About this vehicle
The Information Technology Umbrella Contract – Manufacturer Based provides comprehensive procurement access to a broad range of information technology products and services through four distinct lots: Lot 1 (Software), Lot 2 (Hardware), Lot 3 (Cloud Solutions), and Lot 4 (Implementation Services). This statewide vehicle enables authorized users to procure enterprise-level IT solutions including software licensing, computer hardware and peripherals, infrastructure-as-a-service, platform-as-a-service, software-as-a-service, and professional implementation and consulting services. The contract utilizes a competitive Request for Quote process with pricing established through individual contractor pricelists representing net New York State pricing. Authorized users may establish service level agreements, maintenance and warranty provisions, and deferred payment plans for qualified purchases. The contract incorporates educational pricing discounts for qualifying institutions and extends procurement authority to all New York State agencies, political subdivisions, local governments, public authorities, public and nonprofit libraries, school districts, and other authorized entities throughout New York State.
The New York State Office of General Services administers this contract vehicle on behalf of all authorized state and non-state users, with oversight from the NYS Office of Information Technology Services and the Office of the State Comptroller. The contract was originally awarded on November 30, 2015, and extends through November 29, 2030, following a five-year extension amendment. Over 200 prime contractors participate in the vehicle, including major technology manufacturers such as Microsoft, Amazon Web Services, Google, IBM, Oracle, Cisco Systems, Dell Marketing, and HP Inc., along with numerous specialized vendors and small business enterprises. The contract includes minority- and women-owned business enterprise participation goals of 10 percent for Lots 1 and 2, 15 percent for Lot 4, and service-disabled veteran-owned business goals of 6 percent for Lot 4. Contractors are subject to a 0.75 percent administrative fee on all sales and must comply with comprehensive security, privacy, and insurance requirements established through the contract appendices.
