About this file
The document is an Attachment 11 - References for a Request for Proposal (RFP) Solicitation No. BPM006379 issued by the Arizona Department of Environmental Quality (ADEQ) for Capacity Development/Technical Assistance to Small Public Drinking Water Systems. The references provide detailed project information for Garver, a consulting firm, with three client references from municipalities in Arizona, including the Town of Payson, City of Phoenix, and Town of Gilbert.
The references highlight Garver's technical services in water infrastructure projects, including water distribution system upgrades, lift station refurbishment, and force main design. The projects demonstrate capabilities in hydraulic modeling, preliminary and final design, asset management, utility coordination, construction management, and engineering services. The references showcase work completed between 2019 and 2025, with project scopes involving water system improvements, infrastructure rehabilitation, and municipal engineering solutions. Key personnel involved in these projects include engineers such as Nam Ho, Carlton Robinson, Kyle Cole, and others, who have expertise in water system design, engineering analysis, and municipal infrastructure development.

Payson Phoenix St Waterline Replacement, Payson, AZ The Town of Payson is in the process of upgrading their water distribution system and would like to provide better flow for their existing residential and commercial service connections. The current distribution system contains waterlines that are too small to meet current fire flow standards. Garver was hired by the Town of Payson (the Town) to provide comprehensive services from evaluation through construction for their distribution system.
To provide the best solution, we used pressure and flow hydraulic modeling to evaluate the section of the distribution system near Phoenix St and Arizona 87. Our modeling team was able to determine that 8- and 12-inch lines would meet the community’s needs and be the most cost-effective solution for the Town. We were also able to design the upgrade to run along the main roads for easy maintenance and will abandon the current 2- and 4-inch lines which run in alley ways. Our regional Arizona team has served as the coordinator, communicating with the Town to understand their goals, and then relaying that information to our Water Design Center. We’ve been able to move this project along quickly due to the excellent communication we’ve fostered with all stakeholders.
We’ll also use our open, frequent communication to run construction smoothly, secure permitting from ADEQ in a timely manner, and incorporate the Town’s input every step of the way. As of August 2024, we are at 60% design, and we plan to begin installing the new water line in spring 2025.
Timeline: 11/15/2023 – 12/1/2024 (est.)
Outcome: Garver is on track to complete design by the end of 2024.

PHX Lift Station 66 Refurbishment, Phoenix, AZ Lift Station 66 has reached the end of its useful life, and the City of Phoenix intends to refurbish the facility. Refurbishment will include replacement of existing mechanical equipment and piping, pump disconnect switches, and recoating of chemical containment areas. All existing pumps will be replaced with new, correctly sized pumps based on hydraulic modeling. This will help the lift station perform at its best.
In addition, several upgrades will be provided such as new pole lighting with LEDs per City standards, a biological system for chemical odor control, and replacement of pneumatic valves with electrically actuated valves. To successfully accomplish this task, Garver is developing bypass pumping specifications that will include requirements for temporary power, control, and SCADA, as well as for contractors to design, build, and install necessary systems to maintain the lift station operation during construction.
Timeline: 12/31/2019 – 10/2025 (est.)
Outcome: Garver completed its original scope of work on time in 2022 and has since received 2 amendments for additional improvements.

Gilbert Rancho Del Verde Lift Station Parallel Force Main Garver designed an 8-inch parallel force main from Rancho Del Verde Lift Station to Gilbert Road and Ray Road, alongside repairs to the existing force main. This project coincided with a new sewer outfall project, relocating the discharge to a new manhole, addressing hydraulic and odor concerns.
By appropriately sloping the force main, air release valves were deemed unnecessary. The old force main alignment was abandoned in favor of two 8-inch pipes installed on the opposite side of the road, mitigating concerns and enhancing constructability. Garver facilitated the evaluation of the new alignment, designing a new meter at the lift station and access points for future inspections. This additional coordination extended the schedule but was accommodated within allowances. The new alignment offered benefits in constructability, cost, and operational efficiency, avoiding the need for additional time and change orders.
Timeline: 10/22/2019 – 05/31/2021 Outcome: Because of the new force main installation and rehabilitation of the existing force main, the Town of Gilbert has active dual force mains that can handle future flows.
