About this file
This is a solicitation document issued by the Office of Management and Enterprise Services (OMES), Central Purchasing Division, for the State of Oklahoma, establishing a statewide contract for Uninterruptible Power Supply (UPS) equipment and related services, including Uninterruptible Power Supplies as a Service (UPSaaS). The solicitation seeks qualified suppliers to provide all products, components, materials, and services associated with UPS systems and managed services. The contract is designated as a Non-Mandatory Statewide contract, meaning state agencies and authorized affiliates may utilize it on an as-needed basis. The initial contract term begins on the execution date and extends through May 1, 2027, with provisions for up to four one-year renewal options, allowing for a potential final contract end date of May 1, 2031. The contract will automatically renew annually unless either party provides written termination notice at least 30 days prior to the end of the contract term.
Suppliers will be evaluated using a best value criterion based on technical response and pricing submissions, as detailed in the exhibits accompanying the solicitation. The state has indicated interest in obtaining operating leases for equipment use rather than ownership, with lease payments spread over time and equipment returned at lease end. A master lease agreement template has been provided for supplier review, and any exceptions or revisions should be submitted according to the bidding instructions. Suppliers are encouraged to provide information on value-added products and services within the solicitation scope, which the state may award at its discretion. The solicitation identifies Exhibit 1 for technical requirements and specifications, Exhibit 2 for pricing, and Exhibit 3 for executive summary and company information as critical bid components.
