About this file

This is a Questions and Answers document dated September 28, 2026, for the State of New Mexico General Services Department (GSD) Facilities Management Division (FMD) regarding RFP 27-350-26-00001 for the State Enterprise Space Management Program. The project seeks qualified professional consulting services to develop, implement, and maintain the State's Enterprise Space Management Program, including facility documentation, collection, validation, analysis, and management of building and space information. Phase One of the project is limited to Santa Fe state-owned buildings only. The GSD will provide facility listings including location and square footage, building escorts with one working day notice, and access to facilities. Floor plans will not be included for state-owned properties, though for leased space, only floor plans of the leased portion are required. The written question deadline was established as October 2, 2026, and the contractor will not have direct access to state enterprise systems but will receive source information from GSD/FMD and deliver updated CAD, BIM, and GIS files according to state standards.

The contractor is responsible for managing, maintaining, updating, converting, and delivering CAD, BIM, and GIS files without providing or licensing a new enterprise space-management platform, as the state already operates Facility Force's Operate IWMS platform. Evaluation will be based on revised total points of 1,350 across multiple categories. Pricing shall include a combination of hourly labor rates and task-based or unit pricing, as task volumes are anticipated to vary throughout the contract term based on facility needs, building changes, and the availability of existing files. No performance surety bond is required. Appendix E Agency Certification must be completed by the proposer at submission, with Cabinet Secretary certification required after contract award. Financial stability of the submitter will be evaluated according to Section 5 of the RFP.

Question 16. Sep 23, 2026 8:03 AM MDT

Please clarify the anticipated annual task volumes and cost-evaluation basis, including whether

Offerors will be evaluated on a representative staffing scenario, total not-to-exceed annual cost, hourly rate card, unit prices per building or square foot, software subscription charges, or a combination of these elements.

Answer: The State anticipates that task volumes will vary throughout the contract term based on facility needs, building changes, space-management requirements, and the availability and condition of existing CAD/BIM and GIS files. Because the level of effort may vary significantly from building to building, the State does not intend to establish a fixed annual volume for all services at this time. Offerors shall provide pricing that allows the State to evaluate costs based on the anticipated services described in the Scope of Work. The State anticipates using a combination of hourly labor rates and task-based/unit pricing, as applicable.
