LEAD and ASBESTOS ABATEMENT STANDARD OPERATING
PROCEDURES
Jemez SpringsRanger Station Jemez Ranger Station, Ranger Station Annex and
Warehouse
Introduction
Please immediately note, no lead based paint was discovered during the sampling of the 3 buildings, so this SOP will be specific to asbestos abatement of the ranger, Annex Building and Warehouse.
The purpose of these specifications is to clarify the responsibilities of the asbestos abatement contractor and to stipulate the procedures that will be employed in any particular abatement project. All work will be performed in accordance with all applicable rules and regulations as promulgated by the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and any additional state or local rules and regulations:
If questions arise, the totality of these rules and regulations will form the basis for the resolution of any perceived ambiguities.
It should be noted that with the passage of Public Law #99-519, the “Asbestos Hazard Emergency Response Act”
(AHERA), the EPA was required to promulgate revised rules and regulations in regards to actions concerned with asbestos-containing material in primary and secondary schools (40 CFR Part 763). These revised rules and regulations do not apply to public and commercial buildings and therefore will not necessarily be used as bases for asbestos abatement work in such buildings unless the owner/manager specifically requests such compliance.
The Contractor The contractor shall furnish all labor, materials, employee training, asbestos specific general liability insurance coverage, expertise, and equipment necessary to carry out the specified asbestos abatement activities. The contractor shall also secure all required permits including any necessary state and local licenses. Although the owner or the contractor is responsible for providing required notification to the EPA and any regional, state or local authority having jurisdiction on projects for regulated asbestos containing material. The contractor must be informed that these responsibilities have been met. Usually the contractor or the consultant notifies these agencies for the owner.
Codes and Standards
The contractor shall comply with the provisions of the following codes, specifications, and standards, except as otherwise specified:
• OSHA General Industrial Safety and Health Standards (29 CFR §1910 and §1926, published in the Federal
Register, Vol. 51, #119; Friday, June 20, 1986, pages 22611 - 22790).
• EPA National Emission Standard for Hazardous Air Pollutants (40 CFR, §61, subsections A, B and M).
Revised November, 1990.
• EPA Asbestos-containing Materials in Schools (40 CFR §763).
• EPA · Part III · 40 CFR §61 National emission Standards for Hazardous Air Pollutants: Asbestos
NESHAP Revision; Final Rule
Qualification Submittals
The contractor shall submit the following materials in order to establish his competency and capability to perform the specified work:
• Educational qualifications and other background information that attests to the ability of the contractor and his/her staff to competently complete the asbestos abatement task in questions.
• Proof that all air samples will be analyzed in a qualified laboratory: i.e., a laboratory that participates in the
NIOSH Proficiency Analytical Testing Program (PAT) and has been found proficient, or a laboratory that is accredited by the AIHA for asbestos.
• Proof that all workers have been trained in an EPA-approved asbestos training course and that all site supervisors have attended an EPA-approved abatement supervisory training course appropriate for the specific job.
• Proof that all workers have had medical examinations as required by OSHA.
• The name of the landfill that will be used for asbestos disposal and assurance that all regulations/laws pertaining to such disposal will be met in the form of a disposal manifest signed by the owner, transporter and landfill operator.
• Evidence of legitimate asbestos-specific general liability insurance coverage, workman’s compensation insurance and vehicle insurance.
Pre-Construction Meeting
Prior to the beginning of actual removal activities, a pre-construction meeting will be held. The owner, consultant and contractor will be present at this meeting. Here, the contractor shall present a detailed description of the following:
• Abatement plans which include decontamination facilities and their location, work area isolation and containment plans, air-monitoring schedules and safety procedures.
• A description of protective clothing and approved respirators which shall be used.
• A description of asbestos removal, clean-up, and waste disposal procedures and an explanation of decontamination procedures.
Work Procedures
The contractor must employ standard safety procedures which ensure the protection of workers, facility personnel, visitors and the outside environment from asbestos exposure. Thus, the following engineering systems and work practices shall be employed:
• Work areas shall be secured to prevent unauthorized entry and will be properly posted with OSHA and/or
EPA approved warning signs.
• Materials Scheduled for abatement in this particular project are yellow window glazing on windows in
Ranger Annex and white joint combound located in the Ranger Station
• Removal, packing, loading, transporting and disposing of asbestos waste shall be performed in a manner which minimizes the release of asbestos fibers.
• Engineering controls such as full containment, HEPA negative pressure and wet removal methods will be used during the length of the abatement process.
• All workers, foremen, superintendents, authorized visitors, and inspectors shall be personally supplied with the types of respiratory equipment deemed proper and reasonable for the type of work being performed and the anticipated exposure levels (see 29 CFR §1910.134). When respirators with disposable filter cartridges are employed, sufficient replacement filters shall be provided.
• Workers shall don proper protective equipment and clothing prior to entering the work area.
• Weekly meetings shall be held at each job site to discuss accident prevention. Subjects will include safe use of electricity, water, scaffolding, hoses, lighting, etc.
