About this opportunity
The State of New Mexico General Services Department, Facilities Management Division, is requesting proposals for professional consulting services to develop, implement, and maintain the State's Enterprise Space Management Program under RFP 27-350-26-00001, with proposals due October 16, 2026 at 3:00 PM MDT. This is a single-award procurement.
The scope encompasses facility and space inventory assessments, field verification of building conditions, occupancy data validation, standardized business-process development, CAD and BOMA floor-plan creation and maintenance, GIS integration, enterprise space management consulting, data collection and migration, report development and analytics, project management, and training and knowledge transfer for State-owned and leased facilities. Phase One is limited to Santa Fe state-owned buildings. The contractor will not have direct access to state enterprise systems but will receive source information from GSD/FMD and deliver updated CAD, BIM, and GIS files according to state standards. The contractor is responsible for managing and updating files without providing or licensing a new enterprise space-management platform, as the State operates Facility Force's Operate IWMS platform. Individual facility assignments are expected to be substantially completed within 90 calendar days of authorization.
The initial contract term is one year with the ability to be reauthorized for up to four additional years (maximum five-year engagement under New Mexico statute). No specific contract value is disclosed in the RFP.
Evaluation is based on 1,350 total points: Technical Specifications (600 points) covering Organizational Experience (210), Organizational References (120), Mandatory Specifications (150), and Desirable Specifications (120); Business Specifications (700 points) covering Financial Stability (200), Performance Surety Bond (pass/fail), Letter of Transmittal (pass/fail), Campaign Contribution Disclosure Form (pass/fail), Oral Presentations (250), and Cost (300). An additional 80 to 100 points may be awarded for New Mexico/Native American Resident Preferences. Pricing must include a combination of hourly labor rates and task-based or unit pricing.
Proposals are due October 16, 2026. Written questions are due September 30, 2026 at 3:00 PM MDT, with responses due October 5. A non-mandatory pre-proposal conference was held September 17. Organizational references must submit questionnaires by October 2 at 3:00 PM MST/MDT to Joseph.Lovato@gsd.nm.gov. Proposal evaluation is scheduled for October 19–23, with finalist selection anticipated October 23, oral presentations possibly on November 4, and contractual finalization by November 13.
Amendment 02 updates the timeline and confirms electronic-only submission via the FMD Bonfire e-Procurement Portal. Proposers must complete the Letter of Transmittal, Campaign Contribution Disclosure Form, and Agency Certification Form; provide three organizational references from projects completed within the last three years; and identify key personnel with detailed qualifications.
