Notes from Steve Quintana (after conversation with Daniel Ortiz of Windstream on 7/15/2019)
Contractor responsibility:
Approx. 700 ft. of 2 conduits, 3” minimum, Schedule 80 PVC with 80 lb. pull string, and long sweep stub-ups in the middle.
Since it’s on private land, the minimum bury depth is 30”. (DOT and County require 36”) Since the electric conduit would be at 48”, then the conduits for the copper and fiber-optic could be at 30”, with an 18” separation and that would be okay.
This also depends on the minimum clearance required by Jemez Mtn. Electric for their lines.
Windstream responsibility, with payment by Forest Service Fiber Optic and copper lines supplied and installed in the conduit, along with terminations.
Install a hand hole quartzite pull box in the middle if required.
The fiber-optic terminations would likely be done in the middle of the night, over several nights if necessary to minimize service disruptions. (Not needed in drawings)
Notes from Daniel Ortiz (Windstream) in a 7/16/2019 email Good morning Steven, Your recollection of our conversation is accurate. Here are a few additional requirements and clarifications.
1) Windstream will need a pull point ad midpoint of buried section (if 700’ is going buried Windstream would require pull point at 350’). This means the 2 meeting-buried-conduits will be stubbed up 6” above ground with tape covering the openings at midpoint of the buried relocation. Windstream will most likely place ground-flush handholes and above ground pedestals at the stub-up locations.
2) Windstream also requires the same 6” above ground stub up with tape at the locations where the line will transition from existing-aerial to new-buried portion.
3) At these transition locations, please stub-up conduit 5’ away from power poles.
4) It is a necessary requirement for power and phone to have at least 1’ tamped separation in a joint trench (please verify power co-ops requirements.)
5) Caution tape will need to be place 1’ above conduit in trench for safety.
6) 3” minimum schedule 80 with 36” sweeps at turns. If there are more than 3 turns in run we will require 4” conduit be placed.
7) Windstream will need 2 conduit runs side by side for this relocation. (one for copper cable and one for fiber cable).

8) An additional 3” or 4” duct (depending on the amount of turns in route) with 80# pull string will need to be ran to the new demarcation point (telco rm) of the new office from one of the conduit stub-up points in order to service the new building.
9) A 4’x4’ ½” thick back board (at minimum) will need to be placed in new telco rm in order for Windstream to mount terminal and equipment.
10) A #6 ground with bus bar will need to be placed in the new telco rm for Windstream to bond terminal to.
