About this file
This document contains an amendment to a solicitation and related federal contract opportunity. The Bureau of Land Management (BLM) is seeking to award a firm-fixed price contract for construction of a new 3,100 square foot visitor center at the Little Sahara Recreation Area in Utah, along with demolition of the existing 2,800 square foot visitor center. The scope of work includes building construction, interior finishes, utilities installation, site work, landscaping, and a photovoltaic system. The period of performance is May 2021 through March 2022. This opportunity is 100% set aside for small businesses under NAICS code 236220 for commercial and institutional building construction. Davis-Bacon Act wage determinations apply. Interested vendors must register in the System for Award Management to be eligible for award. A pre-proposal site visit will be held as outlined in the solicitation.

140L5721R0001/0005 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the construction of the new visitor center, acceptable for occupancy as determined by the
Government, within 240 days of the issuance of the notice to proceed (estimated 12/31/2021), and complete the remainder of the contract work, including demolition of the existing visitor center, remaining site work, and final cleanup no later than 300 days after the issuance of the notice to proceed (estimated 3/1/2022).
The contract completion dates of 12/31/2021 and
03/01/2022 are based on the assumption that the successful offeror will receive the notice to proceed by 5/1/2021. The completion dates will be extended by the number of calendar days after
5/1/2021 that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
2. Provide the following information in response to market instability due largely to the COVID-19 pandemic:
As this is a firm fixed price requirement, the
Government will not pay for price increases on materials after contract award. The Government will make reasonable efforts to conduct the proposal evaluations as quickly as possible, while still in compliance with Federal Acqusition
Regulations and Sections L & M of this solicitation. Regarding contract delays due to material shortages, there are some excusable delays that could lead to a contract extension, however that is determined on a case-by-case basis by the Contracting Officer and based on documentation/proof provided by the contractor, and in accordance with Federal Acquisition
Regulations.
The date and time for submission of proposals has
NOT been extended. All other terms and conditions remain unchanged.
Period of Performance: 05/01/2021 to 03/01/2022
