About this file

This document is a Federal Transit Administration (FTA) Lobbying Restrictions Certification and Disclosure Form required for contractors receiving federal funding. The certification mandates that no federal appropriated funds have been or will be paid to influence federal officials, members of Congress, or congressional staff in connection with the awarding of federal contracts, grants, loans, or cooperative agreements. Contractors must certify compliance with these restrictions and include identical language in all sub-award documents at all tiers, including subcontracts and sub-grants. The certification serves as a material representation of fact upon which the federal transaction is based, and submission is a prerequisite for entering into the transaction. Any contractor failing to file the required certification is subject to civil penalties ranging from $10,000 to $100,000 for each failure.

The disclosure form (Standard Form LLL) must be completed if any non-federal funds have been or will be paid to influence federal officials in connection with the covered federal action. The form requires detailed reporting of lobbying entities, individuals performing lobbying services, payment amounts and forms, and descriptions of services rendered. Organizations must identify whether they are prime or subawardee recipients and include congressional district information where applicable. The filing must occur at the initiation or receipt of a covered federal action or upon any material change to previous filings. All reports are submitted to Congress on a semi-annual basis and made available for public inspection, with the same civil penalty provisions applied for failure to file required disclosures.
