About this file
This Basis of Estimates document is prepared for Broward County, Florida's Transportation Department and provides a comprehensive unit cost framework for the Transit Bus Stop ADA Improvements project funded through the Federal Transit Administration (FTA). The project involves an open-end contract for furnishing labor, materials, equipment, and services required to install Americans with Disabilities Act compliant landing pads and transit amenities at multiple bus stop sites throughout Broward County. The scope of work encompasses installation of transit amenities including benches, trash cans, and bike racks, along with construction of sidewalks, bus stop landing areas, curbs, and related site improvements. The document establishes 29 line items with standardized unit definitions and detailed descriptions to guide cost estimation for various construction activities, including clearing and grubbing, concrete work, asphalt paving, detectable warning installations, sodding, sign relocation, and labor supplementation.
The basis of estimates utilizes standard FDOT (Florida Department of Transportation) item numbers and commodity codes to ensure consistency and facilitate pricing across the project locations. Compensation is structured on a unit-price basis, with payments made according to measurable quantities of work completed, such as linear feet for curb and gutter installation, square yards for concrete sidewalks and clearing work, cubic yards for excavation and fill, each for equipment and amenity installations, and hours for additional labor supplementation. Key cost considerations include mobilization and maintenance of traffic requirements specific to both general work zones and bus bay closures, which are critical for minimizing public inconvenience during construction. The contract requires county surtax funding, adherence to county and state licensing requirements, compliance with FTA regulations, and bonding as specified in the full solicitation documents.
