and testing requirements met. Another possible solution is to build in a ramp along the corridor starting at Room 425 to 417 and build-up the floor of the entire Audio Exam area rooms to accommodate the proper floor depth of the testing booths.

15. Refer to Plan Sheets HA-101, AD-103, A-103, PD-103.1, PD-103.2, PP-203.1 and PP-203.2. There is a great deal of demolition work to be done on the 3rd floor. Walls and ceilings need to be removed and patched back for the mechanical work. Infection Control will need to be addressed. Is the 3rd floor occupied? If not occupied, can we use the similar Infection Control as Plan Sheet GI-204? If it is occupied, will this work need to be scheduled on Premium time (nights and weekends) or can it be done during normal work hours? Can larger areas be closed off to improve production of work (say 600 to 700SF of patchwork), or will each room need to be done individually (87 phases of multiple shift work)? This will affect the duration of the project due to this work needing to be done first to begin the continuation of the plumbing rough in the walls above on the 4th floor.

16. Refer to Plan Sheet A-601 on the Window Schedule, the window counts do not match the windows shown on the drawings for the 4th floor. Please verify window counts.

17. Does the Structural Detail C5/A-602 (not referred to on the Structural Plans) apply to all window conditions?
