10. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work to be performed in conformance with this specification and the construction details are:
a. Bid Item 5, Excavation, Intake Complex
(1) This item shall consist of the excavation and placing the excavated material as necessary to construct the fresh water introduction structure as described in the specifications and as shown on the drawings. The contractor shall provide information on excavation of Intake Complex in the Work Plan as per CS094.
(2) Depth of excavation shall be –8.0 feet NAVD 88 within the limits of the fresh water intake complex, as shown on the drawings. An over-excavation tolerance of no more than 0.5 foot will be allowed, for which no separate payment will be made.
(3) The contractor shall be responsible for maintaining the excavation until the start of geotextile placement. No additional payment will be made for excavation that may be necessary for the contractor to re-establish an excavated area.
(4) The placed material may not exceed an elevation of +3.5 feet.
(5) In Section 2, Classification, excavation will be unclassified.
(6) Section 3, Blasting, does not apply.
(7) In Section 4, Use of Excavated Materials, Method 2 will apply. If the contractor choses to use earthen material from the site as the dewatering structure the contractor’s licensed engineer for dewatering shall determine suitability.
(8) In Section 5, Disposal of Waste Materials, no method shall apply. Any surplus excavated materials shall be placed either (a) between the rock dike and the existing bank line to an elevation of up to +3.5 feet NAVD 88, (b) at least 30 feet beyond the upper edge of the excavation to an elevation of up to +3.5 feet NAVD 88. Or (c) path way from structure to water edge as per drawings.
(9) Section 9, Measurement and Payment: Measurement for payment shall be by Method 2. Payment will be Lump Sum. The pre-construction surveys will determine the original ground surface. Surveys conforming to Construction Specification 7 shall be used to verify the neat lines and grades shown on drawings are met prior to full payment for the excavation of the intake complex. Such payment shall constitute full compensation for all labor, equipment, and materials.
b. Bid Item 8, Excavation, Montesano Conveyance Channel
(1) This item shall consist of the excavation and placement of the excavated required to construct the Conveyance Channel along the Montesano Canal and the Outflow Cuts all as described in the specifications and as shown on the drawings.
(2) The contractor shall provide information on excavation of Montesano Conveyance Channel and the Outflow Cuts in the Work Plan as per CS094.
(1) Maximum depth of excavation shall be –6.5 feet NAVD 88 as shown on the drawings.
Maximum depth of excavation for the outflow cuts shall be as shown on the drawings.
An over-excavation tolerance of 0.5 feet will be allowed, for which no separate payment will be made.
(2) The placed excavated material may not exceed an elevation of +3.0 feet for the Montesano Conveyance Channel and +3.0 feet for the Outflow Cuts as designated in the plans.

(3) Excavated materials shall be placed as described in the specifications and as shown on the drawings.
(4) No maintenance shall be required unless deemed necessary by the contractor. No additional payment will be made for maintenance excavation that may be necessary for the contractor to complete the work.
(5) In Section 2, Classification, excavation will be unclassified.
(6) Section 3, Blasting, does not apply.
(7) In Section 4, Use of Excavated Materials, no method shall apply.
(8) In Section 5, Disposal of Waste Materials, Method 1 will apply. All surplus materials shall be placed at least 20 feet beyond the upper edge of the excavated channel on either or both sides, up to a maximum elevation of +3.0 feet NAVD 88.
(9) Section 9, Measurement and Payment: Measurement for payment shall be by Method 3. Payment will be Lump Sum. Payment will be made at a minimum of 1,000 feet increments and after Progress/As-built show neat lines and grade. The pre-construction surveys will determine the original ground surface of the Montesano Conveyance Channel and Outflow Cuts. Surveys conforming to Construction Specification 7 shall be used to verify the neat lines and grades shown on drawings are met for the Montesano Conveyance Channel and Outflow Cuts.
c. Subsidiary Item, Excavation, Borrow / Access Channel
(1) This item shall consist of the excavation as necessary, up to the maximum allowable limits of the borrow / access channel and placing the excavated material from the access channel into the spoil placement area as shown in the drawings and as staked in the field, to provide access flotation for navigation of equipment to construct the rock dike. NOTE: The contractor is not required to perform access excavation in excess of what the contractor requires for his/her construction operations.
(2) The contractor shall provide information on excavation of Borrow/ Access Channel in the Work Plan as per CS094.
(3) Material excavated from the borrow/access channel shall be placed in the spoil area as shown in the plans up to a max elevation of +3.5 feet NAVD 88. No material shall be placed within 15 feet of the toe of the foreshore rock dike.
(4) The contractor shall not disturb the 25-foot berm. Construction equipment shall not be allowed or floated on the berm at any time during construction. Tug boats shall be operated in such a manner that wheel wash does not erode the berm.
(5) Maximum depth of excavation shall be –10.0 feet NAVD 88 as shown on the drawings. An over-excavation tolerance of 0.5 feet will be allowed, for which no separate payment will be made. Maximum bottom width of the borrow/access channel shall be 80 feet unless otherwise shown on the drawings.
(6) No maintenance shall be required unless deemed necessary by the contractor. No additional payment will be made for maintenance excavation that may be necessary for the contractor to re-access an area where the channel has silted in.
(7) In Section 2, Classification, excavation will be unclassified.
(8) Section 3, Blasting, does not apply.
(9) In Section 4, Use of Excavated Materials, no method shall apply.

