About this file

This is a Post-Bid Procedures document issued by the City of Edinburg, Texas, establishing the standardized requirements and timeline for contractors selected as the winning bidder on the Veterans Blvd. Drainage Improvements Phase II project. The procedure outlines that the Owner will issue a Notice of Intent to Award to the selected bidder, requiring the bidder to execute and deliver specified documents within 14 days of receipt. These required documents include the Agreement Between Owner and Contractor, a Performance Bond equal to 100% of the contract amount, a Payment Bond equal to 100% of the contract amount, and an Affidavit of Insurance with an attached Certificate of Insurance. Following the Owner's execution of the Agreement, the Engineer shall issue a Notice to Proceed within 30 days after the Effective Date, which establishes the Date of Commencement of Work. A Pre-construction Conference must be convened no later than 10 days after the Notice to Proceed but before work begins at the site.

Should the selected bidder fail to comply with the stated requirements within the 14-day deadline, the Owner may declare the award in default and forfeit the bidder's Security Deposit. The Owner may then award the contract to the next highest responsible bidder. The contractor is prohibited from performing any work at the site prior to the established Date of Commencement of Work. The contractor and all subcontractors are required to verify compliance with Prevailing Wage requirements throughout project performance.
