About this file

This is an Interface Reference Document (Appendix B) for bid solicitation #26DPP01325 issued by the New Jersey Department of Labor (NJDOL) for the T3161 - NJ Labor Tax Integrated Solution for UI, TDI, FLI, Workforce and Audits project. The document specifies the technical integration requirements that the contractor's proposed solution must support, including interfaces with NJDOL's internal systems (LOOPS unemployment insurance mainframe, DABS temporary disability and family leave insurance system, and business portal), state agencies (Department of Treasury divisions, Department of Human Services, Economic Development Authority, Department of Environmental Protection, and Judiciary), federal agencies (Department of Labor, Department of Health and Human Services, Department of Treasury Bureau of Fiscal Services, and Railroad Retirement Board), and third-party payroll providers such as ADP and TALX. The solution must be capable of receiving and sending data through application programming interfaces (APIs), secure File Transfer Protocol (FTP), and batch file transfers at varying frequencies including daily, weekly, monthly, quarterly, annual, and on-demand intervals.

The interface list provided is non-exhaustive, and NJDOL expressly reserves the right to add additional interfaces and modify existing interfaces, data exchanges, and data fields as needed. Several integrations currently requiring manual uploads—including those for the U.S. Department of Labor, the U.S. Department of Environmental Protection exemption and reinstatement files, and UI validation processes—are identified as requiring full automation. The specific data elements to be exchanged include employer detail information, wage data, WR-30 reports, UI benefit charges, TDI/FLI charges and penalties, payment information, garnishment data, and child support enforcement data. These interface requirements will be reviewed and refined during the design and discovery phase of the project, with all systems and integration methods subject to change.
