About this opportunity

The State of West Virginia Department of Health and Human Resources is requesting proposals for a Statewide Data Spine foundational data infrastructure platform supporting the Rural Health Transformation Program, with proposals due July 30, 2026 at 10:30 a.m. EDT. This is an open procurement with no set-asides or socioeconomic restrictions; West Virginia Code 5A-3 reciprocal vendor preference provisions do not apply.

The scope encompasses design, development, implementation, and operationalization of a data integration, analytics, and reporting platform consolidating clinical, claims, workforce, EMS, transportation, telehealth, and community service data from multiple state systems including the West Virginia Health Information Network (WVHIN), Medicaid Management Information System (MMIS), Public Employees Insurance Agency (PEIA), and others. Core requirements include real-time data exchange via APIs normalized to HL7 FHIR US Core profiles, master data management with identity resolution and data quality enforcement, analytics workbenches with AI/ML capabilities, automated CMS and State reporting, compliance with NIST 800.53 Revision 5 Moderate, HITRUST, and ARC-AMPE standards, U.S.-based data residency exclusively, SOC 2 Type II audit reports, annual penetration testing, and secure software development lifecycle practices. All deliverables and work product transfer to RHTP upon delivery. Mandatory pre-bid meeting attendance is required; written questions were due June 25, 2026 at 1:00 p.m. EDT.

The RHTP is funded by the Centers for Medicare and Medicaid Services (CMS) with total program funding of $199.476 million, fully funded by CMS/HHS. The five-year contract structure comprises milestone-based implementation payments in Year 1 with no recurring fees (licensing, subscription, hosting, maintenance, or support) permitted during implementation; recurring annual fees commence only after formal written acceptance. Liquidated damages of $5,000 per calendar day apply for missed implementation milestones and $10,000 per calendar day for delays in achieving final system acceptance, not to exceed 10 percent of total implementation costs. Performance bonds and labor/material payment bonds equal to 100 percent of contract value are required prior to award. Evaluation applies 70 points to technical scoring and 30 points to cost on a best-value basis, not lowest cost alone. All vendor, contractor, and sub-contractor employees accessing sensitive data must complete fingerprint-based state and federal background checks under OMIS Policy 0529 prior to receiving system access. Sealed submissions (one original plus five convenience copies each of technical and cost proposals) must be delivered to the Office of Shared Administration Operations/Purchasing at One Davis Square, First Floor, Room 107, Charleston, West Virginia 25301. Contact: Bryan D. Rosen, (304) 558-0953 or bryan.d.rosen@wv.gov. Five addenda have been issued modifying the bid opening date; vendors must acknowledge receipt of all addenda with their bids or face disqualification.
