Typically we don’t worry about builder’s insurance because if the building burns down, it is on the General Contractor to rebuild it until we actually accept the building. Section L requires that we submit “at least 3 recent and relevant past performance references.” (emphasis added)Section M, Factor 3, b) states that “references shall be provided by the offeror (references only, not reports or questionnaires).” As part of our past performance information, we wish to include a general description of the project, a short narrative of the technical performance required by the project, and a general description of our performance. Is it permissible or desirable for us to submit additional information beyond the references requested?

The emphasis was intended to clarify that PPQs were not required, only contact information so the BLM could reach out directly to references.

This does not prohibit you from providing additional or clarifying information demonstrating that the project is indeed relevant in size and scope to this project. 3/26/2021 3

Section B says to enter price on SF1442 (required in Volume 1) block 17 and enter the total proposed fixed priceto include all additives on SF1442 page 3, but the RFP also says no pricing inVolumes 1 – 3. When completing the SF1442 in Volume 1, should offers note in Block 17 and on page 3 that pricing is provided in Volume 4 rather than includethe price in block 17 and on page 3?

Correction to the solicitation will read, "no pricing shall be included in volumes 2 and 3." 3/26/2021 3

Section B says to enter price in SF1442 block 17 and enter the total proposed fixed price to include all additiveson SF1442 page 3. As such, please confirm offerors should include a duplicate SF 1442 (pages 1-3) again in Volume 4 in addition to completing the Pricing Worksheet.

SF-1442 does not need to be included in volume 4. See change in solicitation. 3/26/2021 3

Volume 2, Subfactor 2 is titled Experience/Key Personnel but it is unclear if separate and distinct offeror experience projects are required IN ADDITION to the job histories demonstrating experience, skills, and credentials for key personnel who will work on this project. Can you please clarify if Subfactor 2 should include two separate elements—1) project experience and 2)key personnel (resumes) experience?

As stated in the solicitation, the Government is interested in key personnel that would work directly on this contract. Offerors need not submit a separate section for firm experience, but can demonstrate experience through the key personnel that would complete the work.

Subfactor 2 does not require two separate elements. 3/26/2021 3

If project experience is required separately from key personnel (resumes) experience in Volume 2, Subfactor 2, should the references provided in Volume 3 be for the same project experience highlighted in Volume 2, Subfactor 2?

No, the references provided do not have to be for the same projects listed in volume 2. 3/26/2021 3

Amendment 0002 page 32 references 6 items to be provided for each project used to demonstrate experience. Are these 6 items required for each project included within the key personnel resumes/histories only? Or, are these 6 items intended to describe separately identified company project/contract experience similar to the recent and relevant past performance references included in Volume 3?

The list of 6 elements under (B) Experience/Key Personnel are moved to Volume 3 - Past Performance, and are not required under volume 2.

Please provide these 6 elements for each project reference submitted under Volume 3 - Past Performance. See changes in solicitation. 3/26/2021 3

Volume 2, Subfactor 2 Experience/Key Personnel requires narrative summaries or brief resumes for key personnel; however, the RFP doesn’t identify which key personnel positions (on-and off-site) are required. Can you please define the key personnel staffing requirements for this project?

Address at least the following key personnel: Project Manager, Site Superintendent, Quality Control, and Safety Manager. 3/26/2021 3

Can you please clarify how many key personnel will be required on site for the prime contractor and what their respective roles will be i.e. Superintendent, Quality Control, Site Safety and Health Officer, etc.? Can any of the roles listed above be combined by one person, can we dual hat any of these roles?

Superintendent is required to be onsite any time work is taking place.

Qualified individuals may perform multiple roles. See answer to question above. 3/26/2021 3

Volume 2, Subfactor 1 states “Contractor shall provide a construction plan, to include a schedule, as well as a sound and reasonable approach to complete all project elements within the specified period of performance….” The construction plan may be in a narrative format, no more than 10 pages.” Does the schedule count toward the 10-page limitation for Subfactor 1 or is the 10-page limit only for the narrative? Yes, the schedule is part of the 10-page limitation. 3/26/2021 3

85 Will 11x17 pages used for the schedulebe counted as a single page?

11x17 pages will count as a single page, but please note that only electronic responses will be accepted. Do not mail any hard copy proposals. 3/26/2021 3

Will we need to coordinate with anylocal agencies or municipalities for utilities, septic, etc.? will they need toinspect any portions of this project?

The contractor will be required to coordinate with Juab County for the septic system permit and inspection. Rocky Mountain Power will be the POC for site power and CentraCom for Fiber 3/26/2021 3

87 Will the site visit sign in sheet be posted?

Yes, the site visit roster will be posted with an amendment to the solicitation. 3/26/2021 3

Drawing C104, Key Note 15 calls out 42LF of chain link fencing with privacy slats between the new building and the existing. This appears to be the only designated “barrier” between the two buildings, and will likely be constructed near the end of the project. What are the government’s expectations in terms of separating the “new construction” from the daily operations of the existing Visitor’s Center (4’ construction fence…temporary chain link fencing…etc.)? To ensure all contractors are bidding the same requirement, it would help if the government designated the areas/phasing/types of barriers that are expected during construction.

Delineation will be made by means of temporary construction fencing as indicated on the attached sheet titled, "Temporary Construction Fencing and specification section 015000 - Temporary Facilities 3/26/2021 3

During the site visit, there was mention of the requirement for the contractor to employ a documentation “app” such as StructionSite for this project. We could not find this requirement specified in the documents. Please confirm if this type of program will be a requirement, and if so, please specify the government’s needs (such as the number of users/logins/etc.).

This item is a requirement and is specified in the Amended Section 013200 - Construction Progress Documentation. The Government will have a need for 3 users/logins in addition to the contractors staff 3/26/2021 3

Will the government consider extending the proposal deadline? Due to COVID, response times from subs and suppliers is longer than normal. By the time we receive responses to these RFI’s, we may need additional time to translate the government’s answers into the various cost/scope requirements from our subs. We would recommend a 10-day extension from the date responses are posted to beta.SAM. Yes, see the amendment for proposal deadline extension. 3/26/2021 3

Given the time requirements and the location I have the following question. The Dec deadline appears extremely tight given the project scope and the time criteria on submittals, testing, commissioning and the move into the new facility before the final demolition can begin. If the new center is completed and occupancy obtain will that be considered acceptable within the contract limit or must the demolition and final cleanup also be included?

The Governemnt will implement a tiered completion schedule with separate completion dates for the new building construction/occupancy and the demolition and final site work/cleanup. See the solicitation for details. 3/26/2021 3

The structure is with steel joist. We are getting multiple sources of supplier information telling us joist delivery if placed today is on allocation and they are predicting late October to November deliveries. We can create a schedule based upon normal delivery but it probably can’t be met. Would you consider either of the following suggestions: changing the completion date after award to complement and adjust to the real work of joist delivery? Or change the design to wood trusses etc?

The BLM will not change to wood trusses. Extreme market conditions MAY be considered an excusable delay, however vendor may be asked to provide proof of the delay and show that it was outside of their control.

Final determination of delays and extensions are at the discretion of the Contracting Officer. Please provide your schedule based on the current contract completion dates. See answer to question above and the solicitation for updates. 3/26/2021 3
