About this opportunity
The Office of Management and Enterprise Services (OMES), Central Purchasing Division, State of Oklahoma, is soliciting responses to establish a statewide non-mandatory contract for Uninterruptible Power Supply (UPS) equipment and related services, including Uninterruptible Power Supplies as a Service (UPSaaS), with responses due August 3, 2026.
The scope encompasses all products, components, materials, and services associated with UPS systems and managed services. The state prefers operating leases rather than equipment ownership, with lease payments spread over time and equipment returned at lease end. Suppliers must provide technical responses demonstrating comprehensive UPSaaS solutions with scalable and reliable power supply delivery, appropriate redundancy, monitoring capabilities, and maintenance support. Bidders must complete Exhibit 1 (technical response), Exhibit 2 (pricing with separate hardware, services, and maintenance structures for purchase and leasing options), and Exhibit 3 (executive summary and company information), with all pricing fields editable to allow tiered quantity discounts. Pricing must remain firm for the entire contract duration and include pre-paid shipping to Oklahoma.
The initial contract term runs from execution through May 1, 2027, with up to four one-year renewal options extending potential term to May 1, 2031. Automatic annual renewal occurs unless either party provides 30 days' written termination notice.
Evaluation uses a best-value criterion based on technical response and pricing. Suppliers must maintain commercial general liability insurance of at least $2 million per occurrence, workers' compensation insurance as required by law, automobile liability insurance with $2 million combined single limits, and security and privacy liability insurance of at least $5 million per occurrence if accessing, processing, or storing state data. Suppliers must comply with Oklahoma Information Security Policy and Procedures, implement encryption for all personal and nonpublic data at rest and in transit, maintain U.S.-based data centers, and prohibit offshore services except for administrative back-office functions. All software developed for state agencies becomes exclusive state property with perpetual, royalty-free licensing rights. Suppliers must submit OMES Form CP076 (Responding Bidder Information) and OMES Form CP004 (Non-Collusion Certification). The master lease agreement is provided as a template; suppliers should submit exceptions or revisions with their bids. Value-added products and services are encouraged and may be awarded at the state's discretion.
