Cameron Creole (CS49) Site Showing June 18, 2019

Curt opened the meeting with introductions of the involved staff members.

Nick McCoy, Design Engineer
Doug Baker, Contracting Officer Representative (COR)
Cody LaFleur, Inspector
Carol Clement, Alternate Inspector

Bids are due on July 10, 2019 at 12:00 PM at the Alexandria, LA address. No late bids will be accepted. The bid opening will begin promptly at 12:01 PM on July 10, 2019.

There is a cutoff date for Request for Information (RFI). The cutoff date is July 1, 2019. The government may entertain RFI after that date if it is in the best interest of the government to provide information.

RFI should be directed to the Contracting Officer, Curt Clark, only. If RFI is not directed to the CO then it will not be received and answered.

This is a federal construction project that is subject to the Davis Bacon Wage Rate requirements.

This is a Sealed Bid Project. Sealed bids must be received by 12:00 PM on July 10, 2019 at the Alexandria, LA address. The Sealed Bid must include the following items:

· Signed SF1442

· Completed Bid Schedule

· Section K Representations and Certifications

· Bid Guarantee Upon Notice of Award, Awardee will be required to submit Performance and Payment Bonds in the amount of 100% of the project award. Curt asked is anyone planned on submitting an Irrevocable Letter of Credit and the group responded no. The contractor will need to submit an approved construction schedule (work plan) at the time of award.

Doug Baker covered information relating to the technical aspect that included bid items and construction specifications.

Bid Item 6 Removal of Water – referred contractors to contract provision about the suitability of earthen material that can be used during construction but must be approved by a certified engineer.

Bid Item 10 – Round Timber Piling, Batter Piles - Quantity Clarification NOTE: Explained that the bid item quantity is 8 on the bid schedule, and he explained that there are 4 subsidiary items in this bid item.

Curt mentioned the four bid items that are covered by the Variation in Estimated Quantities Clause and asked if there were any questions regarding the clause the contractors would like clarification.

· Bid Item 14 – Rock Riprap at Intake Complex

· Bid Item 15 – Foreshore Rock Dikes

· Bid Item 16 – Earthfill, Terraces

· Bid Item 18 – Geotextile Question 1 – Has there been any magnetometer surveys performed?

Answer 1 – Yes, specifications provide directions on how to obtain those surveys.

Question 2 – Will payment be made on partially built terraces?

Answer 2 – Progress surveys can be used for payment on completed terraces.

The indoor portion of the meeting concluded at 10:45 AM.

Participants met at the Miami Corp boat Launch for the site visit portion of the meeting.

Doug Baker explained that the Bid Schedule would be post with Amendment #1. Since there was an error in the original Bid Schedule.

At the fist stop (Area of Avoidance #1), a participant asked why there was an area of avoidance, NRCS explained that the boundary of the Area of Avoidance contains potential well heads and other obstacles discovered during the magnetometer survey conducted in 2013. There are two such areas within the work limits.

At the second stop (Outflow Cut # 1), NRCS pointed out that the centerline stakes had been knocked over due to water hyacinth and showed the location of the spoil placement areas for the outflow cuts.

When showing the West Terrace field stakeout, a participant asked if there was a water gauge on site. NRCS responded that no staff gauge has been established yet. The participants then asked if NRCS knew the current water level in the project area. NRCS responded with the approximate top of the water level is +2.7 feet.

At the earthen plug NRCS provided to the contractor that the depth of water through the cut is approximately 18’. NRCS also provided that the contractors could use CRMS 0650 for historical water information for the area.

At the location of the intake complex, NRCS explained the stakes and flagging that represented the location of the intake complex, floating Marine Barrier centerline, as well as the disposal area for cleared debris. A contractor asked if the +3.5 maximum spoil elevation could be exceeded for the trees. NRCS responded that the +3.5 maximum elevation must be maintained.

At 12:45 PM everyone arrived at the final stop. The contractors asked to investigate the site further on their own which they did until approximately 1:30 PM at which time the Miami Corp boat Launch was locked by NRCS.