• Effective supervision, general air-monitoring, and personal air-monitoring shall be implemented.
• Emergency and fire exits shall be provided for each work area and the contractor shall be prepared to administer first aid to injured personnel. Seriously injured personnel must be treated immediately or evacuated without delay for decontamination. Emergency evacuation due to injury or safety shall be performed in a manner that minimizes exposure and contamination: When an injury occurs, the contractor shall stop work and implement fiber reduction techniques (e.g., water spraying) until the injured person has been removed from the work area.
Warning Signs, Labels and Posters
The contractor shall be responsible for:
• Posting OSHA and/or EPA required warning signs around the workplace and at every potential entry to the work area.
• Placing OSHA and/or EPA required labels on all plastic bags and all drums utilized to transport contaminated material to the approved disposal site.
• Providing other signs, labels, warnings, and posted instructions which are required and necessary to protect, inform, and warn of the hazard of asbestos exposure. The latest applicable OSHA regulations shall be available in a prominent and convenient place for workers to read.
Air Monitoring
The contractor shall adhere to the following air monitoring descriptions and schedules:
• Asbestos abatement air-monitoring shall be conducted according to the method prescribed by §1910 of the
OSHA regulations; NIOSH 7400 procedures. Air sampling times, rates and location may vary depending upon the anticipated fiber levels. Samples shall be analyzed and the results provided to the owner/purchaser within 48-72 hours.
• In order to ensure adherence to OSHA respiratory protection regulations personal air monitoring, to determine worker exposure levels, shall be carried out daily for the first month and periodically thereafter.
Also, at least one area sample outside but adjacent to abatement operations shall be taken daily or per shift for the first month and periodically thereafter. The area sample will test at least 2000 liters of ambient air.
• Clearance samples shall be taken after final cleaning, three air samples being collected for every 50,000 cubic feet of room area. These samples, testing at least 2000 liters of air per sample, will be taken while the air is being circulated by fans or blowers. Public and commercial buildings shall be deemed acceptable if air levels are less than 0.01 fibers/cc. If the work area has not been decontaminated to the prescribed level, cleaning and air-monitoring shall be repeated until the work area is in compliance.
• A summary report of all air-monitoring data shall be submitted at the end of the project.
• If buildings in question are scheduled for demolition and will not be reoccupied there will be no need for final air clearance since the building will not be reoccupied, although personel air sampling will be required during abatement.
ABATEMENT METHODS FOR ASBESTOS CONTAINING WINDOW
CAULKING
• Area around windows will be segregated utilizing caution and asbestos tape.
• Window will be removed in their entirety so not to impact the asbestos caulking
• Window will be double wraped in 6 mil poly plastic labeled and dispoded of
• Window caulking shall be covered or encapsulated prior to removing window
SPECIFIC ABATEMENT METHODS FOR JOINT COMPOUND
REMOVAL.
• All doorways into the work area shall be properly posted and sealed off using 6mil polyethylene sheeting.
• Personnel performing work shall wear at least minimum respiratory protective equipment as defined by
OSHA and full body disposable coveralls. There must be at least two workers doing the work.
• Personal air samples and area samples adjacent to the work area shall be taken daily and analyzed within 48 hours. Any samples exceeding 0.1 fibers/cc shall immediately initiate work stoppage and review of abatement techniques.
• Since jointcompound can not be separated from the rest of the drywall, all drywall will be removed, packaged and disposed of as asbestos contaminated materials.
• The drywall will be removed using hand removal methods, no mechanical means will be used.
• 3 stage decontamination unit shall be used to access the containment area.
• When asbestos removal is complete, of debris and the tools should be cleaned with water and removed from the containment area.
• An approved encapsulant should be applied to the pipe surface with a pump sprayer.
• A HEPA vacuum can be used for final detail.
PRE-CONSTRUCTION MEETING DETAILED DESCRIPTION OF
ABATEMENT PROCEDURES
Worker Protection Durring Asbestos Removal The Personal Protective Equipment (PPE) worn by the contractor shall meet all current governmental regulations.
The regulations which govern worker protection during asbestos abatement projects (40 CFR Part 763; Subpart G) state that each individual shall be afforded the appropriate PPE by the employer.
The Personal Protective Equipment provided to the employee exposed to airborne asbestos by the contractor shall consist of the following functional equipment:
1) PROTECTIVE CLOTHING: Coveralls or similar (i.e. Tyvek) whole-body clothing, head coverings, gloves, and foot coverings.
2) RESPIRATORS: The respirators given to each employee shall consist of either a Half-Face Negative
Pressure respirator or a Powered Air Purifying Respirator depending on if the situation calls for more stringent respirator protection. However, should the levels in the abatement area exceed OSHA’s Permissible Exposure Limit of 100 times the PEL, the contractor shall provide the employee with the appropriate supplied-air respirator. Note that training in the proper use of the above-mentioned PPE will be provided by the contractor.
COST ESTIMATE
Based on information provided RSEV LLC anticipates a not to exceed budgetary estimate for asbestos abatement to be $19,200.00. All work should be conducted by a licensed asbestos contractor. Budgetary cost provided includes labor, materials, sampling and disposal. All work shall be conducted in accordance with all state and federal laws governing asbestos abatement and disposal.
Please note, budgetary cost is for the 3 buildings sampled for lead and asbestos only.

