This amendment is needed to amend the specifications to clear up payment in Rock Riprap specification, clarify wording in Survey specification and address questions and answers received from contractors. The amendment addresses the following:
Amend Construction Specification 07 – Page 7-6 removed the word “first” from sentence at the end of section 9) (a).
Amend Construction Specification 61 – Clarified the payment for the Rock Riprap at the Intake Complex and the Foreshore Rock Dike.
Amendments to drawings:
Amend Sheet 52 – Changed the minimum distance from the geotextile from 25 feet to 15 feet.
Responses to Contractor’s questions:
Q1: (From Luhr Bros 6/24/2019) – The specs state that the work week is 12 hrs. per day 6 days a week. The standard industry work week is 7 days. Most of our workers are not local so we will have all of the personnel onsite 7 days, can we be allowed to work 7days?
A1: All work can be 12 hours per day 7 days per week except the intake complex and its components and associated work must remain 12 hours per day 6 days per week. The performance time shall remain the same.
Q2: (From Luhr Bros 6/24/2019) – Can the stone foreshore dikes be accepted in 500’ increments if we provide surveys showing that they are built to section grade in each 500’ reach?
A2: No. The current payment provision allows the East Dike, West Dike, and rock riprap placed for the intake complex to be paid separately. Each of which can be completed within one 30-day progress payment which NRCS determines to be reasonable.
Q2: (From Luhr Bros 6/24/2019) - You provide centerline coordinates for the East and West foreshore dikes, is that the exact location of the dikes? The alignment will not deviate from those coordinates correct?
A3: Yes, the current coordinates provided in the drawings are the location of the rock dikes. At this time NRCS does not anticipate deviating from the current alignment if the need arises in the future all changes will be through a formal modification.

CS-49 Cameron-Creole Fresh Water Introduction
9) Contractor construction surveys under this specification shall be in accordance with Section 5, Method 2 with the following additional requirements:
(a) Pre-Construction Survey:
After NRCS centerline stakeout, the contractor shall perform a pre-construction survey for the purpose of documenting pre-construction conditions for comparison with as-built surveys after construction is complete.
Profile surveys shall be conducted along the planned centerline of the rock dikes, access/borrow channel, earthen plug, terraces, intake complex, conveyance channel, and outflow cuts, with shots taken every 50 feet. Bank lines shall be coded as break lines.
Transects of the rock dike, borrow/access channel, terraces, intake complex, conveyance channel shall be taken approximately every 200 feet and at all PI’s, generally perpendicular to the centerline alignment so that a representative surface can be generated in AutoCAD Civil3D 2016. Survey shots shall be taken every 25 feet along each transect and at each significant change in grade.
The rock dike transects shall extend from 75 feet beyond the marsh-side toe of the rock dike to 200 feet beyond the GIWW-side toe of the rock dike, this shall be used as the transects for the borrow/access channel.
Terrace transects shall extend 125 feet on both sides of the centerline.
Conveyance channel transects, and intake complex transects shall extend 100 feet on both sides of the centerline.
Earthen Plug and outflow cut transects shall be taken approximately every 25 feet, generally perpendicular to the centerline alignment so that a representative surface can be generated in AutoCAD Civil3D 2016. Survey shots shall be taken every 25 feet along each transect and at each significant change in grade.
Earthen plug and outflow cut transects shall extend 50 feet on both sides of the centerline.
Deliverables shall be in accordance with Section 10 and supplied to the CO within 30 days after the first Notice to Proceed.
(b) Magnetometer Survey:
The contractor shall be responsible for performing a magnetometer survey to ensure that all areas where construction is planned are clear of potential hazards to life and property. The surveys shall be performed concurrently with the pre-construction survey.
Magnetometer surveys were performed within the project area in 2013. The magnetometer survey reports can be obtained for viewing purposes by contacting the Contracting Officer. All known pipelines within the project area are shown in the plans.
At a minimum, magnetometer lines shall be run:

8. ITEMS OF WORK AND CONSTRUCTION DETAILS
Items of work to be performed in conformance with this specification and the construction details are:
Measurement and Payment for both Bid Item 14, Rock Riprap at Intake Complex and the Bid Item 15, Foreshore Rock Dike shall be as follows:
No payment will be made for this bid item 14 and 15 of work until the neat lines and grades are meet as per CS 7. The East Dike, West Dike, and Rock riprap for the intake complex can be accepted and payed independently once neat lines and grades are meet. Payment will only me be made once rock installation is complete for the intake complex. For items of work for which specific unit prices are established by the contract, the quantity of rock riprap placed within the specified limits is computed to the nearest ton by weight determined by barge displacement.
The COR and contractor will concurrently measure the quantity of rock riprap for payment, by weight determined by barge displacement. Not less than 10 days prior to unloading the stone from any barge, the contractor shall furnish the COR a barge displacement table for that barge. The COR shall be notified at least 48 hours in advance before any full, partial or empty rock barges are to be measured for payment, and subsequently each time a full barge of rock riprap is being transferred to smaller barges for placement on the project sites. The contractor shall measure the full barge each time that there is a complete loading onto a light loaded barge and these records of measurement shall be provided to the COR. The contractor shall furnish with the barge displacement tables a drawing or sketch of each barge dimensioned in sufficient detail to permit checking of the tables. The drawings shall show, as a minimum, the length, width and depth of the barge and dimensions of the rake or rakes.
Each such table shall have its accuracy certified by a person or firm, other than the contractor, customarily performing this service and who has been approved by the COR. Each table submitted shall show the name and/or number of the barge, the barge dimensions, and the barge owner, the name of the fabricator, and the certification and date of certification of the person or firm preparing the table. All new or modified barges may be field checked for current dimensions by the COR. Each table submitted shall contain, in parallel columns, the freeboard of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. Each barge shall be suitably marked with two displacement gauging locations along each side of the barge. A line shall mark each gauging location perpendicular to the edge of the barge, four inches wide and one foot long, on both the deck and side of the barge. Barges with rakes shall have the displacement gauging lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gauging locations shall be placed approximately four feet from the box end(s). The freeboard will be measured at the four gauging locations and the displacement determined by the use of "CELMV Standard Barge Tables" from the average of these measurements. The displacement shall be determined before and after being unloaded and the difference between these values shall be the quantity delivered.
Pumping water from within the barge will not be permitted during unloading of the riprap or until all displacement measurements have been taken. If barge tables are furnished for fresh water and if the contractor believes that barge displacement measurements made within the contract limits of work are being taken in water that has salinity, they will have the option of obtaining water samples and determining densities or unit weights of these samples. These water samples shall be taken in accordance with ASTM D 3370 (practice A - Grab Sample) at depths of 4 and 8 feet in the area where measurements are made. Water sampling shall be performed when the barges are measured for quantities, both when fully loaded and when empty. Water samples shall be taken by the contractor and witnessed by the COR with the use of "Polypro" 2000 ml. water sampler, or equal.
Densities shall be determined as specified in ASTM D 1429 (Method D - Hydrometer Method). Testing shall be done for the contractor by a certified testing laboratory, and test results certified by this

After review and approval of the test results by NRCS, the average of the densities obtained at 4 feet and 8 feet will be used as the suitable salt water conversion factor. In all calculations, the unit weight of 62.45 pounds/cubic foot will be used for fresh water. If the contractor does not obtain water samples and densities, then no adjustment or conversion factor will be applied to stone quantities determined by displacement tables.
Payment for this item will be made at the contract unit price based on measurements of the fully loaded barges and completely empty barges by both the COR and the contractor. In the event that a partially loaded barge remains at the end of construction, payment will be made at the contract unit price based on measurements of the fully loaded barge and the partially empty barge by both the COR and the contractor. Such payment will constitute full compensation for completion of this work.
a. Bid Item 14, Rock Riprap at Intake Complex
(1) This item shall consist of furnishing all rock riprap and all work necessary to transport and place the rock riprap required for the intake complex, all to the lines and grades shown on the drawings and as staked in the field. Contractor shall address the sequence of placement for the rock rip in the Work Plan.
(2) Orange-peel or clamshell buckets shall not be used to place rock riprap. Stockpiling material onsite will not be permitted.
(3) Rock riprap shall be reasonably well graded from the minimum size stone to the maximum size stone permitted. Rock riprap shall be Rock Type 1 and conform to Material Specification 523, Rock for Riprap. Contractor shall provide Gradation Test along with other Test from Material Specification 523, Rock for Riprap.
Rock riprap gradation shall conform to ASTM D6092 Riprap R-300 as shown below:

If required by the COR, on site verification of riprap gradation shall be performed at the contractor’s expense in accordance with Section 2, Material.
(4) No rock shall be dropped from a height greater than one foot. The placement method shall ensure that no damage occurs to the geotextile. Any damage that occurs shall be repaired prior to placement of additional riprap.
(5) In the event the rock becomes segregated before placement, the fines shall be placed at the foundation of the intake complex, then capped with the coarse material as concurred in by the COR. Tolerance for the placement of rock shall be ±0.5 feet for everywhere except within 10 feet of the flap or slide gates which will require a tolerance of -0.5 feet.
(6) Care shall be taken when placing rock to minimize spillage. If rock is spilled in areas where boat traffic may impact the spilled rocks, the contractor shall remove the rocks from the area in question. Upon completion of the work the contractor shall investigate (by means concurred in by the COR) the entire work area to include the staging area and/or light loading area to assure no spilled rock is present.
