About this file

This is a construction activities document for the Transit Bus Stop ADA Improvements project administered by Broward County Transit (BCT) and funded through FTA sources. The project requires contractors to install Americans with Disabilities Act (ADA) compliant landing pads and transit amenities, including benches, trash cans, and bike racks at bus stop sites throughout Broward County. Major work components include installation of sidewalks, bus stop landing areas, curbs, and related infrastructure. Contractors must maintain passenger access during construction, coordinate with BCT prior to commencing work, and invite BCT representatives to pre-construction conferences. The document specifies that contractors must provide BCT with construction manager contact information and establish temporary bus stop locations approved by the BCT Project Manager when necessary. All work must comply with the Americans with Disabilities Act requirements, and contractors are prohibited from removing bus stop signs without BCT authorization.

The project utilizes County Surtax Funding and requires compliance with FTA requirements and bonding provisions. Detectable warning surfaces for ADA ramps must meet FDOT Index 522 specifications and include a minimum five-year warranty in yellow color for uniformity. Acceptable materials include products from the FDOT Qualified Products List or specified alternatives including ADA Tactile System, Armor-Tile, Step Safe Concrete, Top Mark Thermoplastic, and Vangard ADA Systems. For retrofitting existing ramps, epoxies or thermoplastic mat products must be used, while new construction allows both tiles and epoxy products. Stamped concrete is not permitted. Vendors must submit responses electronically through BPRO by specified deadlines and must hold County/State licenses as required by the solicitation.

CONSTRUCTION ACTIVITIES

Transit Bus Stop ADA Improvements (FTA)

A. CONSTRUCTION IMPACTS TO BUS OPERATIONS

1. The construction activities under this project will impact Broward County Transit (BCT) bus operations and bus stops. Timely communication and coordination with BCT and other affected transit agencies during preliminary project planning is essential in order to prevent potential conflicts. If possible, Contractors should make every effort to schedule their work to minimize impacts and the duration of impacts to transit operations and passengers.

2. For all road projects, construction plans will need to show existing and proposed bus stops.

In addition, Contractors should provide BCT with the name and telephone number of their construction managers prior to the commencement of all construction projects involving bus stops or bus route detours. Finally, a representative of BCT should be invited to the project’s pre-construction conference.

3. The following recommended construction activities will reduce conflicts, provide information for the Contractor, and guide agency coordination during the project’s construction phase:

3.1 Contact BCT for coordination and review requirements.

3.2 Maintain passenger access to and from bus stops during construction.

3.3 All work shall conform to the requirements of the Americans with Disabilities Act, including provisions for temporary access to and from bus stops.

3.4 If necessary, the Contractor shall work with BCT to establish an approved temporary bus stop location. Temporary bus stop will be relocated away from the work zone area.

Temporary bus stop location must be approved by the BCT Project Manager before construction work begins at bus stop.

3.5 Contractor may not remove any bus stop signs without prior authorization from BCT.

3.6 At bus stops, the Contractor is responsible for construction of an approved paved pedestrian access (landing pad) conforming to the provisions of the Americans with Disabilities Act for persons boarding or alighting a bus.

3.7 If right-of-way is available, Contractor is responsible for construction of the transit accessory pad on which bus stop furniture will be placed.
