About this file

This document contains additional technical specifications and requirements for Transit Bus Stop ADA Improvements funded by the Federal Transit Administration (FTA) for Broward County, Florida's Transportation Department. The project involves furnishing all labor, materials, equipment, and services required to install Americans with Disabilities Act compliant landing pads and transit amenities at bus stop sites throughout Broward County. Major work components include installation of transit amenities such as benches, trash cans, and bike racks, along with construction of required sidewalks, bus stop landing areas, and curbs. The specifications establish strict technical requirements for bus stop landing areas, including maximum allowable slopes of 1:50 (2%) perpendicular to the roadway and 1:12 (8.33%) for transition slopes less than six feet, with concrete pad thickness of minimum six inches. All vendors must submit responses electronically through BPRO and receive submission confirmation by the designated closing date and time, with the County strongly encouraging submission of all documentation, both required and optional, to enable timely and comprehensive evaluation.

The contract requires extensive submittal documentation including manufacturer product data, samples of materials and finishes within twenty business days of contract award, compliance certificates for stainless steel and steel materials, welding fabrication certificates, shop drawings, and qualified welding procedures prior to fabrication. Contractors must maintain safe and adequate walking surfaces compliant with ADA standards throughout construction, including safe routes to and from existing bus stops, with 4-foot-high longitudinal control devices separating pedestrian areas from construction activity. The contractor is responsible for providing a maintenance of traffic plan that addresses pedestrian and transit vehicular traffic and must notify Broward County Transit at least fourteen days in advance of any temporary bus stop removal or relocation. Pass-through costs are permitted for unforeseen activities and materials not typical to the project, provided the contractor submits supplier invoices and maintains the lowest cost when obtaining subcontractor quotes. The contract is funded through County Surtax and requires adherence to County and State licensing requirements and FTA requirements, with bonding requirements as specified in the full solicitation.

H. PASS-THRU COSTS

1. Payment from the Pass-thru cost allowances, as provided for in the Bid Sheets, is to cover the cost of any unforeseen activity required during the length of the project. These items include but are not limited to specialized construction activities, landscaping, permitting, inspections, or such items as:

1.1 Materials that are not typical and where the architecture of the area needs to be matched.

Because these type situations are unique and small quantities are used, it is difficult to include certain materials as regular bid items. These situations include, but are not limited to, furnish and installation of color concrete, special hand railings, and metal work.

2. In a situation where the County elects to have the Contractor supply parts, materials and/or equipment and no prices for same have been established in this contract, the cost of these items will be on a “Pass-Thru” basis, i.e., the Contractor will charge the County the same total invoice prices as the Contractor is charged by suppliers, including freight and taxes. A copy of the Contractor’s invoice(s) from supplier(s) for such parts and materials shall be submitted with the Contractor’s invoice for payment. In cases where the Contractor manufactures their own parts, the Contractor will charge the County a price no higher than is charged to the Contractor’s most favored customer. The County reserves the right to request verifications.

3. Should the Contractor elect to subcontract any Non-Professional portion of an individual project, the Contractor shall obtain a minimum of three (3) quotes and the cost of the “Pass-Thru” shall be the lowest of the provided quotes, subject to approval of the Contract Administrator.

4. Subcontractor may not charge an hourly rate higher than the awarded Contractor and any parts provided by the subcontractor(s) must also be on a “Pass-Thru” basis. Awarded Contractor will not be reimbursed for hourly rates charged by their subcontractor that are higher than the hourly rates bid by the awarded Contractor. Invoices and documentation must be provided with copies of subcontractor’s invoices as per “Pass-Thru” requirements.

5. Proof of the pass-thru cost must be submitted with invoice to Accounting in order for invoice to be processed for payment, with a copy of the costs invoice sent to the Contract Administrator of the Transit Division. No markup will be permitted for these pass-thru costs. The County reserves the option to purchase and furnish parts and services if the County determines that the prices submitted by the Contractor are not fair and reasonable.

I. BROWARD COUNTY TRANSIT MAINTENANCE OF TRAFFIC TRANSIT/PEDESTRIAN

The “MAINTENANCE OF TRAFFIC” plan, provided by the Contractor, shall include provisions for pedestrian and transit vehicular traffic. The following are minimum requirements.

1. The Contractor is responsible for providing a safe and adequate walking surface applicable to the Americans with Disabilities Act (ADA) for pedestrians. Safe walk routes for all pedestrians and transit users within the vicinity of the construction zone shall be maintained throughout construction. This includes safe walk routes/access to and from existing bus stops and transit vehicles. If the current walking surface and access to and from transit vehicles at bus stops cannot be maintained, then a temporary Asphalt or 5' Concrete walkway shall be created. The safe walk route shall be separated from the construction activity by 4' high longitudinal control devices for the entire length of the project or the length of the walk route, whichever is less.

2. Pedestrian walkways, bus stops, and pedestrian access to transit vehicles should be maintained free of any obstructions and hazards such as holes, debris, mud, construction equipment, stored materials, etc. Any hazards near or adjacent to walkways, bus stops and access to transit vehicles should be clearly delineated.

3. Where safe pedestrian access/walkways cannot be provided, pedestrians should be directed to alternative routes by appropriate traffic control devices. Pedestrian, bicycle, and wheelchair traffic shall be guided and maintained (special attention is directed to the existing bus stop location access) using approved warning lights, signing, and channelization devices. Such control devices shall be installed and maintained in accordance with the MUTCD sections on work zone traffic control for pedestrians and Chapter 6D, Pedestrian and Worker Safety.

4. It shall be the responsibility of the Contractor to install any necessary pavement, road rock, pavement marking and signage and/or any pedestrian signalization and/or signal modification to accommodate an existing or alternate walk route.

5. Where construction activities involve consecutive bus stops, access to and from all bus stops should be maintained. If access to and from all bus stops cannot be maintained, then a bus stop may be temporarily relocated or removed. However, no two (2) consecutive bus stops shall be affected in this manner. If a stop requires temporary removal or relocation, then the Transit Superintendent of BCT should be notified at (954) 357-6793 at least fourteen (14) days in advance to allow sufficient time to plan detours (in the case of a road closure) and/or to communicate with affected passengers.

6. Thirty (30) days prior to the beginning of construction the Contractor shall notify the BCT Transit

Construction Project Manager to arrange a Pre-Construction - Transit Route/Pedestrian Access Safety meeting. This meeting is to determine all bus routes affected and to make any necessary arrangements for rerouting and temporary signing or removal of bus stop furniture, i.e., benches, shelters, etc.
