About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the New Jersey Department of Labor and Workforce Development, is soliciting quotes for a comprehensive web-enabled SaaS solution to modernize the Division of Employer Accounts' systems covering Unemployment Insurance Tax, Temporary Disability Insurance Tax, Family Leave Insurance Tax, Workforce Tax, and audit functionality, with quotes due November 13, 2026 at 2:00 PM under Bid Solicitation 26DPP01325. An optional pre-quote conference is scheduled for August 6, 2026 at 10:00 AM; written questions must be submitted through NJSTART by August 14, 2026 at 2:00 PM.

The solution must replace three legacy systems (Employer Accounts System, Employer Accounts Audits Application, and Employer Access portal) currently running on unsupported Oracle Forms 6.1 and Oracle 11.2 databases. The new platform will serve approximately 294,106 active employers and 1,024,476 inactive employers with 81,190,932 total wage records. Core functional requirements span general account management, notifications, business rules configuration, workflow automation, document management, reporting, and an employer self-service portal with two-factor authentication, real-time account dashboards, appeals processing, and authorized agent management. The system must integrate with NJDOL's internal mainframe systems (LOOPS for unemployment insurance, DABS for temporary disability and family leave), state agencies (Treasury, Human Services, Economic Development Authority, Environmental Protection, Judiciary), and federal agencies (Department of Labor, HHS, Treasury Bureau of Fiscal Services, Railroad Retirement Board). Data exchanges occur through APIs, secure FTP, and batch transfers at daily, weekly, monthly, quarterly, annual, and on-demand intervals; NJDOL reserves the right to add or modify interfaces.

The solution must comply with FedRAMP standards, WCAG 2.1 accessibility and Section 508 compliance, IRS Publication 1075 tax information standards, NIST publications, and integrate with New Jersey's Single Sign-On and Microsoft Entra ID. All vendors must complete the State of New Jersey Security Due Diligence Third-Party Information Security Questionnaire addressing 30 control areas aligned with NIST Cybersecurity Framework and industry standards. The software must be operational and generally available before the quote due date; vaporware will not be procured.

Pricing must be submitted on the State-Supplied Price Sheet with all-inclusive firm fixed costs for one-time deliverables (17 price lines covering planning, design, configuration, testing, training, implementation, and deployment), training and implementation support costs fixed at 180 business days post-go-live, and annual recurring costs for years one through seven. Bidders must also provide hourly labor rates for future system upgrades and enhancements across project managers, data analysts, business analysts, solution architects, software developers, database administrators, test leads, security leads, technical leads, subject matter experts, and training specialists. No estimated contract amount is stated. Contract term and extension options are subject to mutual agreement. Implementation must be completed within one year of award. A small business subcontracting set-aside applies to any awarded contract. Quotes missing mandatory requirements will be deemed non-responsive. Submissions must be made through NJSTART only; email, fax, and hand delivery are prohibited.