(10) In lieu of Section 5, Disposal of Waste Materials, disposal shall be as follows: All excavated material shall be placed along shoreline and may not exceed and elevation of +3.5 feet as shown on the drawings. Excavated material may not meet lines and grade depending on contractors means and methods to excavate access channel.
(11) Section 9, Measurement and Payment: No separate payment will be made for this item. Payment for this item will be included in the payment for Bid Item, 15, Foreshore Rock Dike

10. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work and construction details to be performed in conformance with this specification are:
a. Bid Item 16, Earthfill, Terraces
(1) This item shall consist of all work necessary to excavate, place, and shape the necessary earthfill needed to construct the terraces to the lines and grades shown on the drawings and as described in the specifications. An individual terrace is defined by the last letter designated in the construction drawings for example W-15-B as shown in the notes on sheet 5 of 64 in the construction drawings.
(2) The contractor shall provide information on excavation, placement and shaping necessary of terraces in the Work Plan as per CS094.
(3) Compaction for this item will not be required. An over-build tolerance of +0.5 foot will be allowed, for which no separate payment will be made.
(4) Maintenance of terraces shall be until final progress or as-built surveys have been completed for the individual terrace.
(5) See Special Provisions for information on powerlines and pipelines.
(6) Excavated materials shall be placed as described in the specifications and as shown on the drawings.
(7) Maximum depth of excavation shall be as shown on the drawings. The contractor shall not disturb or float on either side of the berm of each terrace or float. The width of the berms are 15 feet and shall be untouched throughout contract. An over- excavation tolerance of no more than 0.5 feet will be allowed, for which no separate payment will be made.
(8) No equipment shall be within the footprint around the terraces at any time during construction.
(9) No woody material shall be placed in the earthen terraces. All woody material shall be placed in the previously excavated borrow area of the terraces.
(10) Section 9, Measurement and Payment shall not apply. Payment will be made based on the completion of each terrace as shown on the drawings and approval of final surveys showing the neat lines and grades have been met. Only the linear footage of completed terraces will considered eligible for payment. Measurement for payment will be made from toe to toe along the upper surface of each terrace constructed according to the top width and side slopes shown on the drawings. Such payment will constitute full compensation for related subsidiary items including Excavation, Terraces.
b. Bid Item 17, Earthfill, Earthen Plug
(1) This item shall consist of all work necessary to place and shape the necessary earthfill needed to construct the earthen plug to the lines and grades shown on the drawings and as described in the specifications.
(2) The contractor shall provide information on placement of earthfill and excavation of Earthen Plug in the Work Plan as per CS094.
(3) The earthen plug shall be constructed to an elevation of +1.5 feet as shown in the drawings and contractor shall have the final elevation maintained until approval of the foreshore rock dike on the west side to the intake complex.
(4) No construction equipment will be allowed at any time within 15 feet of the marsh side toe of the earthen plug or within the footprint.