To Whom it may concern:
Acme Environmental, Inc. (Acme) has completed investigations of the occurrence of asbestos in building materials in the Jemez Springs Ranger Annex, in Jemez Springs, New Mexico.
SCHEDULED WORK
Acme performed bulk sampling of the following suspect materials;
• Tan linoleum flooring
• White ceiling drywall with texture
• White drywall with texture
• Tan roof shingle with tar
David Chavez (AHERA Accredited Asbestos Inspector) conducted the survey.
SAMPLING ANALYSIS RESULTS
Asbestos was NOT detected in any of the bulk samples collected and analyzed.
CONCLUSIONS
Based on sampling and analysis, no asbestos was identified at the facility.

ASBESTOS INSPECTION
Acme Environmental, Inc. (Acme) was contracted to conduct an Asbestos Inspection at the cited property in Jemez Springs, New Mexico. The survey was conducted on February 14, 2019. Acme conducted the survey in accordance with EPA National Emission Standard for Hazardous Air Pollutants (NESHAP).
Acme performed asbestos bulk sampling in substantial compliance with the established 40 CFR 763 sampling protocol and requirements set forth in OSHA's 29 CFR 1926.1101.
Mr. David Chavez (US EPA AHERA-accredited Asbestos Inspector) conducted the survey.
Property Information The facility consisted of various office areas, a small break area, and one unisex bathroom.
General structure construction consisted of wood and drywall, primarily. Flooring throughout the structure was consistent and not sampled.
NOTE: The roof was investigated.
Asbestos-Containing Materials (ACM) Based on the analytical data reported, the no materials were found to contain greater than 1% asbestos and therefore, none are considered asbestos containing material (ACM).
Asbestos Bulk Sample Analysis Bulk samples were collected and submitted to an independent laboratory to be analyzed using Polarized Light Microscopy (PLM) in accordance with the U.S. Environmental Protection Agency “Method for the Determination of Asbestos in Bulk Samples” (EPA 600/R-93/116, July 1993). Crisp Analytical Laboratories, Carrollton, TX performed the analysis. Crisp is accredited for asbestos analysis under the National Voluntary Laboratory Accreditation Program (NVLAP), accreditation #200349-0.
Laboratory results can be found in the Appendix of this report.
Analysis Method: The analytical method chosen to identify asbestos within the bulk sample was the Interim (40CFR Part 763 Appendix E to Subpart E) / Improved (EPA-600/R-93/116).
Preparation Method: Hydrochloric Acid washing for carbonate-based samples, chemical reduction for organically bound components, oil immersion for identification of asbestos types by dispersion staining / becke line method.
Asbestos Data
Results for asbestos content as reported in the comprehensive inspection report are interpreted in the following manner.
Samples were collected after the accredited inspector inventoried suspect materials. These materials were identified as to their homogeneity, specifically; materials that are considered the same, for example floor tile or ceiling plaster are sampled in a representative manner.
That is, a specified number of samples are collected from each homogenous material. This is dictated by the EPA sampling rules.
These homogenous materials are grouped for analysis by the laboratory. If a single sample of a homogenous material is found to contain greater than 1% asbestos, then that homogenous material is considered asbestos containing.

Conclusions Based on the analytical data reported to Acme derived from the bulk samples collected, the following homogeneous materials are NOT considered ACM in the relative facility.
• Tan linoleum flooring
• White ceiling drywall with texture
• Tan roof shingle with tar

Project Report Limitations Note: Acme attempted to inspect all suspect asbestos-containing building materials observed during this survey.
The environmental services described in this report have been conducted in general accordance with current regulatory guidelines and the standard-of-care exercised by environmental consultants performing similar work in the project area.
Acme’s opinions and recommendations regarding environmental conditions, as presented in this report, are based on visual inspection and limited sampling only. The samples collected and used for testing, and the observations made are believed to be representative of the area(s) evaluated.

