About this file

This is a bid schedule for Volusia County, Florida's reconstruction of the El Portal Vehicular Beach Access Ramp, a project to restore safe pedestrian and vehicle access to the beach following Hurricane Nicole's destruction in 2022. The project encompasses demolition of damaged infrastructure, installation of 64 linear feet of composite sheet-pile seawall and 104 linear feet of sheet-pile retaining walls, placement of 313 square yards of reinforced concrete vehicular ramp and 361 square yards of heavy-duty concrete, installation of 128 linear feet of FDOT Type D curbing and 104 square yards of pedestrian sidewalk, pavement markings and signage, as-built survey certification, and complete site restoration. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual Microsoft Teams option; questions must be submitted by March 26, 2026, at 11:59 p.m.; and sealed bids are due electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. The contract specifies a 150-day completion period with 120 days for substantial completion, and award will be determined by the lowest responsive and responsible bidder based on combined pricing for all line items.

The estimated construction cost is $1,464,420.00 under Contract C-2075, with contractors required to submit a bid bond equal to 5 percent of the total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of contract price per Florida Statute 255.05. The project is funded through FEMA and subject to federal compliance requirements including Davis-Bacon Act wage standards, the Clean Air Act, and the Byrd Anti-Lobbying Amendment. No local preference provisions apply due to FEMA funding restrictions, and no specific set-asides exist for disadvantaged or small businesses; however, federal requirements mandate affirmative efforts to contract with small and minority businesses and women's business enterprises. Contractors must comply with U.S.-produced iron and steel requirements per Florida Statute 255.0993, maintain comprehensive insurance with the County named as additional insured, utilize E-Verify for employee verification, and comply with environmental permits from the Florida Department of Environmental Protection, U.S. Army Corps of Engineers, and U.S. Fish and Wildlife Service. Construction activity is prohibited during marine turtle nesting season from May 1 through October 31, and liquidated damages of $1,000 per day apply for failure to meet completion deadlines.