(5) Compaction for this item will not be required. An over-build tolerance of +0.5 foot will be allowed, for which no separate payment will be made.

(7) The maximum depth of the borrow area is -10 feet elevation. All slopes near existing shoreline shall be 3H: 1V slope. Everywhere else can be 2H: 1V. An over- excavation tolerance of no more than 0.5 feet will be allowed, for which no separate payment will be made.
(8) No woody material shall be placed in the earthen plug. All woody material shall be considered unsuitable and shall be placed only in the open water area south of earthen plug borrow area or on the east and west of earthen plug along southern portion of the shoreline. Under no circumstance can and woody material be placed on crown of shoreline or on the GIWW side.
(9) Section 9, Measurement and Payment, Methods shall not apply. Payment will be Lump sum after all final surveys to the neat lines and grade shown in drawing are submitted and approved.

7. Items of work and construction details
Items of work to be performed in conformance with this specification and the construction drawings are:
a. Bid Item 7, Metal Fabrication, Walkway
(1) This item shall consist of fabricating, furnishing, and installing the structural members consisting of the walkway except the handrails and grating as shown on the drawings.
(2) The structural members shall consist of MC8x22.8, L5x5x1/2 and shall meet the requirements of ASTM A 283, Grade C, carbon steel and of Material Specification 581, Metal.
(3) The structural members shall be shop-painted with two coats of coal-tar epoxy as specified in Construction Specification 82, Painting Metalwork.
(4) Construction tolerance for fabrication and installing of walkway shall be ± 1/8 of an inch.
(5) The structural members shall be field-attached as shown on the drawings. Welding shall conform to the requirements of the American Welding Society as specified in Material Specification 581, Metal.
(6) Areas of damaged coating shall be field-repaired with two coats of coal-tar epoxy paint as specified in Construction Specification 82, Painting Metalwork.
(7) Section 6, Measurement and payment shall be Method 3. Such payment will constitute full compensation for related subsidiary items including Painting Metalwork, Walkway, Metal Fabrication, Grating and Metal Fabrication, Handrail.
b. Subsidiary Item, Metal Fabrication, Framed Sheet-Pile Wall Openings
(1) This item shall consist of fabricating, furnishing, and installing the framed sheet-pile wall openings shown on the drawings.
(2) The framed sheet-pile wall openings bent plate shall be shop-fabricated of ½-inch thick carbon steel plates of structural quality conforming to the requirements of ASTM A 283, Grade C and of Material Specification 581, Metal. The mounting bracket (L4”x4”x1/2”) shall be carbon steel of structural quality conforming to the requirements of ASTM A 36, and Material Specification 581, Metal. The clips shall be shop-fabricated from L6”x4”x3/8” of steel of structural quality conforming to the requirements of ASTM A 36 and Material Specification 581, Metal. The bolts, nuts, and washers shall be stainless steel of structural quality conforming to the requirements of ASTM F 593, minimum tensile strength of 40 ksi, and meet group one standard.
(3) Plates shall be bent to form channel sections of the size and shape shown on the drawings.
These channel sections shall be shop-welded to form framed sheet-pile wall openings of the dimensions shown on the drawings.
(4) The interior space framed by the framed openings shall have a dimensional tolerance no greater than 1/32 of an inch horizontally and vertically, and no greater than 1/16 of an inch diagonally unless manufactures tolerances require the interior space framed by the famed openings to be more precise.
(5) The framed openings shall be shop-painted with two coats of coal-tar epoxy as specified in Construction Specification 82, Painting Metalwork, Framed Sheet-Pile Wall Openings.