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be delectable by PLM analysis and should be analyzed by TEM bulk protocols.
AIHA LAP, LLC Laboratory #102929
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification. To Whom it may concern:
Acme Environmental, Inc. (Acme) has completed investigations of the occurrence of asbestos in building materials in the Jemez Springs Ranger Station, in Jemez Springs, New Mexico.
• White window glazing
• White 12”x12” vinyl floor tile
• White 12”x12” acoustic tile with mastic
Asbestos was detected in following bulk samples collected and analyzed;
• White joint compound (layer sampled within; white drywall with texture samples)
Based on asbestos bulk samples collected, white joint compound (layer sampled within;
white drywall with texture samples) that may be subject to impact or dust generation due to renovation or demolition, must be properly remediated.
Asbestos containing materials must be properly controlled and/or removed prior to construction services that will impact them or create dust.

Acme Environmental, Inc. (Acme) was contracted to conduct an Asbestos Inspection at the cited property in Jemez Springs, New Mexico. The survey was conducted on February 14, 2019. Acme conducted the survey in accordance with EPA National Emission Standard for Hazardous Air Pollutants (NESHAP).
Acme performed asbestos bulk sampling in substantial compliance with the established 40 CFR 763 sampling protocol and requirements set forth in OSHA's 29 CFR 1926.1101.
Mr. David Chavez (US EPA AHERA-accredited Asbestos Inspector) conducted the survey.
Property Information The facility consisted of a reception area through the front entrance. Various office spaces, utility areas, and bathrooms represented the remainder of the facility. The structure is single story with a general construction of wood and drywall.
NOTE: The roof was investigated. Exterior is wood construction
Asbestos-Containing Materials (ACM) Based on the analytical data reported, the following materials were found to contain greater than 1% asbestos and therefore are considered asbestos containing materials (ACM).

Polarized Light Microscopy (PLM) in accordance with the U.S. Environmental Protection Agency “Method for the Determination of Asbestos in Bulk Samples” (EPA 600/R-93/116, July 1993). Crisp Analytical Laboratories, Carrollton, TX performed the analysis. Crisp is accredited for asbestos analysis under the National Voluntary Laboratory Accreditation Program (NVLAP), accreditation #200349-0.
Laboratory results can be found in the Appendix of this report.
Analysis Method: The analytical method chosen to identify asbestos within the bulk sample was the Interim (40CFR Part 763 Appendix E to Subpart E) / Improved (EPA-600/R-93/116).
Preparation Method: Hydrochloric Acid washing for carbonate-based samples, chemical reduction for organically bound components, oil immersion for identification of asbestos
Samples were collected after the accredited inspector inventoried suspect materials. These materials were identified as to their homogeneity, specifically; materials that are considered the same, for example floor tile or ceiling plaster are sampled in a representative manner.
That is, a specified number of samples are collected from each homogenous material. This is dictated by the EPA sampling rules.
These homogenous materials are grouped for analysis by the laboratory. If a single sample of a homogenous material is found to contain greater than 1% asbestos, then that homogenous material is considered asbestos containing.
Conclusions Based on the analytical data reported to Acme derived from the bulk samples collected, the following homogeneous materials are NOT considered ACM in the relative facility.
• White window glazing
• White 12”x12” vinyl floor tile
• White 12”x12” acoustic tile with mastic
Asbestos-Containing Materials (ACM) The asbestos containing materials (white joint compound layer sampled within; white drywall with texture samples) which may be impacted or generate dust, should be treated as special waste. The asbestos containing material is found throughout the drywall system of the ranger station facility. It is recommended to have a defined asbestos management plan to ensure that the materials are properly maintained, while plans for removal are addressed.
Prior to demolition or renovation, materials found to contain greater than 1% asbestos and considered ACM that will be impacted during activities must be removed and segregated from the general waste stream by a qualified asbestos contractor. These materials cannot be disposed in a regular landfill in the State of New Mexico.

Note: Acme attempted to inspect all suspect asbestos-containing building materials observed during this survey.

Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763
Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).
Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.
Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.
Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be delectable by PLM analysis and should be analyzed by TEM bulk protocols.
AIHA LAP, LLC Laboratory #102929
A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.
Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".
In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.
CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst. The Laboratory Director and Quality Manager have received supplemental McCrone Research training for asbestos identification.