(6) The framed openings shall be field-attached to the sheet pile wall as shown on the drawings.
Welding shall conform to the requirements of the American Welding Society as specified in Material Specification 581, Metal.
(7) Areas of damaged coating shall be field-repaired with two coats of coal-tar epoxy paint as specified in Construction Specification 82, Painting Metalwork.
(8) Section 6, Measurement and payment does not apply. Compensation for this item will be included in the payment for Bid Item 11, Steel Sheet Piling.
c. Subsidiary Item, Metal Fabrication, Sheet Pile Cap
(1) This item shall consist of fabricating, furnishing, and installing the steel sheet pile cap as shown on the drawings.
(2) The steel sheet-pile cap shall be shop-fabricated of 3/8-inch thick carbon steel plates of structural quality conforming to the requirements of ASTM A 283, Grade C and of Material Specification 581, Metal.
(3) Plates shall be bent to form channel sections of the size and shape shown on the drawings for installation at the top of the sheet pile wall. Tolerance for the cap shall be no more than 1/16th of an inch and shall be centered on sheet pile with no more than 1/8th of an inch off center.
(4) The pile cap sections shall be shop-painted with two coats of coal-tar epoxy as specified in Construction Specification 82, Painting Metalwork.
(5) The pile cap shall be field-attached to the top of the sheet pile wall as shown on the drawings.
Welding shall conform to the requirements of the American Welding Society as specified in Material Specification 581, Metal.
(6) Areas of damaged coating shall be field-repaired with two coats of coal-tar epoxy paint as specified in Construction Specification 82, Painting Metalwork.
(7) Section 6, Measurement and payment does not apply. Compensation for this item will be included in the payment for Bid Item 11, Steel Sheet Piling.
d. Subsidiary Item, Metal Fabrication, Timber Pile Caps
(1) This item shall consist of furnishing and installing pile caps on the timber piles shown on the drawings.
(2) The metal for the pile caps and all associated hardware shall be 6061-T6 aluminum conforming to Material Specification 581, Metal. Pile caps shall be 26-gauge sheet aluminum.
(3) No separate payment shall be made for this item. Compensation for this item is to be included in Bid Item 10, Round Timber Piling, 4-Pile Dolphins and Subsidiary Item, Round Timber Piles, Permanent Warning Sign Piles.
e. Subsidiary Item, Metal Fabrication and Installation, Batter Pile Connections
(1) This item shall consist of furnishing, fabrication, and installation of all metalwork associated with connecting the timber batter piles to the sheet pile wall. Metalwork shall include threaded rods, ogee washers, nuts, steel plates, whaler beam, welds, and miscellaneous related items.
(2) Connections for each pile shall be installed as shown on the drawings.

(3) Threaded rods, ogee washers, nuts, whaler beam and steel plates shall be of ASTM A 36 steel. The threaded rods, ogee washers, and nuts shall be hot-dip galvanized according to ASTM A 153 and Material Specification 583 and the whaler beam and steel plates shall be coated with coal-tar epoxy as specified in Construction Specification 82, Painting Metalwork.
(4) Nuts shall be tack-welded to threaded rods to prevent disassembly.
(5) Portions of the epoxy coating that are damaged during field assembly shall be field-painted with coal-tar epoxy as specified in Construction Specification 82, Painting Metalwork.
(6) No separate payment shall be made for this item. Compensation for this item is to be included in Bid Item 9, Round Timber Piling, Batter Piles.
f. Subsidiary Item, Metal Fabrication and Installation, Stainless Steel Cable, Clamps, and Tie Rods
(1) This item shall consist of furnishing, fabrication, and installation of all metalwork associated with four-pile dolphins including stainless steel cable, clamps, and tie rods as shown on the drawings.
(2) Cable shall be Stainless Steel Wire Rope, Type 304, of 6x19 strand construction as a minimum, and having a diameter of 3/4 inch as shown on the drawings.
(3) Cable clamps shall be Type 304 Stainless Steel Swaging Sleeves or Type 316 Stainless Steel Wire Rope Clips. Swaging sleeves or wire rope clips shall be sized for the cable being clamped or spliced, fastened according to the manufacturer’s recommendations, and capable of handling and transferring the loads handled by the cable.
(4) Tie rods shall be Stainless Steel Type 316 threaded rods (“all thread”) sized as shown on the drawings.
(5) Cable, clamps, and tie rods shall be installed on the four-pile dolphins as shown on the drawings.
(6) No separate payment shall be made for this item. Compensation for this item is to be included in Bid Item 10, Round Timber Piling, 4-Pile Dolphins.
g. Subsidiary Item, Metal Fabrication and Installation, Handrail.
(1) This item shall consist of furnishing, and installing all metalwork associated with handrail for the walkway.
(2) Railings shall be 1 1/2" Schedule 40 aluminum pipe alloy and meet ASTM-B-429 standards.
Post shall be 1 1/2" Schedule 40 aluminum pipe of the same alloy. The vertical tolerance of the handrail shall be no more than ¼ of an inch.
(3) Base plate shall be aluminum alloy and meet ASTM-B-429 standards. The base plates shall be bolted to the aluminum post and then bolted to the Angle (L5”x5”x1/2”).
(4) No separate payment shall be made for this item. Compensation for this item is to be included in Bid Item 7, Metal Fabrication, Walkways.
h. Subsidiary Item, Metal Fabrication and Installation, Grating.
(1) This item shall consist of furnishing, and installing all metalwork associated with grating for the walkway.

(2) The grating shall be 1-3/16” spacing of bearing bars and 4” ’ center to center on cross rods aluminum grating with serrated surface. The height and bar thickness shall be 1 3/4” by
3/16”. The width of the grating shall be 50”. The material shall conform to ASTM B209- 14.
The grating shall be installed such that the bearing bars run perpendicular to the sheet pile wall and the cross rods run parallel with the sheet pile wall.
(3) No separate payment shall be made for this item. Compensation for this item is to be included in Bid Item 7, Metal Fabrication, Walkways.

7. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work to be performed in conformance with this specification and the construction details are:
a. Bid Item 18, Geotextile
(1) This item shall consist of furnishing and placing geotextile under rock riprap at all locations, including the rock dike, earthen plug, and intake complex, to the lines and grades as shown in the construction drawings.
(2) The geotextile shall be woven and shall meet or exceed the properties for Class I as listed in Table 1 of Material Specification 592, Geotextile, with the exception of the tensile strength which shall be a minimum of 400 lbs; the ultimate strength in any principle direction, which shall be in conformance with ASTM D4595, Tensile Properties of Geotextiles by the Wide-Width Strip Method; and the minimum percent open area requirement which shall not apply.
(3) Material Specification, 592, Geotextile, Section 3, the paragraph on woven fabrics is replaced with:
“Woven Fabrics are formed by the uniform and regular interweaving of the threads or yarns in two directions. Woven fabrics shall be formed into a uniform pattern. The edges of fabric shall be selvedge or otherwise finished to prevent the outer yarn from unraveling.”
(4) The Contractor shall submit a geotextile placement plan under the Work plan as per CS 094.
(5) In Section 5, placement shall be by Method 1, with the following exceptions:
Seam strength shall be a minimum of 250 lbs/in when tested in accordance with ASTM D 4884, Standard Test Method for Strength of Sewn or Bonded Seams of Geotextiles for all field and factory sewn seams. All field sewn seams shall be folded into a J seam and shall be double-lock stitched. All factory sewn seams shall be butterfly seam and shall be double-lock stitched.
Geotextile panels shall be factory sewn for as large a panel area as manageable.
(6) Geotextile shall extend a minimum of three feet beyond the toe of the rock dike, earthen plug, and intake complex on all sides. Any geotextile that extends past the limits of the rock and is above the normal water level shall be cut off. The cut off pieces of material shall be removed from the job site and the contractor shall ensure that they are disposed of properly at an approved landfill.
(7) The contractor shall not disturb the 25-foot berm adjacent to the rock dike borrow/access channel. Construction equipment shall not be placed, floated, or operated on the berm at any time during construction.

(8) In Section 6, Measurement and Payment, is removed in its entirety and replaced with the following: The quantity of geotextile for each material type placed within the specified limits will be determined to the nearest square yard for the approved dimensions of the panel, not to include seams of the laps and folds used to make the seam, any loss from turns or not fully stretched fabric.
The COR shall verify panel dimensions prior to fill material being placed.
Payments will be made at the contract unit price. Such payment will constitute full compensation for the completion of the work.
